REPLICATION OF EXEMPLARY/BEST PRACTICES

 A strategy which seeks to disseminate strategic and successful


practices through a systematic and supportive implementation process.

 The process involves learning from and sharing with others


exemplary practices that are proven and effective solutions to
common and similar problems

 Contributes to the sustainable well-being of citizens/staff and


advancement of local government units/organization and other
stakeholders of the working environment with the least
possible cost and effort .
 
CRITERIA FOR SELECTING EXEMPLARY/BEST
PRACTICES

1. LGU-initiated/Organization-initiated
 Should be an LGU-initiated or organization-initiated

solution to problems encountered in developing systems


or implementing reforms.

 This may also include practices that are LGU-


adopted/Organization-adopted or implemented in
coordination with other partners and/or stakeholders.

 What is important is that there is ownership by the


LGU/Organization on the practice and it can be shown that
the practice was initiated to address one or more
health/organization issues or concerns.
 
CRITERIA FOR SELECTING EXEMPLARY/BEST PRACTICES

1. LGU-initiated/Organization-initiated
 This criterion emphasizes that LGUs/Organizations should be the

leaders and “owners” of the practice having been implemented


primarily with own resources and initiative as opposed to having been
implemented with heavy assistance from NGAs or external agents.

 This is simply to ensure that LGUs/Organizations or other local


stakeholder wanting to replicate it is likely to share the conditions for
its implementation and will not need to rely with difficultly accessing
external programs, technical assistance and resources to implement it.

2. Simple and doable within one year and a half.

ALLIANCE (GHRRA)
 GHRRA is a team comprising of researchers from
various universities which conducted research on
identifying best practices in global HRM

 Best practices were identified in the following:


1. Talent Management
2. Performance Management
3. Reward Management
4. Employee Relation
5. Organizational Culture and HRM
6. HR Functional Excellence
7. Knowledge Management
HIGHLIGHTS OF THE BEST PRACTICES
1. In Talent Management, the practices insured that
individuals were aligned to the values of the company.
This was done through rigorous recruitment and selection
procedures , training and development at all levels,
developmental appraisal and performance-linked pay

2. In Performance Management, participative goal setting


with both work and development goals, based generally
around balanced scorecard initiatives, provide a direct
linked to strategic objectives.
HIGHLIGHTS OF THE BEST PRACTICES
3. In Rewards Management, the best practices include
multiple pay interventions, performance contingent pay,
market benchmarking and positioning, total rewards
model, and flexible benefits. These were done to attract
and retain key talent and promote complementary and
desirable employee behavior and efforts

4. The best practices in employee relations include trade


union recognition, direct communications relations, and
alignment of employee relation policy to corporate goals.

5. The global corporations in the report have adopted a


variety of mechanisms and tools for developing a strong
culture that is aligned with the strategic goals of the
company. These includes:

a) integration of the company’s core value into every HR-


related process: how they attract, hire and develop talent, manage
performance, compensate employees

b) developing methods and maintaining a strong culture of


excellence

6. To achieve HR functional excellence , the best practices
noted in report include:
a) adapting functional HRM while highlighting the roles of
corporate and subsidiary HR departments
b) Monitoring HR department effectiveness
c) Providing HRM delivery mechanisms

7. Effective knowledge management of practices and systems


is the key to its value proposition of being able to deliver
HR practices and systems that are globally integrated,
locally sensitive and comparatively innovative. This
should be practically distinct in the human capital, social
capital and organizational capaital
