THE EVOLUTION OF NSTP LAW

NATIONAL SERVICE TRAINING PROGRAM

The National Service Training Program, also referred to by the


acronym NSTP, is a civic education and defense preparedness
program for the Filipino tertiary education students instituted by
the Government of the Philippines on January 23, 2002 by the
virtue of Republic Act 9163, otherwise known as the National
Service Training Program (NSTP) Act of 2001.
EARLIEST TRACES OF NSTP

During the Spanish Colonial years,


there was a training course similar to
what is presently known as Reserve
Officer Training Corps (ROTC).
HOW MODERN ROTC BEGINS?

The real ROTC in our country did not


start until 1912. It started when the
military instructions was conducted in the
University of the Philippines.
COMMONWEALTH ACT NO. 1

Commonwealth Act No. 1, otherwise known as the


“National Defense Act”, was enacted by the National
Assembly on December 21, 1935 under President
Manuel L. Quezon. It provided for the obligatory
military service for all male citizens of ages between 18
and 30.
ROTC DURING WORLD WAR 11

The records shows that the product of ROTC


were called to the colors and during the
occupation they prove their worth on the
battlefield.
POST MARCOS ERA (1980)

During Marcos regime, ROTC was replaced by the


Citizen Military Training or CMT.
The ROTC was back by the provision of the
Republic Act 7707 of the AFP Reservist Act.
POST MARCOS ERA (1980)

Presidential Decree No. 1706, otherwise known as the “National


Service Law”, was signed by President Ferdinand E. Marcos on
August 8, 1980. it made national service obligatory for all
Filipino citizens and specified three categories of national
service: civic welfare service, law endorsement service and
military service.
PRESIDENT CORAZON C. AQUINO’S TIME

Republic 7077, otherwise known as “Citizen


Armed Forces of the Philippines Reservist Act”,
was singed into law by President Corazon C.
Aquino on June 27, 1991.
The Reservist Act provided for organization, training and
utilization of reservist, referred to in the Act as “Citizen
Soldiers”. The primary pool of manpower for the reservist
organization are graduates of the Reserve Officers Training
Corps basic and advance courses.

MARK WELSON CHUA

 Mark Welson Chua (died sometime between March 15–18, 2001) was a student of the
University of Santo Tomas whose death is widely believed to be linked to his exposé of alleged
irregularities in the Reserved Officers Training Corps (ROTC) Unit of the university. His death became
the catalyst for the passage of Republic Act 9163 or the "National Service Training Program (NSTP)"
Law, which removed completion of mandatory ROTC as a precondition for graduation for male
college students.
 Chua took his elementary and high school education at Saint Jude Catholic School and his collegiate
education at the University of Santo Tomas. He was a member of his ROTC Unit's intelligence
monitoring team. He spilled out to UST's official publication The Varsitarian about his first-hand
knowledge of corruption in the unit. This resulted into the relief of then commandant Major Demy
Tejares and his staff.
MARK WELSON CHUA

 Chua received death threats after his revelations. The new ROTC commandant advised him to undergo
security training at Fort Bonifacio. On March 15, 2001, he was supposed to "meet" an agent but he
was never seen alive again. Three days later, his decomposing body wrapped in a carpet floated in the
dirty waters of Pasig River, with his hands and feet tied and face wrapped in cloth and packing tape.
The autopsy report showed sludge in his lungs, indicating he was alive when he was thrown into the
river.
 On March 31, 2004, Arnulfo Aparri, one of the four suspects in the killing of Chua, was sentenced to
die by lethal injection, and was ordered to pay 50,000 Philippine pesos to the victim's family. The
whereabouts of the three other suspects (Eduardo Tabrilla, Paul Joseph Tan, and Michael Von Rainard
Manangbao) remain unknown.
NATIONAL SERVICE TRAINING PROGRAM (ACT OF 2001)

An Act establishing the National Service Training


Program (NSTP) for tertiary level students, amending for
the purpose Republic Act 7077 and Presidential Decree
1708 and for the other purposes.
NATIONAL SERVICE TRAINING PROGRAM (ACT OF 2001)

Under the NSTP Program, both male and female college


students of any baccalaureate degree course or technical
vocational course in public or private educational institutions
are obliged to undergo one of the three program components for
an academic period of two semesters.
REPUBLIC ACT 9163 (NSTP LAW)

It is a civic education and defense preparedness program


for Filipino tertiary education students instituted by the
Government of the Philippines on January 23, 2002 by
the virtue of Republic Act 9163, otherwise known as the
“National Service Training Program (NSTP) Act of
2001”.
COMPONENTS OF THE NSTP

ROTC (Reserve Officers Training Corps.) - designed to


provide military training to tertiary-level students in
order to motivate, train, organize, and mobilize them for
national defense preparedness.
COMPONENTS OF THE NSTP

LTS (Literacy Training Service) - designed to teach


literacy and numeracy skills to school children, Out-of-
School youth and other segments of society in need of
their services.
COMPONENTS OF THE NSTP


 CWTS (Civic Welfare Training Service) - consists of projects
and activities designed to encourage the youth to contribute in
the improvement of general welfare and the quality of life of the
local community and its various institutional components--
more particularly in terms of health, education, safety,
recreation, and morale of the citizenry.
