CHAPTER I
INTRODUCTION

A.BACKGROUND
THUGS ARE BEHAVIOR THAT IS DISTURBING AND CAN
DISRUPT PUBLIC SECURITY AND ORDER. TODAY'S ACTS OF
THUGGERY ARE INCREASING AFTER SOME MEMBERS OF
SOCIETY ARE UNABLE TO EXPERIENCE ECONOMIC
PROSPERITY LIKE OTHER MEMBERS OF SOCIETY. . MOST OF
THOSE WHO COMMIT THUGGERY DO NOT HAVE JOBS AND
DO NOT HAVE ADEQUATE SKILLS, SO THEY SEEK SHORTCUTS
BY HARASSING, EXTORTING, ROBBING, AND INTIMIDATING.
As an illustration, it can be described in this chapter that the act of thuggery at the bus terminal is to collect illegal fees
from drivers, which if refused will affect the safety of the driver and his vehicle passing through the terminal. The thugs in
the market collect illegal fees from street vendors, which if refused will affect the damage to the stalls concerned.
In terms of fighting over territory, thugs often resort to violence against other thugs, resulting in legal events such as
persecution that can result in injury or death of people. The violence was triggered by the existence of targets from thug
bosses who are often termed "pursuing deposits".

DEFINITION OF THUGGERY

The term thug comes from the Dutch vrijman which means
free person or has no employment ties to the government or
certain other parties. In the civil sphere, freemans are here in
the sense of people who feel unattached to a particular social
structure and system.

Thugs are people/ individuals and or groups of people who do

not have a fixed income, do not have a definite job, they live
on the support of people who are affected by their existence.
Because they don't work and have to survive, at first they do
anything that can make money, but because he sees there are
cowards who can be asked for money, they also do physical
and psychological emphasis, so that they want to support his
needs. The attitudes, actions, behaviors of thugs are what are
called thugs.

Factors that trigger the rise of thuggery because thugs are people / individuals and or groups of people who do not
have a fixed income, do not have a definite job,

They live on the support of those affected by their existence. Because they don't work and have to survive, at first they
do anything that can make money, but because he sees there are cowards who can be asked for money, they also do
physical and psychological emphasis, so that they want to support his needs.

Although thuggery is a direct result of poverty and unemployment, it does not mean thuggery is allowed to thrive and
thrive. The behavior of thuggery contains several elements, namely:

Thuggery is unsettling behavior and can disrupt the security

and order of society. People/individuals and/or groups of
people who do not have a fixed income, do not have a
definite job, they live on the support of people affected by
their existence. Because they don't work and have to survive,
they initially do anything that can make money. There are

preventive control carried out before violations occur. And

has taken action. Therefore thuggery can also be sanctioned
or fostered according to the people / individuals who are
troubled. In this case we cannot demand policy / handling
from the government or the police alone but must be helped
by supervision or reporting as well, awareness of ourselves
must also be instilled for peace and peace in an environment.
