Competency Based Training
 Is a training delivery approach that focuses
on the competency development of the
learner as a result of the training.
 It emphasizes on what the learner can

actually do; focuses on outcomes rather than


the learning process within specified time.

1. Training is based on curriculum
developed from the competency
standards.

-Trainer should be aware that all training


activities are done towards attainment of the
assessment criteria

2. Learning is modular in its structure.

- One competency is generally considered


as one module. Since learning is modular in
instruction, a trainee should be competent in
the module currently being trained before
going to other competency.

3. Training delivery is learner-centered and
should accommodate individualized and self-
paced strategies

- Trainees are treated as individual


learners with different characteristics,
learning styles and training needs.

4. Training is based on work that must be
performed

- Training is always based on actual


industry practices. Training should provide
for a simulated work environment.

5. Training materials are directly related to the
competency standards and curriculum
modules

- Competency based learning materials


(CBLM) used during the training should
conform to the competency based
curriculum(CBC) and competency standards.

6. Assessment is based in the collection of
evidence of the performance of work to the
industry required standards

-Assessment is done to test whether the


trainee is able to perform the job based on
the required criteria in the competency
standards.

7. Training is based both on and off the job
components

- Training is done in a simulated work


environment (laboratory) and/or in actual
work environment.

8. Training programs allows for recognition of
prior learning (RPL) or current competencies

- Current competencies acquired through


training or work experience are recognized
before training through a validation process
so that trainer can provide activities that
match the learning level of each trainee.

9. Training allows for multiple entry and exit

-Trainees do not need to wait for others to


be competent before he can exit either a
competency or the qualification. Fast learners
May graduate faster than the others.

10. Training programs are registered with the
UTPRAS.

- All programs should be registered to the


Unified TVET Program Registration and
Accreditation Systems. It assures the quality
of training.

ROLE OF CBT TRAINER
 Serves as team member to determine what is
to be learned
 Stimulates trainees’ motivation
 Manages learning: a consultation rather than

a provider of information; a facilitator of the


learning

 Diagnose and solves learning problems
 Evaluates student achievement
 Assist learners to obtain individualized

rewards
 Assist each trainee in designing a

personalized plan of study


 Installs confidence in the learner by providing

experiences where learners may succeed


ROLES OF CBT TRAINER
 Serves as a model for desirable work habits,
attitudes and tasks performance in the
occupational field
 Spends more time interacting with students

on a 1:1 or small group basis


 Helps those students who really need help
 Accepts responsibility along with the student

for the tasks learned or not learned


ROLES OF TRAINEE
 Trainees may select what they want to learn
and when they want to learn it, within reason.

 Trainees learn at their own rate within


program guidelines. They may speed up, slow
down, stop or even repeat a task.

 Trainees may request to receive credit for
what they already know. This is done either
through pre-testing or through a review o a
task list completed at another training site.
 Trainees may choose how they want to learn-

individually, on a one-to-one basis, small


group, in large groups or with audio-visuals

 Trainees are responsible for what they learn
and whey they learn it.
 Trainees decide when they are ready to

perform each task or demonstrate mastery of


learning to a job-like level of proficiency
before receiving credit for a task.

 Trainees help develop personalized
prescription for learning worked out
cooperatively and based upon what the
students already knows, his preference for
learning, learning style and other needs.
 Trainees compete against job standards and

not against other students.

 Trainees know “up front” before instruction
begins what they are expected to know and
do to complete the program
 Trainees evaluate their own progress to see

how well they are doing.


 Trainees move freely in the workshop,

laboratory and or training center.

 Trainees know they will be rated mainly on
performance, while paper and pencil tests will
be used mainly to check their knowledge of
the task
 Trainees learn according to their interest,

needs and abilities not according to teacher


timelines and expediency.

First: BASIC
1. Participate in workplace
communication- 4 hrs
2. Work in a team environment- 3 hrs 
3. Practice career professionalism-4 hrs 
4. Practice occupational health and safety-3 hrs

SECOND: COMMON
1. Prepare Construction Materials and Tools-
12 hrs 
2. Perform mensuration and calculation - 24
hrs
3. Maintain tools and equipment. -12 hrs
4. Observe procedures, specifications and
manuals of instructions -8 hrs
5. Interpret technical drawings and plans- 16
hrs
BACKHOE-LOADER NC II
THIRD: CORE
1. Perform pre and post operation procedures
for Backhoe Loader operation - 24 hrs
2. Perform basic preventive maintenance for
Backhoe Loader operation – 24 hrs
3. Perform Backhoe Loader operation – 72 hrs
What is CBLM
 It stands for Competency Based Learning
Materials
-This module contains training materials
and activities related to identifying learners
requirements.

NOTE: The trainee must pass the institutional
Competency evaluation for a specific competency
before moving to another.
