MISSION, GOALS
AND OBJECTIVES
• Must develop an explicit statement of its mission.
• It must be developed by the library head and staff and must be
consulted with other officials.
• The objectives must be reviewed and revised periodically if
necessary.
ADMINISTRATION

• Its supervision and control shall be clearly defined within the


organizational structure.
• It must be administered by a full time librarian.
• It must have an advisory library committee.
• It shall formulate a development plan.

• It must have a sufficient number and variety of staff.

eThe size must be determined using several factors.
• Ratio of professional librarians and other staff vary depending
upon different factors.
• 500 students = 1 full time librarian and 2 full time staff
• 1 additional librarian for every 1000 additional students.

• PROFESSIONAL STAFF

• It includes the Head Librarian and professional staff.


• The qualifications of a Head Librarian
• College Library - the head librarian must be a Master’s Degree holder.
• University library - a Master’s Degree and pursuing a Ph. D. in any program.

• The qualifications of a professional staff:


• College library – Bachelors Degree in Library and Information Science.
• University Library - Masters Degree in Library/Information Science.

• SUPPORT STAFF

• It includes the paraprofessionals and clerical staff.


• Paraprofessionals and Clerical Staff– Bachelor’s degree holder
in any related field.
• STATUS
• They shall be given a faculty (academic) status.

• They shall be provided with financial assistance.


COLLECTION DEVELOPMENT
• Library resources must be:
• relevant to its mission;
• adequate in quality and quantity;
• serves its users needs; and
• develop/grow according to the institutional development.
• It is the responsibility of the Advisory Library Committee.
• Shall have written collection development policies .
• shall conduct periodic review of its existing collection.

• Reserve Books = 1 Copy for every 25 Students
• 30% of the collection must be published within the last 5 years.

adequate facilities.

• The library must provide policies to the security of its
collection to prevent damage, loss, and theft.
• The library must also provide security and control measures
like fire exits, extinguishers, and emergency lights

• They shall provide Reference and Information Services,
Circulation, Library Instruction, Audiovisual, Electronic
Resources, Photocopying and other services.

• Must provide equitable lending policies.


• Shall make their collections and services available to all the

• They must conduct announcements, orientations and activities

must be allow future rearrangements.

• They must have spaces for reading, researching, new collections, offices,
storage and electronic/ audiovisual programs.
• Must have a seating capacity of 15% of the total enrollment.
• Must have proper size, ventilation, lighting and functional furniture.
• Must provide facilities for PWDs.

• The library must provide facilities for


information technology and communications
services.
FINANCIAL RESOURCES
• Thelibrary shall provide annual budget
according to its needs and priorities.

• The library fee must be reasonable.


• The library must have other plans to continue provide
for its financial needs if ever the institutional funds are
insufficient.
LINKAGES AND
NETWORKING
• The library shall explore internal and external
linkages.
• The library shall participate in different inter-
institutional activities in which they can share
resources.
