ROLE OF PUNJAB POLLUTION

CONTROL BOARD

WHAT IS PPCB?
 The Punjab Pollution Control Board was constituted by Punjab
Govt. on 30.07.1975, after the enactment of Water (Prevention
& Control of Pollution) Act, 1974 to preserve the
wholesomeness of water.
 Various laws have been adopted by the Govt. of Punjab to
control environmental pollution in the State. The Govt. of India
has also framed following rules for the management of
Hazardous,Bio Medical Waste, Municipal Solid Waste,
Recycled Plastic, Used Batteries, Control of Noise Pollution
and Protection of Ozone Layer under the provisions of the
Environment (Protection) Act, 1986.

OBJECTIVE OF BOARD
 To control pollution of liquid effluents as well as gaseous
emissions.

 To ensure that natural waters are not polluted by


discharge of untreated city sewage.

 To maximize reuse/recycling of sewage and trade


effluents and to use the treated effluent on land for
irrigation and for industrial purpose after appropriate
treatment.

 To minimize pollution control by location of new


industries and relocation of existing industries wherever
necessary.
FUNCTIONS OF BOARD-
 To inspect industrial plants and manufacturing
process,control of water or air pollution.
 To ensure that hazardous wastes generated by the
industry are stored and disposed off properly.
 To assess the quality of water of rivers, streams, wells &
air in the State & to plan for the prevention, control of
pollution.
 To establish laboratories for analyzing of sample of
sewage or effluents & air emission into the atmosphere.
  To start environment awareness programmes and create
awareness regarding pollution.
 To lay down, modify or annual effluent standards for
the sewage and trade effluents and for the quality of
receiving waters resulting from the discharge of
effluents and for the emissions of air pollutants into
the atmosphere from industrial plants and
automobiles.
ACTIVITIES OF THE BOARD
 It carries out the monitoring of the Water quality of all
the four rivers of the State i.e Satluj, Beas, Ravi &
Ghaggar through 37 monitoring stations
 It monitors  the groundwater quality in the major
industrial towns of Ludhiana, Jalandhar, Amritsar,
Nangal etc.
 It carries out the monitoring of the quality of air of
Ludhiana, Jalandhar, Amritsar, Patiala, Mandi
Gobindgarh,Khanna & Nangal through 22 permanent air
monitoring stations.
 The Board advices, guides, encourages &
helps the industry in putting up effluent treatment
plants and air pollution control devices to control
pollution and in taking other measures to prevent or
reduce pollution.

 The Board issues NOC’s to the new units on submission


of a proper scheme for pollution control and issues
consent under Water & Air  Act,1974.
 It monitors the noise level in the cities generated due to
industrial,domestic and other public activities.

 It monitors the effects on soil due to the discharge of


liquid effluents on to land.

STEPS TAKEN BY PPCB-

 PPCB coming up wid e-governance plan.

 Initiative of PPCB & State Government to clean the


Rivers namely Sutlej and Beas.

 Rs319 crores issued for cleaning of major rivers in


punjab.

 E-waste (Indo-German-Swiss Partnership).

 Rain water storage system.


 PPCB taking actions against industries for not
following pollution norms.

 Fly ash utilisation.

 Bio-remediation plant at Ludhaina.

 Reduced pollution of Buddha Nallah passing


through Ludhaina.

 62 industrial units have been issued closure


notice & Rs.50 Lakh fine has been collected from
violators.

 Strict application of Batteries(M & H)rules.


 No new setting up of big industrial unit in Mandi
Gobindgarh till 2012

 Central pollution control board(CPCB) making the


PPCB to work.

 Collaboration with forest department.

 Political influence.

 Unity of industry.

 Unavailabilty of required amount of funds.

 Lack of knowledge among people.

 With developing of economy at rapid speed making the


conditions more worse.
