There are different departments which work on product bases
For example the advertisement department work on the product that
is youth package and works on the life plus package as well.
Similarly the same advertisement team works on Prepaid adds as
well as post paid adds.

It depends on the nature of the policies.

The manager has the full control on the area under his authority.

He has the authority to make policies in his own area.

 Policies can vary from place to place. Police can be made and
changed anytime

Like for different packages the same technical support can be used.
Due to the sharing of key people that is of technical support for
example cost estimation can be reduced.
This also provides better balance between time, cost and performance
Authority and responsibility are shared between teams.
