Background Information
 Due to the weak coverage of the UMTS2100 MHz live network, GSM 900 MHz Refarming
is introduced to improve experience of indoor users. Therefore, UMTS 900 MHz/UMTS
850 MHz networking and UMTS 2100 MHz/UMTS 1900 MHz networking are widely used.
However, high band and low band have different application scenarios. For details, see
the following description:
 UMTS 900 MHz/UMTS 850 MHz band is used to improve network coverage. For indoor users, the
low band network provides strong penetration capabilities, path loss is smaller than that for the high
band at the same distance, and network coverage improves. For outdoor users, the low band
network improves coverage at cell edges and maintains the services.
 UMTS 900 MHz/UMTS 850 MHz band is used to absorb users and provide better user experience.

Technical Principles
 This feature is performed on the RNC.
 The basic technical principles of this feature are described in the following:
 When this feature applies to UMTS 900 MHz/UMTS 850 MHz and UMTS 2100 MHz/UMTS 1900 MHz
networking, determine UE path loss and layer users at high- and low-band cells during service setup or service
reconfiguration. In this way, the UMTS 900 MHz/UMTS 850 MHz network offloads traffic from cell edges for
better network coverage.
 The figure as follow shows the following two principles:
1. When incoming users at low-band cells are determined as cell center users (CCUs) and the load margin of high-band
neighboring cells is greater than or equal to the threshold, users are preferentially handed over to high-band neighboring
cells for service setup.
2. When incoming users at high-band cells are determined as cell edge users (CEUs) and the load margin of low-band
neighboring cells is greater than or equal to the threshold, users are preferentially handed over to low-band neighboring
cells for service setup.

Application Scenarios
 Typical Scenario
 This feature is mainly applicable to the areas with high loads in
UMTS900 MHz urban areas. This feature provides the in-depth
coverage of UMTS900 MHz/UMTS850 MHz and improves indoor
coverage.
 This feature is not recommended for high-speed coverage and
tunnel coverage scenarios because high-speed UEs result in a great
change in path loss. In addition, this feature is not recommended for
extended cell coverage because UE path loss is high and CEUs and
CCUs at different frequencies are basically the same.

Feature Gains and Network Impact

 This feature enables the UMTS900 MHz network to offload traffic from cell
edges to improve in-depth coverage.
 Network Impact
 System Capacity
 Enabling this feature may increase the number of UEs admitted into UMTS850 and UMTS900
cells if the cells meet the following condition during busy hours before this feature is enabled:

 Network Performance
 In UMTS850 and UMTS900 cells, enabling this feature may decrease the access success rate
and cell throughput and increase the call drop rate due to the increased number of CEUs. In
UMTS1900 and UMTS2100 cells, enabling this feature may increase the access success rate
and cell throughput and decrease the call drop rate.
 After the feature activation, the number of DRD will increase which may reduces the RAB
setup success rate.

enable this feature and then direct retry based on load balancing, which may affect the load balancing
between bands.
 This feature does not take effect for UEs that are always online, because such UEs initiate services in the
CELL_PCH or CELL_FACH state

Deployment Suggestions and
Required Information
Activate this feature on multiband networks when the following conditions are met:
 The U900/U850 and U2100/U1900 frequency bands coexist on these networks. In a sector of a NodeB, there are high-
and low-band carriers.
The inter-band directed retry success rate is subject to the coverage differences between frequency bands. The inter-band
directed retry success rate increases when the following conditions are met:
 The difference in the azimuths is within 15 degrees.
 The difference in the downlink tilts is within 5 degrees.
 The absolute antenna installation heights of the U2100 and U900 carriers are higher than 10 meters. The antenna installation height
difference between the two types of carriers is less than 10 meters.
 The P-CPICH power of a high-band cell minus the P-CPICH power of a low-band cell is less than 4 dB.
 The lobe angles of frequency bands' antennas are the same.
If there is a large margin for the preceding conditions, the inter-band directed retry success rate decreases.
 More than 40% of the UEs initiate services by setting up RRC connections. (This condition is put forward because this
feature takes effect only when UEs initiate services by setting up RRC connections.)
 This feature is to be activated in areas requiring intensive coverage, such as urban areas.
 The cell load is heavy and the downlink cell load reaches 60% during peak hours.
 The formula for calculating the downlink cell load is as follows:
Downlink cell load = 10[(VS.MeanTCP-MaxTxPower/10)/10]

Required Information(Cont.)
 To prevent UE admission failures caused by failures in directed retries from U900/U850 cells to U2100/U1900 cells, use the
DRD rollback algorithm together with this feature.
 Do not enable UEs in U2100/U1900 cells to move to U900/U850 cells using this feature. The reasons are as follows:
 The directed retry success rate for cell edge UEs is low.
 A low directed retry success rate negatively affects the PS RAB setup success rate and increases the load of U900 cells.
 In the networks where U2100/U1900 cells are preferentially camped cells, do not enable UEs in U900/U850 cells to move to
U2100/U1900 cells using this feature.

Do not activate this feature in the areas where any of the following conditions is met:
 Within 100 meters, there are cells that operate at the same frequency as U2100/U1900 cells but belong to another NodeB
where the in-building solution (IBS) is not applied.
 UEs move at a high speed and the path loss quickly and greatly fluctuates. (An example of the areas meeting this condition is
the tunnel.)
 The cell range is extended. (The path loss is large in areas with the extended cell range. In these areas, it is unnecessary to
differentiate cell center UEs from cell edge UEs for different frequency bands.)

Feature Activation
 Set neighboring cells for blind handovers, DREcN0Threshold, and
BlindHOQualityCondition.
 Configure a high-band cell and a low-band cell as mutual neighboring cells for blind handovers.
Run the RNC MML command ADD UINTERFREQNCELL to set CellId, NCellRncld, NCellId,
BlindHoFlag for configuring blind-handover neighboring cells and to set
BlindHOQualityCondition for configuring blind-handover quality conditions of direct retries.
 Set the multiband direct retry based on UE location.
 Run the RNC MML command SET UDRD or the cell-level command ADD /MOD UCELLDRD to
set TraffTypeForBasedUELoc for configuring corresponding services.
 Configure the path losses of direct retries from a high-band carrier cell to a low-band
carrier cell (for CEUs) and from a low-band carrier cell to a high-band carrier cell (for
CCUs).
 Run the RNC MML command SET UDRD or the cell-level command ADD/MOD UCELLDRD to set
PathlossThdForEdge and PathlossThdForCenter.
 Set DR_RAB_SING_DRD_SWITC.
 Run the RNC MML command SET UCORRMALGOSWITCH to configure direct retry switch to
DR_RAB_SING_DRD_SWITCH and DR_RAB_COMB_DRD_SWITCH.
 Set IFAntiPingpangTimerLength.
 Run the RNC MML command SET UHOCOMM to set IFAntiPingpangTimerLength.
 Set the switch for multiband direct retry based on UE location.
 Run the RNC MML command SET UDRD or the cell-level command ADD /MOD UCELLDRD to
set BasedUELocDRDSwitch to ON.
Note: If inter-frequency DRD for load balancing is activated, turn on the compatibility switch
 Run the RNC MML command SET UCORRMALGOSWITCH. In this step, set
CMP_DL_LOAD_BALANCE_SWITCH of Compatibility Switch2 to ON.

Activation Observation
Check the following cell-level counters on the RNC:
 VS.UELocation.MultiBand.DRD.AttIn
 VS.UELocation.MultiBand.DRD.SuccIn

 VS.UELocation.MultiBand.DRD. SuccOut
If the value of any of these counters is greater than 0, this feature is working
properly.

Deactivation
 If this feature is disabled and UMTS 2100 cells are not
configured as neighboring cells of UMTS 900 MHz cells for
blind handovers, delete the neighboring relationships for
the blind handovers to avoid blind handovers from UMTS
900 MHz cells to UMTS 2100 MHz cells.
 Run the RNC MML command MOD UINTERFREQNCELL to
set the blind handover identifier BlindHoFlag to FALSE.
 Disable this feature.
 Run the RNC MML command SET UDRD and the cell-level
command MOD UCELLDRD to set BasedUELocDRDSwitch
to OFF.

Performance Monitoring
 After enabling Multiband Direct Retry Based on UE Location, observe the NodeB counters VS.CQI.0
through VS.CQI.30 to determine whether the coverage has improved
 For UMTS850 and UMTS900 cells, if the proportion of counters whose values are smaller than 15 increases, the
number of CCUs has been decreased and the number of CEUs has increased.
 After enabling this feature, observe the traffic volume of CS services or the number of HSDPA UEs.
 To observe the traffic volume of CS services, check the RNC counter VS.AMR.Erlang.BestCell or
VS.CSLoad.MaxErlang.Equiv.RNCf.
 To observe the number of HSDPA UEs, check the RNC counter VS.HSDPA.UE.Mean.Cell.
 Analyze the load at a low-band cell.
 If you want the load in the low-frequency cell to be low for better network coverage, check whether the load in the low-
frequency cell meets the following condition after Multiband Direct Retry Based on UE Location is enabled: 10 [(VS.MeanTCP.NonHS-
MaxTxPower/10)/10]
+10[(VS.HSDPA.MeanRequiredPwr-MaxTxPower/10)/10] < 40%.
 Analyze the activation of this feature.
 After this feature is enabled, analyze the activation of this feature by observing VS.UELocation.MultiBand.DRD.AttOut
and VS.UELocation.MultiBand.DRD.SuccOut of UMTS 2100 MHz/UMTS900 MHz cells.
 Analyze the activation of this feature by observing VS.UELocation.MultiBand.DRD.AttOut and
VS.UELocation.MultiBand.DRD.SuccOut of UMTS 900 MHz/UMTS 850 MHz cells.

Parameter Optimization
 Perform parameter optimization if any of the following occurs after Multiband Direct Retry Based on UE Location is enabled:
 The number of DRDs triggered based on UE location is small.
 The change in subscriber distribution is not obvious.
 The low-frequency cell is heavily loaded and the high-frequency cell is lightly loaded.
 Ensure that the deployment scenarios for this feature meet the requirements described in”Performance Monitoring”.
 Analyze the coverage improvement and adjust parameters accordingly.
 For UMTS1900 and UMTS2100 cells, if the proportion of counters whose values are greater than 20 increases after this feature is enabled,
increase the value of PathlossThdForCenter.
 Analyze the load in the low-frequency cell and adjust parameters accordingly.
Use the following formula to obtain the cell load: 10 [(VS.MeanTCP.NonHS-MaxTxPower/10)/10]+10[(VS.HSDPA.MeanRequiredPwr-MaxTxPower/10)/10], Based on the cell
load, adjust the parameters as follows:
 If the load in the low-frequency cell is higher than 40% and the load in the high-frequency cell is lower than 70%, increase the value of
BasedUELocDRDRemainThd or PathlossThdForCenter for the low-frequency cell.
 Check the success rate of multiband direct retry decisions based on UE location and adjust parameters accordingly.
 If the success rate of DRDs from the high-frequency cell to the low-frequency cell is lower than 96%, turn on
RNC_RBSETUP_DRD_FAIL_ROLLBACK_SWITCH under the PROCESSSWITCH2 parameter and then increase the value of
DRDEcN0Threshhold for the low-frequency cell. If the success rate of multiband direct retry decisions based on UE location is still lower than 96%,
disable Multiband Direct Retry Based on UE Location for the high-frequency cell.

Spain VDF FOA
1 ) Madrid ( Co-Sector and overlapped , recommend ) : Activate U900->U2100 DRD Based on UE Loc on 5 sites and the DRD
succ rate is 84%.
 Load Sharing : U900 HSDPA user num ratio is decreased and HSDPA total user num is a little increased, but the load sharing
is not remarkable because the Cell Center Users are few.

 The PS RAB Succ rate decrease a little because some DRD Failures didn’t roll back.Other KPI is basicly normal.
2 ) Barcelona ( Co-Site and not voerlapped, not recommend): Activate U900->U2100 DRD Based on UE Loc on 7 sites. The
DRD Succ Rate is only 45% and the effect of feature is Bad.

Poland P4 Beta
 The scenario is Co-Sector and Overlapped .Both U900->U2100 and U2100->U900 DRD Based on UE Loc are activated ;
 The U900->U2100 DRD Succ Rate is better than 98%, but the load sharing is also not remarkable because the Cell Center Users
are few .
 The U2100->U900 DRD Succ Rate is worse than 90% .The PS RAB Succ Rate of U900 decrease 0.1%, and the range   of some
worst cells reach 1.1%.
The reseason: The DRD Succ Rate is low for the U2100 Cell edge Users DRD to U900.The DRD failure will result in RAB establish
failure at last, which is countered in U900 Cells.

 If U900 and U2100 cells are not Co-site, the feture is not recommend to activate.
 The inter-band DRD is subject to the coverage differences between frequency bands. The
inter-band DRD increases when the antenna conditions are met.(Refer to“Deployment
suggestions”)
 If there are in-building solution (IBS) cells nearby U2100/U1900 cells, the intra-
frequency interference will be large and the DRD Succ Rate may be worse. So, the
feature is not recommended in this scenario.
 If the depravation of RAB Succ Rate because of DRD failures is not accepted, the
U2100->U900 DRD based on UE Loc is not recommended.
