Feature Description - Background
 This feature is part of the UMTS Uplink Capacity Expansion Solution. For details about this feature, see
Self Optimization Under Uplink Interference Feature Parameter Description.
 After U900/U850 is introduced, the system is vulnerable to interference from GSM and CDMA systems as
well as repeaters. As a result, the cell RTWP rises significantly and the U900/U850 cell performance
deteriorates.
 When interference exists on a network, different parameters need to be configured based on the
interference level in the cell and the configuration workload is heavy. In addition, when the external
interference fluctuates, parameters cannot be changed in time to accommodate the latest interference
scenario.
 To resolve the preceding issue, the Self Optimization Under Uplink Interference feature is introduced to
adaptively perform network optimization in the uplink interference scenario.

Feature Description - Technical Principles
 This feature is implemented on the RNC.
 This feature monitors the uplink RTWP of a cell in real time and identifies the uplink interference scenario. If a cell enters the uplink
interference scenario, this feature automatically activates related function algorithms or reconfigures related parameters to avoid the
imbalance between uplink and downlink as well as the shrunk uplink coverage caused by uplink interference and to improve system
capacity and network performance for the cell.
 The overall strategy is to compromise between uplink and downlink coverage and ensure UEs in cells with strong interference,
especially CEUs, can still normally perform services.

Function Points:
 Idle mode: The Optimization of the Cell Camping Threshold

Feature Description - Optimization of
the Cell Camping Threshold Parameter
Function Principle
 The cell camping threshold parameter Qrxlevmin specifies the lowest access threshold of RSCPs for the
Common Pilot Channels (CPICHs) of neighboring cells during cell reselection. The larger the parameter
value, the more difficult it is for UEs to camp on the cell. The smaller the parameter value, the easier it is
for UEs to camp on the cell but the UEs with bad downlink quality camping on the cell cannot receive the
system messages that are sent through the PCCPCH. Using a great Qrxlevmin value in a cell with
strong interference can maintain balance between uplink and downlink and avoid the following problem:
The downlink signal quality is good, but the uplink coverage shrinks, which results in rejected access.
Adjustment Method
 Optimize the Qrxlevmin parameter according to the value range of the Average RTWP in 1 Minute
parameter.

Note: In RAN16.0, the Automatic Congestion Control feature also adjusts the value of the Qrxlevmin parameter. To avoid
adjustment conflicts, the measured number of subscribers must be considered during the adjustment process triggered by
the Optimization of the Cell Camping Threshold Parameter function.

Feature Description - Optimization of
Compressed Mode Parameters
Function Principle
 Using great 2D and 2F parameter values for a cell with strong interference makes it easy
to start compressed mode measurement and initiate an inter-frequency handover in time
in order to migrate users from the cell with strong interference to other cells.
Adjustment Method
 Optimize the 2D and 2F parameters according to the value range of the Average RTWP in
1 Minute parameter.

Feature Description - Activation of the Inter-Frequency
Handover Algorithm Considering the Target RTWP

Function Principle
 This function is used to control whether the uplink coverage of the target cell is
considered when a coverage-based inter-frequency handover is being performed. When
this function is enabled, UEs can be switched to the target cell through inter-frequency
handovers only if the value of "RTWP - RSCP" in this cell is less than
TargetFreqUlCoverLimitThd. In this way, the number of call drops caused by the shrunk
uplink coverage is reduced.
Adjustment Method
 If Average RTWP in 1 Minute ≥ –112 dBm, the system automatically turns on the switch
InterFreqHOConsiderRTWPSW and changes the value of the
TargetFreqUlCoverLimitThd parameter to 10.

Update and Parameter Optimization
Function Principle
 The uplink capacity is closely related to the available uplink ROT. The ROT that can be scheduled in the cell is generally 6 dB.

Scenario

 Typical Scenarios
 In scenarios where uplink interference (mainly external
interference) exists, including interference from other
communication systems and interference from non-communication
systems, such as intermodulation interference, blocking
interference, GSM interference, CDMA interference, external
narrowband interference, and repeater interference. It is difficult to
locate the causes of these types of interference using traffic
statistics. However, these types of interference will cause the
RTWP to rise.

Feature Gains and Network Impact
 Feature Gains
 In a network where interference exists, interference is different on a per cell basis and the parameters to be set vary. As a result,
the workload of setting the parameters by cell is large. If external interference changes, parameter settings cannot be modified in a
timely manner to adapt the latest changes. This feature adaptively adjusts the parameter settings based on the interference
changes to simplify parameter configuration and reduce operation and maintenance (O&M) costs.
 If interference occurs on a network, enabling this feature can improve system capacity and network performance. If the
interference against background noise is greater than 3 dB, the capacity of a single cell can be increased by 10% to 50%. If the
measured RTWP retains –80 dBm or above, the gains in the access success rate and call drop rate are about 3%.
 Network Impact
 System Capacity
 The following functions has no impact on system capacity: Optimization of the Cell Camping Threshold Parameter,
Optimization of Compressed Mode Parameters, and Activation of the Inter-Frequency Handover Algorithm Considering the
Target RTWP. The Background Noise Automatic Update and Parameter Optimization function can enhance uplink system
capacity. The general impact of this feature on system capacity is as follows: If the interference against background noise is
greater than 3 dB, the capacity of a single cell can be increased by 10% to 50%.
 Network Performance
 The Optimization of the Cell Camping Threshold Parameter function can increase the access success rate and reduce the
call drop rate. The following functions can increase the inter-frequency handover success rate and reduce the call drop
rate: Optimization of Compressed Mode Parameters and Activation of the Inter-Frequency Handover Algorithm Considering
the Target RTWP. The Background Noise Automatic Update and Parameter Optimization function has no impact on network
performance. The general impact of this feature on network performance is as follows: If the measured RTWP retains –80
dBm or above, the gains in the access success rate and call drop rate are about 3%.

Suggestions and Required Information
 When to Use the Feature
 A cell has entered the burst uplink interference scenario. You can always enable this feature to
accommodate this scenario.
 A cell has entered the uplink interference scenario. You are advised to enable this feature to avoid
imbalance between uplink and downlink caused by uplink interference and improve system
capacity and network performance for the cell.
 Enable this feature for U900/U850 cells in multiband networks, because these cells are more likely
to be interfered by GSM systems, CDMA systems, repeaters, electronic walkie-talkies, and
electronic billboards.

Feature Deployment - Activation Observation
 After the Self Optimization Under Uplink Interference feature is activated, the related actions are saved in SON logs. You can
learn about the status of this feature by viewing these logs.
The procedure for viewing SON logs is as follows:
1. On the U2000 client, choose SON > SON Log. The SON Log tab is displayed.
2. On the displayed SON Log tab page, click the Query SON Log tab. On the displayed tab page, set Log Category to
UMTS Uplink Interference Adaptive Optimization Log and Event Name to All. Set Event Source Object and Time
Period based on actual requirements.
3. Click Synchronize in the lower right corner of the SON Log tab page to synchronize SON logs.
4. Click Query to query the logs related to the Self Optimization Under Uplink Interference feature and check whether a cell-level
parameter adjustment record was generated during the specified Time Period. If a cell-level parameter adjustment record was
generated during the specified Time Period, this feature has taken effect.

Performance Evaluation
After the Self Optimization Under Uplink Interference feature is activated, the counter and KPI values
are expected as follows:
• If the Optimization of the Cell Camping Threshold Parameter function is activated,
VS.RRC.AttConnEstab.Sum and the CS/PS call drop rates decrease and the RRC connection
setup success rate increases.
• If the Optimization of Compressed Mode Parameters function is activated, the inter-frequency hard
handover success rate of the cell increases and the CS/PS call drop rates decrease.
• If the Activation of the Inter-Frequency Handover Algorithm Considering the Target RTWP function
is activated, the inter-frequency hard handover success rate of the cell increases and the CS/PS
call drop rates decrease.
• If the Background Noise Automatic Update and Parameter Optimization function is activated,
VS.HSUPA.MeanChThroughput increases.

Note: You can check whether a function has been triggered through the cell-level parameter
adjustment record in the SON log.

Parameter Optimization

By adjusting the corresponding interference-trigger threshold, you can adjust the


probability that this feature takes effect.

The interference-trigger thresholds are advanced parameters. The adjustment method varies depending on the network
conditions. An optimized value will be provided after an analysis by R&D personnel.
