PLASTIC RECYCLING

LICENSE
POLLUTION CONTROL BOARD

• The Central Pollution Control Board (CPCB) of India is a statutory organization under


the Ministry of Environment Forest and Climate Change (Mo.E.F.C.C.).

• The recent amendment in Pollution Control Board basically aims to prohibit identified
single-use plastic items, having low utility and high littering potentials, by the year
2022 to reduce the risks/hazards/ pollution of Plastic.
• Increasing Plastic consumption increases the risk of survival of all living Organizations.

• The Pollution Control Board or the State Pollution Control Board shall not renew or grant
registration to plastic waste recycling plant unless the unit has a legitimate authorization
under the Air Act & Water Act.

• It was established in 1974 under the Water (Prevention and Control of pollution) and
Air(Prevention and control of Pollution) Act.
DOCUMENTS REQUIRED:

 Rental agreement in case of a rented building


 In case of Own Building (Proof of Possession)
 Adhaar card of the Applicant
 Pan card of the Applicant
 Photographs of the Applicant
 MSME(Ministry of Micro, Small and Medium Enterprises)
Certificate
 Any Registration with regard to Department of Industries and
Commerce
PROCEDURE

•To procure the license, the applicant must create an account in the XGM
software available in the Pollution Control Board website i.e https://
kspcb.karnataka.gov.in/xgnonline-consent-application

•The Project Report should be prepared and certified by a CA.

• The Project Report must consist of the following information


1. Water Source on which the Project depends on
2. No. of machineries in the Project
3. Capacity of the Project
4. No. of People employed in the Project

•The CA approves/certifies the Project Report and uploads the Project report in
XGM software along with the Applicant details and basic details of the Project.

•The Project Report commences with the Approval of Documents, approved by


concerned authority of the Regional Jurisdiction.
• First Inspection.
• The Adhaar of the applicant is linked with the XGM Software
maintained by the PCB.
• Second Inspection.
• The Project then goes for the Second Approval and upon checking
the details, it is approved by the concerned authority of the Regional
Jurisdiction.
• At last, the applicant is asked to pay the License Fee based on the
total cost of the Project depending on the subject of the Act on
which the project is relied upon (Water and Air).
• Issuance of License.
License Fee

 The License fee is divided into different slabs based on the cost of the project.
(Example: Project Cost exceeding 50 Lakhs and not more than 1 Crore its Rs.24,000/-
(including the Water and Air Act) and Project Cost exceeding 1 Crore and not more
than 5 Crore its Rs.60,000/- (including the Water Act and Air Act)

 1 month depending upon the approval of documents and Inspection.
