Executive Summary

[In Syria since the Syria crisis first began in March 2011, attacks by Syrian government forces
and militias have killed at least 15,000 civilians, and tens of thousands of refugees have fled into
neighboring countries. The international community has endeavored to resolve the crisis
through diplomatic overtures and sanctions, but its attempts have been unsuccessful. There
have been a number of attempts by the international community to resolve the Syria crisis
peacefully. These efforts have been unsuccessful.]

The United States, European Union, and Arab League imposed extensive sanctions that restrict
the travel and freeze the assets of Syrian officials, 26 blocks the purchase of Syrian oil, 27 and
target Syrian information technology. 28 The EU has also imposed seventeen rounds of
sanctions, targeting luxury items as well as goods and technologies that can be used for internal
