Introduction and Rationale

 Ethiopia has been actively engaged in reforming its public


sector with the anticipation to make it more (responsive,
transparent, flexible, compatible , and aligned) with its
strategic development direction of the country.
 Over the last two decades, the public sector has undergone
several reforms at both fedral and regional government
levels.
 Consequently it seems public sector has been evolving and
steadily improving over time

 There are both reports and tangible reform gains with still
several outstanding challenges.

 As society has grown so demanding for better service and


governance ;efficient institutional and bureaucratic
systems is imperative for integration in global economy as
well as attracting FDI; establishing well performing
public sector is vital necessity to ensure sustained
development.

 This suggests that mere improvement of the public sector


quality just as compared to the past performance measures
will no longer considered as appealing reform outcomes to
be praised.
 In this regard, to what extent the application of BSC has
bring about the desired strategic ends?

The major objective of the study

 To examine the extent to which :

 The application of BSC has improved performance measures,


outcomes, and its management.

 The use of BSC has ensured proper alignment among people,


strategy, and performance.

Method of the study


 Blend of Survey and Case study will be used
 Apply both quantitative and qualitative analysis
method.
 The study mainly uses descriptive statistics as a tool
to assist data analysis with the help of SPSS.
 Questionnaires, interview, focus group discussion,
relevant document review are the major tool for data
collection.

 The study will depend on primary information to be


obtained from targeted case study organizations

 Accordingly the views of employees of different


categories; management at different level; consultant
involved in the process (if any); reform team/ task force
members will be considered. Moreover, supplementary
interview will be conducted with bureau of the civil
service experts.
 Validity and reliability will be ensured through right
variables and indicators identifications for determination
of appropriate measurement of data.
 thematic analysis , content analysis and triangulation
will be employed.

Significance and beneficiaries

 Since the study is directly focused on one of the agendas


with higher national significance and it is timely.
 Assessing national and regional level reform efforts in
more comprehensive, professional, objective, and
independent perspective has greater significance in
identifying and examining: the possible reform outcomes,
the possible gaps and its causes; the best practices in
the due course.
 Accordingly, the outcome of the finding will be useful for
all regional and other public institutions engaged in
reforming their service delivery by drawing experiential
gain and learning.
 It will also help to design joint intervention measures
