HISTORY: ORIGIN AND GROWTH

 Public Administration is as old as a man himself.

 In Greek Era Aristotle’s book “Politics” is important contribution.
 Machiavelli‘s “The Prince” is also an important work.
 In Islamic history, Great Public Administration was done by State
of Madina.
 First time taught as part of training of official in Persia.
 In1887, first time in US with publication of Woodrow Wilsone ”
The Study Of Administration.

 1900,
First book written by Goodnow, “ Politics and
Administration”.
 In 1926, Dr. L.D. White wrote first academic book in US
“Introduction to the Study of Public Administration” based on
politics-administration dichotomy.
 W.F. Willoughby, Principal of Public Administration based on
Scientific Approach.

Definition

 MEANING:

1. Derived from two Latin words, ‘Ad’ and 'ministiare‘

2. Which means “ to serve”.
3. E.N. Gladden says “ to look after people, to manage affairs”.

 DEFINITION:
 Simplest definition is “Governmental Administration in service of
Public”.
 Famous Thinkers in this field says:
 Prof L.D. White: “Operation for fulfilment of public policy”.
 Woodrow Wilson: “Detailed and systematic application of law”.
 EN Gladden: “Public Administration is concerned with
Administrative activities of govt”.
Scope of Public Administration

 Thereare two views regarding the scope of Public

Administration:

 1. Managerial View.
 2. Subject Matter View.
Scope: Managerial View

 According to this view:

“ Public Administration(P.A.) is a Managerial Tasks performed by administrator or manager”.
What famous thinker said:
Henry Fayol: P.A. is comprised of planning, organization, command, coordination and control = (POCCC).
P. Maqueen: PA is 3Ms, means study deals with Men, Material & Method.
Luther Gulick coined a word POSDCoRB, it stands for Planning, Organising, Staffing, Directing,
Coordination, Reporting and Budgeting.
 Scope: Managerial View

 Explaining POSDCoRB:

 P for Planning: Working out broad outline in advance.

 O for Organization: building up structure of authority.
 S for Staffing: appointing suitable personnel for running Administration.
 D for Directing: Issuing orders and directions by officers.
 Co for Coordination: inter relation of various groups of people in P.A.
 R for Reporting: information collected and informed to higher authorities.
 B for Budgeting: financial activities of an organization.
 Scope: Subject Matter View

 According to some writers, the Scope of Public Administration is not Completely described by Managerial View.
POSDCORB only define a part of PA Scope.
 Prof Pfiffner said: scope is divided into two heads. 1. Principal and 2. Sphere
 Walker said: scope is divided into two parts: 1. Administrative theory and 2. Applied Administration
Public and Private Administration

 Administration is concerned with service of the people, so it may be public or private.

 Administration by government is called Public Administration while Administration in club, company
or corporation called private Administration.

 Is there any relation between public and private Administration?

 Two point of view exists:

 Luther Urwick, Henry Fayol said both public and private Administration are same.
 Similarities between public and private
Administration

 Many managerial techniques are common to both like

accounting, filing, statistics, office management,
purchases, stocking etc.
 Responsibilities from both personnels are same.
 Differences Between PUBLIC and
PRIVATE Administration
 Public Administration is bureaucratic in nature.
 Methods of enforcement of rules are different.
 Public Administration is comprehensive.
 Public
administration doesn’t work more efficiently than private
Administration.
 Public Administration is accountable to public while private is not.
 Public Administrationis conducted with motives of service while
private for making profit.
 Its Role in Democratic Society

 For any welfare state, its progress depends upon efficiency of P.A.
 So Administration has great role in Democratic state, such as.

 Public Administration has important role in the development of Pakistan.

 Policies and plans are made with the help of experts in the field.
 Bodies of leading political scientist and adminitrators help ministers to formulate the best policies in the
interest of public.
 Many public administrators works as advisors to many ministers to help them for better Administration.
 Public administrator not only help military rule but also political leader.
 Five years plane and other development plans has ben made and executed.
 Public administrators helped the govt and filled the gape during govt breakdown.
