KAGAN PEOPLE

The Kagan subgroup are the Islamized-indigenous


people in the Davao gulf area. They are one of the
Muslim minority groups in Mindanao and belong to
the 13 Muslim Moro tribes of the Bangsamoro
family.
GEOGRAPHY
ETIMOLOGY

Kagan came from the


word kaag, which means to
inform, to secure or secrecy.
Pre-Islamic Era
Banwa It is the term which means community.
Datu is usually a man with a strong political and
physical leadership among the community folks.

Maguya is what they called to the spirits they believed


lived in all of nature like trees, stones, mountains, the
river and ocean.

Tagallang means The Creator whom they believed as


the SUPREME GOD.

Balyan may either be a man or woman, and they are


specialized in contacting the spiritual realm.

HIJAB/ NIQAB The Qur’an instruct Muslim women to


dress modestly, to maintain privacy
from unrelated males.

POLYGAMY According to the Holy Qur’an A man is legally

done and if a man fears injustice, he must be content
with one wife only.

For traditional attire, the Kagan woman wears a


top called "Binubay" and a tube skirt "Dagmay"
(Malong) which is wrapped around her waist to
cover her legs in a "Kindang" fashion. Kindang
pertains to the way of wearing a tube skirt
(Malong) where a portion of the fabric will hang
on the right hand.

EDUCATION POLICY FRAMEWORK

 This was formulated after several consultation sessions with IP


leaders and elders the Department officially commenced the
institutionalization of the IP Education Program in 2011.

 The policy adopts a rights-based approach and directs the


implementation of an education that is anchored on the social and
cultural context of IP learners.

DO 32, S. 2013 – REITERATING DECS ORDER NO. 53, S. 2001 (STRENGTHENING THE
PROTECTION OF RELIGIOUS RIGHTS OF STUDENTS)

 1. Female Muslim schoolchildren should be allowed to use their


veil or headdress (hijab) inside the school campus;
 2. In Physical Education (PE) classes, Muslim girls shall be
allowed to wear appropriate clothing in accordance with their
religious beliefs; and
 3. Muslim students shall not be required to participate in non-
Muslim religious rites.

DO 39, S. 1987 – OPTIONAL RELIGIOUS INSTRUCTION UNDER PARAGARAPH 3,


SECTION 3, ARTICLE XIV or the 1986 Contitution

 The 1986 Constitution provides for religious instruction of students in


public elementary and high schools within the regular class hours, at
the option expressed in writing by the parents or guardians, without
additional cost to the Government. (Sec. 3, Article XIV)
