Standards for safe storage and handling of Petroleum products (MS/HSD) at retail Outlet.
OISD prepared for use in Oil & Gas Industry under Ministry of Petroleum and Natural Gas.
It doesn’t deal with products like CNG and LPG dispensing facility.
For CNG (OISD-STD-179) and LPG (OISD-STD-210) are followed.
PESO (Petroleum & Explosives Safety Organisation): A authorised body that provides License to Retail
Outlet under Petroleum Act-2002.
Layout and Facilities:
Petroleum shall be stored only in underground tanks in single / double walled and shall be outside any
building.
Tank shall be installed in a manner that no part of the tank is less than 1.5 meter from any point of the marked
boundary.
No part of the space over the buried tanks shall be used for any purpose except withdrawal/ monitoring of
contents of the tank.
Materials for construction of tanks:
For steel tanks: carbon steel as per IS:2062.
design code IS:10987:1992 for petroleum
For GRP tanks: shall be complied with ASTM D4021.
Fill points:
It can be constructed with welded joints and Flanged joints, such that flanges joints shall kept minimum.
Pipelines shall be earthed and jumpers shall be installed for Flanged joints.
Resistance value between each joint shall not exceed 1 ohm.
Materials specification shall conform IS:1978 for metallic piping and fittings.
for non-metallic piping it shall conform with UL-971, EN-14125.
Vent Pipes:
Vent pipes shall be independent for each tank and shall not located under any shade or cover.
Open ended vent pipes shall not be less than 4 meters and if installed above canopy it shall be
terminated above 1.5 meters above canopy.
In horizontal plane minimum 4 meter clearance shall be made.
Opening shall be covered with either 2 layer of non-corrosive metal wire mesh (more than 11mesh per
square cm) or shall be bend downwards.
Shall be gradually sloped towards the tank to avoid chocking of vent pipe.
Dispensing equipment:
Canopy heights installed shall have at least 300mm clearance from the maximum permitted height
recommended by Central Motor Vehicle Rules.
canopy design for Wind and seismic load shall be as complied with IS: 875 and IS:1893 respectively.
Canopy structure shall be properly earthed as per IS :3043.
Against neutral disconnection and against overload, short-circuit & earth fault.
Against variation in voltage, frequency and phase unbalance.
motors shall be protected against short circuit and overload.
Back-up supply:
Critical lighting fixtures are fed with DG.
Emergency lighting with battery back-up shall be provided near DG, Sales room, EB room.
Layout and Installation:
Clearance for Power Distribution Panel, Automatic Voltage Stabilizer, UPS shall be as follows:
In front of the equipment - 1000 mm.
Behind the equipment > 750 mm. (if approach is required)
< 200 mm (if approach is not required)
At sides > 750 mm. Between equipment’s
< 200 mm. (if approach is not required)
Electrical room shall be provided with proper ventilation.
Cable entry shall be through gland plate either at top or bottom.
Cables shall be neatly dressed, clamped and tagged properly for identified easily.
cable entry holes on the building wall shall be sealed.
For underground cables :
minimum depth 600 mm from surface of ground with minimum clearance of 150mm vertically.
For road crossing pipes it shall be through pipe; pipe may be of GI or steel reinforced Hume pipe or HDPE pipe
(High Density Polyethylene Pipe).
Earthing system:
Earthing system shall be designed as per IS 3043 as followed:
All metallic structure, pipe fittings and enclosures of electrical equipments shall be connected to earth.
Rated upto 230V, 1-phase – at least one point grounded.
Rated above 400V, 3-phase system – at least 2 separate points.
2 earth pits shall be provided for each of transformer / DG neutral earthing, equipment earthing.
In lightening prone areas lightening protection shall be provided as per IS:2309.
Illumination:
Following areas with particular Lux shall be maintained:
Approach Area - 50
Under the canopy - 150
Customer Care Room - 100
Electrical Room - 100
8. Inspection:
Each DU shall be covered by at least 2 ISI marked 10 kg DCP Fire Extinguishers placed at a safe
location within 3m radius.
Minimum 1no. 4.5 kg CO2 fire extinguisher (IS :2878) shall be available in each electrical room.
Minimum 4 nos. sand buckets filled with dry sand should be provided at RO.
All periodic tests shall be carried out and records shall be maintained.
Fire extinguishers are to be periodically tested and complied as per OISD-STD-142.
EMERGENCY PLAN AND PROCEDURE:
Shock treatment chart written in bilingual & local languages.
Each RO shall be provided with at least 2 points for emergency shutdown.
Important telephone numbers for emergency use shall be displayed.
