Introduction

Disasters and Climate Change has always been a threat to humanity all over the world. Disasters can be caused by
nature or man-made. Natural disasters are unpredictable or unprecedented and no one knows when and where it will happen.
` According to Geneva (2008), disaster risk and climate change are related to each other and disasters in the future will have a
much larger scale because of extreme weather events.

This is where the Disaster Risk Reduction plans and reports comes in to give updates and report of the events that
occurred and plans for future disasters to prevent or to lessen the casualties and damages. Disaster risk preparedness plays a
major role to reduce effects of these disasters because it gives knowledge and teaches the proper response to everyone when
disaster happens.
Review of Related Literature

According to the status report of Disaster Risk Reduction in the Philippines from the UNDRR, Philippines rank 3rd
among all the countries with the highest risks Worldwide, with an index value of 25.14% (World Economic Forum, 2018). At least
60% of the country’s total land area is exposed to multiple hazards, and 74% of the population is susceptible to their impact
(GFDRR, 2017).

The NDRRMP plan was to provide the legal basis for policies, plans and programs to deal with disasters. They cover
these thematic areas, namely, (1) Disaster Prevention and Mitigation, (2) Disaster Preparedness (3) Disaster Response and (4)
Disaster Rehabilitation and Recovery.
Disaster is a threat to human life. Many losses are caused by disasters, namely; death, injured people, loss of homes,
and others. In addition, the frequency and intensity of disasters are also increasing every year. Dealing with disasters focused on
emergency response, but towards the end of the 20th century, it was increasingly recognized that disasters are not natural and
that it is only by reducing and managing conditions of hazard, exposure and vulnerability that we can prevent losses and alleviate
the impacts of disasters. According to UNDRR (2017), we need to manage risks, not just disasters. Reducing vulnerability and
exposure requires identifying and reducing the underlying drivers of risk, which are particularly related to poor economic and
urban development choices and practices, degradation of the environment, poverty, inequality, and climate change. Addressing
these underlying risk drivers will reduce disaster risk, lessen the impacts of climate change and, consequently, maintain the
sustainability of development.

Awareness, identification, understanding and measurement of disaster risks are all clearly fundamental underpinnings of
disaster risk management (UNISDR, 2015). Disaster risk reduction is about decisions and choices, including a lack of, so risk
information has a role in five key areas of decision making such as Risk Identification. Proper communication at the right time can
raise awareness and reduce casualties. Another is Risk Reduction and Preparedness. Improving building codes, designing risk
reduction measures, and understanding the geographic area affected, along with the intensity and frequency of different hazard
events, is critical for planning evacuation routes, creating shelters, and running preparedness drills can ultimately reduce
the severity of adverse natural events.
