Recommendations
Consider making the program permanent, or at least giving the employees a
longer time frame of work, and a more substantial pay. Also consider extending
the program to a larger number of people.
If resources or budget allows it, remove any additional cost from using the

it acquire it more freely. If possible, try to contact the original manufacturer, if at
least a 2nd tier distributor, to purchase the alcohol at a lower wholesale price, to
make it essentially free for the citizens.
Take a firm but persuasive approach in convincing the citizens of their obligation
to abide by the policies as they are the ones benefiting from it in the end; taking
a soft approach may make it seem optional rather than mandatory, but a
penalizing approach may tempt the citizens to do the opposite, and/or complain
about its enforcement.
