ASSURANCE PLANS
 Assurance Plans are a combination of Control Plans
 Quality/Safety Control Plan or Inspection and Test Plan (ITP)
 It defines the controls to be established to ensure that deliverables meet or exceed the
requirement (expectation or objectives) set by relevant stakeholders. Put simply, a
Control Plan is a defined method of doing a job in a controlled way.
 Engineers must ensure that they plan for all work activities that create significant
technical risk like inspecting an electrical facility.
 Failure to plan is planning to fail.
 Final Acceptance Report (Final Inspection Report, etc.) is a document which serves as a
proof that the control plan was followed correctly and that a responsible party verified
critical areas of the facility as well as validated its integrity

INSPECTION
 Method of protection against electric shocks (adequate isolation of all live parts, and
proper segregation between power and control circuits),
 Presence of fire barriers and other precautions against :
o fire propagation,
o thermal effects,
 Choice and setting of protective and monitoring devices,
 Correct location of suitable isolating and switching devices (including for Emergency
Shut Down),
 Selection of equipment and protective measures appropriate to external influences,
 Neutral and protective conductors correctly identified,
 Presence of diagrams, warning notices or other similar information,

 Identification of circuits, overcurrent protective devices, switches, terminals, etc…
 Adequacy of connection of conductors,
 Presence and adequacy of protective conductors, including main and supplementary
equipotential bonding conductors,

 Tagging and labelling conformity with drawings,
 Proper fixation and mechanical appearance,
 Isolation and Emergency Stop Devices

This item is mainly a check of existence and access to the Emergency Stop Device.
SITE SURVEY – TESTING
 Test operation of Emergency Stop Devices.
 Ensure adequacy of testing apparatus in conformity with IEC 61557-1.
 Insulation resistance test (test voltage below the maximum accepted voltage specified by
OEM)
o Establish control of several circuits with one measure for global insulations otherwise
check for each fault circuit.
 Protective conductor continuity (equipment earthing network to the main earthing loop)
o Plumbing earthing in bathroom, in kitchen,
o All electrical equipment earthing etc…,
o Earthing network system o Neutral connections and earth resistors,
o Bonding to structures, o Connections to earth of lightning arrestors and
o Earth resistance measure, surge diverters.

ofor each generator (manufacturer, series number, power, voltage, short-circuit voltage),
ofor each HV/LV transformer (manufacturer, series number, power, primary and secondary voltage, coupling, short-circuit
voltage, dielectric nature, overvoltage limiter, earthing system),
ofor each HV/LV switchboard (manufacturer, series number, voltage, rated current, short time withstand current),
oearth resistance value (specified if it is connected or disconnected to earth network),
ofor each network the earthing system selected.

 The exhaustive list of referenced normative documents used
 The exhaustive list of checked equipment with:
o apparatus tag and location,
o rated current,
o insulation class for class II and class III apparatus,
o overcurrent protection value with type and calibration,
o if any the nonconformities with a specific numbering.

 The punch list of all nonconformities with reference to relevant standards and the corrective
actions to be done. The punch list shall have:
oapparatus tag and location
othe HV and LV in separated parts,
othe same specific number as found in equipment check list for each nonconformities,

 A detailed list of tests which have been done with:
o measuring goal and methodology,
o result evaluation criteria,
o used testing apparatus (manufacturer and type),
o value of each measure,
o value unity,
o status (conform or not).

 A final certificate of compliance.
