are not provided for by law that had been expressed
verbally or in writing which has been ignored or dropped
without due consideration

Objectives of Establishing GM
for PNP Uniformed Personnel
1. To provide a system for the promotion of wholesome and
harmonious relationships between and among employees and
supervisors in the PNP organization
2. To encourage PNP members to exercise their rights in presenting
grievance and have them fairly, equitably expeditiously
adjudicated thus preventing discontentment and dissatisfaction
among them
3. To discover interpersonal problems of employees and find ways in
resolving them within the ambit of the guidelines in Grievance
Machinery
4. To improve employee morale through management response to the
needs of personnel and employees and vice-versa

What are the cases that shall not be acted
through the grievance machinery?
Disciplinary cases and acts or omissions in violation of
existing laws such as the Revised Penal Code, RA No.
7877, and RA No. 3019 are not covered by the grievance
machinery

- Disciplinary cases which shall be resolved under


existing laws, rules and regulations (NMC 2016-002
(UP) and RRACCS (NUP)
- Anonymous Grievances and Complaints
Scope of Grievance for Uniform

• Wrongful or non-implementation and/or violation of policies and


procedures which affect PNP personnel from recruitment and/or transfer,
detail / designation / assignment / placement, and other related issues
that affect them;
• Wrongful or non-implementation and/or violation of policies and
procedures on economic and financial issues and other terms and
conditions of employment fixed by law including salaries, incentives,
working hours, leave benefits, and other related terms and conditions;

• Physical working conditions; and

• Interpersonal relationships and linkages.


Principles and Policies
1. Right to present their grievance and or complaint to the
management and have them settled as expeditiously as possible
2. Complainant/Aggrieved Party should first discuss his problem with
his Immediate Supervisor before considering filing of a formal
written complaint
3. Employee/Subordinate presenting a grievance and or complaint
shall be assured freedom from coercion, discrimination,
harassment or reprisal
4. Grievance shall be settled at the lowest possible level of office
5. Aimed at determining what is right
Principles and Policies

5. Right to appeal shall NOT be curtailed


6. Proceedings treated as confidential
7. Proceedings not bound by formal legal rules and
technicalities
8. Service of legal counsel for parties not allowed
9. In no case shall member of the PNP ventilate their grievance,
direct to any forum outside of the PNP (charge for CUPO)
10.Supervisors or Head of Office who refuse to take action shall
be liable for neglect of duty

Scope of Grievance for Non-Uniformed Personnel

a. Non implementation of terms and conditions of employment which are


not provided for by law, such as personnel growth and development,
provisions for protection and safety, recreational, social, athletic and
cultural activities and facilities and other matters which the non-
uniformed personnel, thru association, could negotiate wit the PNP;

b. Non-implementation of PNP policies, guidelines and procedures which


pertain to personnel action, undue delay in the processing of monetary
benefits authorized by the President claims, undue delay in the
remittances of deductions made from NUP salaries in favor of creditors,
who are accredited under the PNP automatic salary deductions scheme;

c. Poor interpersonal relationships and Linkages between uniformed and


NUP And vice versa and other personal barriers. That stifle the efficiency
and effectiveness Of the unit or office as PNP instrumentality in attaining
its legislated missions and Functions;

d. Disagreement in the Individual Performance Evaluation Rating or the


granting of awards during annual anniversary; and

e. All other matters giving rise to employee’s dissatisfaction and


discontented outside of those cases enumerated above.
Cases Not Subject to Grievance Proceedings

Disciplinary cases which shall be resolved pursuant to existing laws rules,


and regulations dealing with the maintenance of discipline and good
behavior

Acts or omissions in violation of existing laws, such as the RPC, RA 7877


and RA 3019
