Australian Biosecurity Import Conditions
Case Description
Effective: 27 April 2022
This case covers timber products both manufactured and unfinished.
Individual pieces of timber must have at least one dimension less
than or equal to 200mm. Examples include sawn timber logs less
than 200mm in diameter, flooring and wooden beams, furniture,
household items, stationery, musical instruments and sporting
equipment. If all dimensions (height, width and length) of individual
pieces of timber are over 200mm, please see the Logs, log cabins

for the importation of Fertiliser for use personal and commercial use
in the environment. Fertiliser includes growth hormones such as
Gibberellic acid and soil conditioners.

End of BPL season for timber imports from New
Zealand
Effective: 27 April 2022 to 27 August 2022 The Ministry of Primary
Industries New Zealand (MPI NZ) has advised the department that
the 2020-2021 flight season of the Burnt Pine Longicorn (BPL) beetle
has concluded for all New Zealand ports as of 26 April 2022.
Consignments loaded onto vessels prior to 27 April 2022 are still
required to meet import conditions for importing during BPL flight
season.

Certification Program
Goods classified under chapters 44 and 45 that are manufactured in,
or exported as sea cargo from the countries below* are subject to
seasonal measures. These goods are subject to additional
phytosanitary measures if they are shipped between 1 September
2021 and 30 April 2022 (inclusive), and arrive in Australian territory
by 31 May 2022. This is in order to manage the risk of brown
marmorated stink bug (BMSB) contamination on the import
pathway.

Importers will need to consider logistics to meet both the
commodity import conditions and import conditions specifically for
BMSB management. Importers may wish to meet both the
commodity and BMSB treatment requirements with one treatment.
To achieve this, importers that choose to treat their commodity
offshore with heat, sulfuryl fluoride, or methyl bromide under the
commodity conditions (if available) should ensure that their
treatment provider is registered with the department to perform the
treatments for BMSB management and that their goods are
exported within the specific BMSB management timeframe after
treatment.

Import Requirements
1. Department of Agriculture, Water and the Environment import
permit is not required.
2. The plant material must be identifiable as a species included in the
Canadian Sawn Wood Certification Program:
a. Abies spp. (fir)
b. Chamaecyparis spp. (yellow cedar)
c. Picea spp. (spruce)
d. Pinus spp. (pine)
e. Pseudotsuga menziesii (Douglas fir)
f. Thuja spp. (western red cedar)
g. Tsuga spp. (hemlock)
h. Larix spp. (western larch and tamarack)
i. Populus spp. (aspen)
To demonstrate compliance with this requirement you must
present the following on a Bill of Lading, Air waybill, Commercial
invoice, Manufacturer's declaration, Exporter’s declaration,
Treatment certificate, Phytosanitary certificate or Canadian Sawn
Wood Certification Program (CSWCP) certificate:
The botanical or common name.
3. The timber must be free from pest and disease.
To demonstrate compliance with this requirement you must
present the following on a Canadian Sawn Wood Certification
Program (CSWCP) certificate:
• evidence identifying the timber as being produced by a
facility participating in the CSWCP (Appendix 1).
• the CSWCP certificate is valid and complete.
And
During the 2021-2022 BMSB season, for goods produced under
the CSWCP between 1 December 2021 and 30 April 2022, the
statement: “All goods included on this certificate were produced
between 1 December 2021 and 30 April 2022 and are free from
brown marmorated stink bug (Halyomorpha halys)”.

Import Requirements
The BMSB statement requirement in the import conditions above is
required for goods produced under the CSWCP only between 1
December 2021 and 30 April 2022. It is required to demonstrate to
the department that the goods are free from contamination from
BMSB during this time. Goods produced under the CSWCP between
1 September 2021 and 30 November 2021 are subject to seasonal
measures for BMSB.
These conditions only cover timber produced under the Canadian
Sawn Wood Certification Program from Canada. For timber not
imported from the program, this includes facilities not recognized
from the list of facilities participating in the CSWCP (Appendix 1),
importers should refer to other pathways within the "Timber and
Timber Products" or the "Logs, Log cabins and Oversize Timber"
cases.
In the event that consignments are a mix of timber from the
program and timber not from the program, the department will
treat these lines separately. However if a biosecurity risk is found
which has a risk of cross contamination, the consignment may be
dealt with at the consignment/container level.
To ensure your consignment is assessed against these conditions,
brokers will need to use the assigned AEI codes to profile the
consignment correctly for the department AEI codes and facility
names can be found in the list of facilities participating in the CSWCP
(Appendix 1).

4. The goods must be identifiable by a bundle number and mark
applied to the timber, labels or packing, which corresponds to
goods listed on the Canadian Sawn Wood Certification Program
certificate.
5. The goods must be clean and free of contaminant seed, soil,
animal and plant debris and other biosecurity risk material prior to
arrival in Australian territory.
6. Any packaging used with the consignment must be clean and new.
7. The department will release the goods once all of the import
requirements have been met.
8. Under the Biosecurity Charges Imposition (General) Regulation
2016 and Chapter 9, Part 2 of the Biosecurity Regulation 2016,
fees are payable to the Department of Agriculture, Water and the
Environment for all services. Detail on how the department
applies fees and levies may be found in the Charging guidelines.
9. In addition to the conditions for the goods being imported, non-
commodity concerns must be assessed including container
cleanliness, packaging and destination concerns, and may be
subject to inspection and treatment on arrival. Please refer to the

information.

21 ºC, 8 g/m³ must be added to the dosage rate, unless otherwise
specified by the department. It is the minimum temperature during the
course of the fumigation that is to be used for the calculation of the
dose.
Methyl bromide fumigation for quarantine purposes is not permitted if
the ambient minimum temperature falls below 10 ºC.
