Developing cities are threatened by urban
sprawl and poor environmental planning brought
about urban and infrastructure development.
Urban Sprawl mainly refers to the unrestricted
growth in many urban areas of housing,
commercial development, and roads over large
expanses of land.

Background

According to the World Bank, Micro, Small and Medium


Enterprises (MSMEs) are defined as follows – micro
enterprises: 1–9 employees; small: 10–49 employees; and
medium: 50–249 employees. However, the local definition of
MSMEs vary from country to country, and is based not only
on number of employees, but also by inclusion of other
variables such as turnaround and assets.

MSMEs play an important role in the wider eco-system of


firms. Start-ups and young firms, which are generally small
or micro firms, are the primary source of net job creation in
many countries and are the driving force of innovation and
sustainability in the private sector.

A 15-minute city is a residential urban concept in which most
daily necessities can be accomplished by either walking or
cycling from residents' homes. The concept was popularized
by Paris mayor Anne Hidalgo and inspired by French-
Colombian scientist Carlos Moreno. 

In the UK, the COVID-19 crisis has already given us a glimpse of a 15-
minute city life. Without the burden of lengthy commutes, people across the
country explored local cafes, shops and parks for the first time. In greater
Manchester footfall in the city centre has only recovered to 49% of its pre
lockdown level, while surrounding town centers have fared far better.

The climate crisis and global COVID-19 pandemic combined to accelerate
consideration and implementation of the 15-minute city. In July 2020, the C40
Cities Climate Leadership Group published a framework for cities to "build
back better" using the 15-minute concept, referring specifically to plans
implemented in Milan, Madrid, Edinburgh, and Seattle after COVID-19
outbreaks.

2 Create Safe Spaces
MSMEs should promote in their respective
places to ensure safe and crimeless spaces for
children, women, LGBTQ costumers and
employees. Distancing protocols, both for
epidemics and privacy should be considered. .

3 Increase Accessibility &
Reduce Inequalities
MSMEs should ensure the accessibility in their shops or
stalls in all facilities from parking, entrance door to toilets.
This includes following the standards for handicapped or
PWD such as ramps, elevators and to address other
forms of barriers.
MSME establishments are also encouraged to employ
persons with different abilities with appropriate positions
and duties they are capable with. .

4 Conserve Water & Harvest Rainwater

A process or technique of collecting, filtering,


storing and using rainwater for irrigation and for
various purposes.

The system allows reduction of consumption and


demand of groundwater resource, many buildings
and settlements are using rainwater harvesting
systems for non-potable use.

Earthquakes & Liquefaction
Floodwaters lubricate fault planes, erosion of landslides caused
by the torrential rains acts to reduce the weight on any fault
below, allowing it to move more easily. Rainfall also influences the
pattern of earthquake when prodigious quantities of rain soak into
the lowlands. This annual rainwater loading and unloading of the
crust is mirrored by the level of earthquake activity. - Wdowinski,

6 Conserve Energy

MSMEs must invest in renewable energy


and reduce the dependence from general
electricity line. This includes setting up of
solar panel systems and other forms of
renewable energy resources. This can start
by shifting to solar-powered outdoor lights,
lamps and use of natural light.

Establishments should also provide energy


conservation programs or simply switching
off the lights when not in use.
Support Sustainable
7 Transportation
MSMEs needs to support sustainable
transportation to combat the effects of climate
change, pollution and traffic congestion.
These are in forms of providing facilities or
initiatives to encourage costumers and staff to
use bicycles, light-mobility vehicles (LMVs) or
even walking.
Initiatives take forms of providing designated
bicycle parking racks, LMV parking areas, transit
waiting areas or activities or programs such as
“Bike and Dine” and etc.

Attain Zero Waste &
8 Responsible Consumption
MSMEs needs to attain responsible and establish good
waste-to-resource cycle system. This includes the
establishing green procurement and use of materials
from packaging, utensils and etc to attain zero waste.
Enterprises should establish their own Materials
Recovery Facilities (MRF), composting pits, food
vegetable gardens and practice resource recovery and
shift to eco-friendly materials to achieve the most
minimal waste. Businesses can also build partnerships
with recycling industries or communities to exchange
their recovered materials.
