MALAYSIA
 Semenanjung Malaysia - Persekutuan Tanah Melayu
adalah sebuah tanah jajahan British
 Penilaian atau General Practice Surveying -
profession yang melibatkan kerja-kerja penilaian dan
pengurusan harta tanah adalah telah lama wujud dan
diiktiraf di UK
 1922 - satu percubaan membentuk suatu
perundangan dibuat untuk menubuhkan sebuah
badan penilaian yang dikenali sebagai The Valuation
of Land Enakment 1922.
 Enakmen - mencadangkan penubuhan sebuah badan
penilaian pusat (Central Valuation Authority) bagi
tujuan penilaian untuk maksud kadaran/cukai pintu
 1930 - dimansuhkan
 Pertengahan tahun 50an - MR. C.C Hipprave
bertugas di Jabatan Hasil dalam negeri telah
mengendalikan urusan penilaian bagi maksud Duti
Harta Pusaka.
 A.A Wrag - Kementerian Kerajaan Tempatan
Perumahan dan Perancangan Bandar
 membuat kajian & laporan terhadap kadaran di PTM.
 menyediakan laporan mengenai penilaian kadaran
yang dilaksanakan di Persekutuan Tanah Melayu.
 Akhirnya pada 1 Jun 1957, bahagian Penilaian
Kementerian Kewangan ditubuhkan dengan rasminya
 A.A Wrag dilantik sebagai Ketua Pengarah Penilaian
(Chief Valuer)
 Profession Penilaian Harta Tanah - bermula
selepas Malaysia mencapai kemerdekaan
 Akta Pengambilan Balik Tanah 1960 (Akta 34
Tahun 1960) - garis panduan pengambilan
balik tanah di Malaysia.
 Berlaku - Proses pengambilan balik tanah
daripada pemilik maksud pembangunan Negara,
terutamanya selepas tahun 1960.
 Penilai - diperlukan untuk menentukan nilai
pampasan adil
 Penilaian - membuka cawangannya mengikut
kawasan dari semasa ke semasa untuk
memenuhi tuntutan kerja penilaian yang
semakin bertambah.
 Kanun Tanah Negara 1965 ( KTN/ Akta 56) -
garis panduan tentang pentadbiran dan
undang-undang tanah di Malaysia.
 pemilik-pemilik tanah berdaftar dan pihak-

pihak yang terlibat dalam profesion penilaian


diberi pendedehan mengenai kepentingan
tanah, sekatan, bebanan terhadap harta
tanah.
 1986 - bahagian penilaian <>Jabatan

 menyimpan dan menyenggara Pendaftaran Penilai, Pentaksir dan Ejen
Harta Tanah, Penilai Percubaan/Ejen Harta Tanah Percubaan dan Firma
 meluluskan atau menolak permohonan pendaftaran
 mengadakan prosiding tatatertib
 mengadakan peperiksaan - melayakkan diri mereka untuk pendaftaran

di bawah Akta ini; Penilai, Pentaksir dan Ejen Harta Tanah


 mendengar dan memutuskan pertikaian yang berhubungan dengan

kelakuan atau etika profesional penilai, pentaksir dan ejen harta tanah
atau melantik suatu jawatankuasa atau seorang timbang tara untuk
mendengar dan memutuskan pertikaian itu;
 menentukan dan mengawal kelakuan dan etika profesional penilai,

pentaksir dan ejen harta tanah dan menetapkan standard amalan


profesional;
 mengawardkan biasiswa
 melantik anggota Lembaga untuk menganggotai mana-mana lembaga,

jawatankuasa atau badan yang dibentuk bagi apa-apa maksud yang


berhubungan dengan profesion itu atau mana-mana profesion yang
berkaitan;

Results of TPC
 Registrar will inform candidates about the results within 45
days of the interview.
 The Board will advise unsuccessful candidates of the
additional requirements or anything that need to be fulfilled.
 Professional interview will be held 6 times a years, then any
fail candidate may attend the next interview, which notify by
Board.
 Only candidate who pass the TPC will be eligible for
registration as a registered valuer.
 Apply for Authority to Practice using Form A and pay fee
RM200.
 Board will issue an authority to practice in Form G.
 A convocations will be held in order to award new registered
valuers.
