There is hereby created an independent office called the
Commission on Human Rights.(Art. XIII, Sec.17)

The State values the dignity of every human person and


guarantees full respect for human rights. (Art. II, Sec. 11)

WHO WE SERVE
 All persons within the Philippines and Filipinos abroad
 Both rights-holders and duty-bearers.
 Victims of human rights violations, their families as well as
those witnesses whose testimony is vital in the
investigation and prosecution of human rights violations.
 All national government agencies and instrumentalities
within the Executive, Legislature and Judiciary,
independent constitutional commissions, Local
Government Units, government-owned and controlled
corporations, state universities and colleges, civil society
groups.
 Regional and international community to strengthen our
work in the promotion and protection of all human rights
for all.

NATIONAL LAWS GIVING SPECIFIC
MANDATES TO THE CHR

RA 9344 Juvenile Justice and Welfare Act of 2006


• Sec. 8 states CHR as member of Juvenile Justice Council and cites the roles and
responsibilities of the Child Rights Center.

RA 9745 Anti-Torture Act of 2009


• Sec. 11 directs CHR and PAO to provide legal assistance in the investigation and
monitoring and/or filing of complaint.

RA 9851 International Humanitarian Law of 2009


• Sec. 18 provides that CHR, DOJ, PNP or other concerned agencies shall
designate prosecutors or investigators as the case may be.
