STEPS IN CONDUCTING

COMPETENCY ASSESSMENT
PRE-ASSESSMENT
STEP 1 – Establish the Assessment Context and Purpose of Assessment
The Competency Assessor:
A. Reviews the Qualification or Units of Competency to be assessed
B. Checks that the environment where the assessment activity will take place
complies with the requirements and purpose of assessment
 Checks the availability of following assessment resources;
 Inspect the assessment center/venue if it complies with the occupational safety and
health requirements relevant to the Qualification to be assessed;
 Determines the candidate’s purpose for assessment based on the application
documents.
DURING ASSESSMENT
STEP 2 – Prepare the Evidence Gathering Process
The Competency Assessor:
A. Checks if the assessment package is complete
 Specific Instructions to the Candidate corresponding to the number of candidates
to be assessed;
 CARS corresponding to the number of candidates to be assessed;
 Rating Sheet corresponding to the number of candidates to be assessed; and
 One copy of Assessor’s guide

STEP 3 – Prepare the Candidate


The Competency Assessor:
A. Checks attendance and verify identity of candidates vis-à-vis the
Admission Slip and request candidates to sign on the attendance sheet
B. Conduct orientation to the candidates on the following:
 Context and purpose of the assessment;
 Qualification/Units of competency to be assessed;
 Tasks to be performed, time, limits and evidence to be collected;
 Assessment procedures to be undertaken;
 Special needs to be considered during assessment;
 Allowable/reasonable adjustment s in the assessment procedure;
 The DO’s and DON’T’s inside the Competency Assessment Center;
 The Rights and Appeal System;
 Issuance and the validity of National/Certificate of Competency; and
 Re-assessment policies and procedures.

C. Provides each candidate with complete set of supplies and materials,


tools, and equipment required to complete the tasks.

D. Provide each candidate a copy of Specific Instructions to the Candidate


for his/her reference during the conduct of assessment.
STEP 4 – Collect the Evidence and make the Assessment Decision
The Competency Assessor:
A. Uses the Assessor’s Guide in the evidence gathering process at all times
B. Conducts assessment in accordance with the methodologies specified in the
Evidence Plan and Specific Instructions for the Competency Assessor.
C. Implements the Evidence Gathering Process according to the principles of
competency based assessment, i.e. Validity, Reliability, Fairness and Flexibility.
D. Observes the candidate and takes notes of unusual conditions or situation during
the entire conduct of the assessment.
E. Collects appropriate evidences and matches them as to compatibility with the
elements, performance criteria, range of variable and evidence guide in the
relevant units of competency.

F. Records the individual Rating Sheet the details of evidence collected while
observing the candidate during the assessment process.
G. Evaluate the evidence in terms of:
1. Four dimensions of competency (task skills; management skills; contingency
management skills; and job/role environment skills)

2. Rules of evidence:
 Valid - if the evidence is related to the unit of competency that is being assessed
 Current – if the evidence reflects the current knowledge and/or skills in the
relevant aspect of work
 Sufficient – if the evidence covers the full range of performance criteria and
illustrates that the candidate can meet the four dimensions of competency
 Authentic – if the evidence is the candidate’s own work or contribution
 Consistent – if the evidence presented by the candidate and/or collected by the
assessor shows that the candidate consistently meets the standard under
workplace conditions
 Recent – if the presented is from the past close to the present (not more than
three years)

H. Records the assessment outcomes using the prescribed Rating Sheet.


STEP 5 – Provide Feedback on the Assessment
The Competency Assessor:
A. Provides feedback on the outcomes of the Assessment process. This includes
providing the candidate with:
 Clear and constructive feedback on the candidate’s performance;
 Information on ways overcoming by identified gaps in competency revealed by the
assessment;
 The assessment process and outcome;
 Information on assessment process, when required; and
 Information that successful candidates may claim their NC/COC at the TESDA PO
within three (3) working days after assessment; and within the same day the CARS
is presented. Release of NC/COC through courier, if applicable.

B. Request the Candidate to sign the prescribed Rating Sheets after the one-on-one
feedback.
C. The Competency Assessor accomplished the CARS
 Recommends issuance of National Certificate if candidates is found competent in
all the Clusters of Units of Competency;
 Recommends issuance of Certificate of Competency if candidate is found
Competent in any of the Clusters of Units of Competency;
 Recommends reassessment if candidate is found Competent in all the Clusters of
Units of Competency;
 Reassessment can be undertaken anytime convenient to the candidate and shall
focus only on the specific area/s or Unit/s of Competency where the candidate
has not satisfactory achieved the required level of performance as stated in the
corresponding implementing guidelines, when available;
 If a candidate fails the assessment for two (2) consecutive times, he/she shall be
advised to go through a refresher course before taking another assessment.

D. Requests the Candidate to sign the prescribed Rating Sheets after the one-on-one
feedback
E. Records in the Attendance Sheet the result of assessment.

 Accomplished Rating Sheets (with Reference and ULI Number)


 Accomplished Report on Assessment Proceedings; and
 Accomplished Performance Evaluation Instrument
