development
b) the creation and/or strengthening of gender and development
focal points, and
c) the generation and maintenance of gender statistics and sex-
disaggregated database

All concerned government entities shall submit their
GAD plan to the NCRFW for review.

They shall likewise submit annual reports to Congress,


the DBM and NCRFW indicating the accomplishments
and amounts utilized to implement PPAs addressing
gender issues and women empowerment.

PCW-NEDA-DBM JC NO. 2012-01: Guidelines on the


Preparation of Annual GPB and AR to Implement MCW
Pursuant to the MCW and the General Appropriations Act
(GAA), all government departments, including their attached
agencies, offices, bureaus, state universities and colleges
(SUCs), government-owned and controlled corporations
(GOCCs), local government units (LGUs) and other government
instrumentalities shall formulate their annual GPBs within the
context of their mandates to mainstream gender perspectives
in their policies, programs and projects.

Education Policy
 The DepEd shall prepare an annual GAD plan and
budget (GPB) to address gender issues and concerns
based on its mandates, the agency’s GAD agenda, the
gender-equality agenda of government, and other
GAD-related laws, policies, plans, and commitments.

 The GPB shall be accompanied by a GAD


Accomplishment Report.

5. Conduct of Gender Audit
 An examination of the agency’s level of gender mainstreaming or
extent of the gender responsiveness of its policies, programs and
projects, the level of gender awareness and competence of its
personnel and the presence or absence of enabling mechanisms that
support gender mainstreaming
 The result of the gender audit could be a basis of capacity
development programs that must be implemented and in enhancing
the gender-responsiveness of agency policies and PAPs.
