MODULE 1: THE CERTIFIED ENVIRONMENTAL PROFESSIONAL IN IETS
OPERATION (CePIETSO)
1. Who is an environmental professional
in IETS operation?
• An environmental professional in IETS operation is an
individual:
 Who has been given the responsibility to be in
charge of the operation of an IETS
 Who has been given the task to supervise the
operation of an IETS.
• Professional IETS – Duties and responsibilities on the overall
operation of the IETS, the IETS performance monitoring
functions which can be assigned to an operator who may
conduct the activities himself or to a supervisor who may
supervise other staff discharging the duties
2. Who is certified environmental
professional in IETS operation?
• A certified environmental professional in IETS operation is a person
who has been certified by the Director General of the Department of
Environment to be competent to be in charge of, or competent to
supervise the operation of an IETS.
• The individual needs to go through the certification process and
comply with all the requirements before he can be certified
competent.
• The certification process:
i) Attending the training course
ii) Completing course assignments
iii) Passing the exam
iv) Submit FTR
v) Interview
vi) Issuance of CePIETSO Certificate – Competent Person
• The individual should have knowledge and skills in broad areas
in IETS operation as follows:
i) General knowledge of the basic tools, equipment, methods, safe
work practices in the operation and routine maintenance of the
mechanical and basic electrical components of the IETS.
ii) Knowledge of typical unit operations and unit processes utilized
for the treatment of industrial effluent.
iii) Skills in reading and interpreting meters, gauge and other
recording devices and in adjusting controls in the operations of
IETS.
iv) Skills in conducting performance monitoring activities which
involve sampling, in situ measurements, and basic process control
laboratory tests
• - focus of the CePIETSO program at EiMAS is on the skills to
conduct IETS performance moitoring functions.
• - the certified person fulfills the requirement of competent
person as stipulated in regulation 10 of the IER.
3. Does a certified environmental
professional in IETS operation need to
register?
• Once a person is certified as CePIETSO, he will
be issued a certificate of competency, and his
name automatically be registered in the
Registry of Certified Environmental
Professionals in IETS Operation (CePIETSO) by
EiMAS.
• To maintain registration for the following year,
need to apply for renewal of registration.
• Currently, the registration is free and is
administrated on a voluntary basis.
4. How to maintain
registration?
• To maintain registration, CePIETSO required to obtain
minimum of 30 continuous professional development
(CPD) hours a year.
• Industrial effluent engineering and industrial effluent
management course are eligible for CPD credit hours if
the training provider obtains prior CPD approval from
EiMAS.
• Alternatively, CePIETSO can submit course certificates of
attendance to EiMAS for evaluation of CPD worthiness.
EiMAS will determine the CPD hour value for the course.
5. The ethics of a certified environmental
professional in IETS operation
• The profession of wastewater engineering in general and industrial
effluent engineering in particular is a responsible profession which
provides valuable services to the society.
• The privilege of the profession imposes high degree of obligation of
morality, responsibility, professional knowledge and conduct as well as
personal honor and integrity.
• Ethical consideration governing the behavior of a CePIETSO include:
• i) Individual shall strive his utmost to ensure that the IETS he is in
charge of is optimally operated, so that the final effluent complies with
the regulatory discharge standards all the time.
• ii) The individual shall never engage or corroborate in any act that
would result in an effluent discharge through bypass.
• iii) The individual shall keep himself abreast with the development in
field of industrial effluent treatment through continuous professional
development (CPD) activities.
iv) The individual shall promptly act on any sign of impending upset of
any unit operation or unit process of the IETS and inform the
appropriate personnel for advice or further action.
v) The individual shall not be involved in making false information or
statement regarding the IETS operation even though directed to do so
by employer.
vi) The individual shall not falsely or maliciously attempt to damage the
reputation of another CePIETSO.
vii) The individual shall strive to cooperate with others in the profession
and encourage the ethical dissemination of technical knowledge in
best practices in IETS operation.
viii) The individual having knowledge of unethical practices of onether
CePIETSO shall distance away from that CePIETSO in professional work.
ix)The individual shall uphold this code of ethics by behavior and
example and encourage, by guidance and advice, other CePIETSO to do
the same.
6. What are the duties of a CePIETSO in
IETS operation?
• The CePIETSO’s overriding responsibility is to ensure the overall functioning
of the industrial effluent treatment systems. Typical duties and
responsibilities of a CePIETSO cover a wide range of areas which may
include the following:

i) General maintenance of the IETS facility and compound


ii) Walk through inspection of the IETS facility
iii) Performance monitoring of IETS
iv) Record keeping of IETS operations data and maintaining logs
v) Preparation and submission of IETS performance monitoring reports to IETS
performance monitoring committee or management.
vi) Operation and maintenance of IETS equipment and instrumentation
vii) Upkeep of spare parts inventory
viii) Maintenance of chemical stock
ix) Performance of basic laboratory analysis
x) Upkeep of laboratory facilities
7. The challenges of a candidate CePIETSO
• As a CePIETSO you have been adequately trained in
the following areas:
i) The understanding of IER provisions which are
related to the IETS operation
ii) The conduct of IETS performance monitoring
according to the specifications in the Guidance
Document.
• The overall objective of the IER is to bring about a
mindset change in the industrial community and
create a culture within the industrial premises where
environmental matters are integrated in the day to
day management of the industries.
• Being a CePIETSO for your company you are faced with the following
challenges:

i) To initiate the formulation company’s/industry’s of environmental policy, if


such a policy has not yet been formulated.
ii) To initiate the establishment of a permanent IETS performance monitoring
committee within the organizational set-up of your company.
iii) To formalize and establish a procedure for conducting IETS performance
monitoring and ensure that the procedure is integrated into the industry’s day
standard operating procedure (SOP).
iv) To inform the factory management on the new requirements of record
keeping, training and penalty.
v) To initiate a procedure within the organizational set up where regular IETS
performance reporting is made and discussed at decision making meeting.
