 In statistics, a percentile (percentile score or centile) is a score below which a given percentage of
scores in its frequency distribution falls (exclusive definition) or a score at or below which a given
percentage falls (inclusive definition).

given percentage of observations in a group of observations fall

Using the formula
n = (P/100) x N
n = (30/100) x 9
n = 2.7 ; since 2.7 is fraction, the next higher integer will be used.
Therefore, the next is 3. So, this means that the 3Rd value in the set of
data is the 30TH percentile. This also means that 30% of the values fall
below 67

i = 3, therefor the P30 according to the index is fall under the 3rd position therefor the percentile (P30)
is 67.
