quality, culturally-appropriate health and social

to attain the highest possible level of health and

stigmatization and discrimination.

provide care, enhance recovery,
promote human rights and reduce
the mortality, morbidity and disability
for persons with mental disorders.
POLICY AND ADVOCACY
● The action plan recognizes the
essential role of mental health in
achieving health for all people. It is
based on a life-course approach,
aims to achieve equality through
universal health coverage and
stresses the importance of
prevention.

2030 which includes the following major objectives:

socioeconomic status, race, ethnicity or sexual orientation,

highest attainable standard of health.

2. Human rights. Mental health strategies, actions and


interventions for treatment, prevention and promotion must
be compliant with the Convention on the Rights of Persons
with Disabilities and other international and regional
human rights instruments.

3. Evidence-based practice. Mental health strategies and


interventions for treatment, prevention and promotion
need to be based on scientific evidence and/or best
practice, taking cultural considerations into account.

mental health need to take account of health and social
needs at all stages of the life-course, including infancy,
childhood, adolescence, adulthood and older age.

coordinated response for mental health requires partnership
with multiple public sectors such as health, education,
employment, judicial, housing, social and other relevant
sectors as well as the private sector, as appropriate to the

6. Empowerment of persons with mental disorders and


psychosocial disabilities. Persons with mental disorders
and psychosocial disabilities should be empowered and
involved in mental health advocacy, policy, planning,
legislation, service provision, monitoring, research and

FOCUSSES ON SEVERAL KEY AREAS:
•Increasing awareness and reducing stigma: This involves promoting
understanding and acceptance of mental health conditions to encourage
individuals to seek help without fear of discrimination.

•Strengthening mental health services: Improving access to mental


health services, including prevention, treatment, and rehabilitation,
especially in low-resource settings.

•Integrating mental health into primary care: Ensuring that mental health
services are integrated into primary healthcare systems to provide
comprehensive care to individuals with mental health conditions.

FOCUSSES ON SEVERAL KEY AREAS:

•Enhancing advocacy and policy development: Advocating for policies


that support mental health and investing in mental health programs and
services at the national and international levels.

•Promoting research and data collection: Supporting research efforts to


better understand the causes and effects of mental health disorders, as
well as collecting data to monitor and evaluate the effectiveness of
interventions.
