ZIMBABWE

Objectives
By the end of the lesson students should be able
to:
1.Define the nurses council of Zimbabwe.
2.Outline functions of the nurses of Zimbabwe.
3. Describe the different committee of NCZ.
DEFINITION
• The Nurses Council of Zimbabwe is a
registered legal board for nurses which
take care of all issues concerning nursing
development in terms of training and
practice.
• It was established on 2 April 2001 under
the Health Professions Act Chapter
27:19 No 6/2000.
Membership of the council

• The Council consists of fifteen (15)


members:
• Ten (10) are elected by the nurses
• Four (4) are appointed by the
Minister of Health and Child Care.
• One is the director of Nursing
Services
Functions of NCZ
• It is a legal body governed by an act of
parliament with statutory powers. It controls
the affairs of the health professionals.
• It is an official independent body with
autonomous powers. It is vested with powers
of authority to administer the affairs of NCZ.

• It controls the administration of registered
profession by way of
1 Makes rules and regulations regarding the
training and qualification for training.
2 prescribes the curriculum for basic and post
basic courses with the help of MOHCC and
concerned training schools and professional
board (ZINA).

3 It sets examinations papers and form of
examination to be used as evaluation tool.
4 It appoints examiners and moderators for the
relevant fields and practices.
5 Inspects an approves training institutions and
facilities.

• It registers health practitioners i.e. nurses only
these days and may be removed from the
register for not
1. Paying up
2. Malpractice or act of misconduct.
3. Incapacitated practitioner e.g. mental or
physical illness.
4. Voluntary removal.

• Acknowledges and registers nurses from other
country and also screen them for competency.
• Acts as a disciplinary board in case of
misconduct or malpractice. They hold an
inquiry and decides.

Disciplinary action such as:
• Acquitted.
• Reprimanded.
• Suspended form practice.
• Removal from register, you can not practice in
Zimbabwe.
• Impose a fine
• Handing over to court.

• Licensing role- the Council issues practicing
certificates to nurses and cancels or suspends
such certificates in terms of the Act.
• Distribute on cash basis, ornamental
identification pieces for professionals e.g.
badges, bars, epaulettes. NB the hospital
distribute their own certificate and badges at
hospital level.

• Collects the registration fees and examination
fees which enables it to run its affairs.
Committees
• Executive committee consists of the chairman
and committee members,
• Meets at least 4 times a year notice of
meeting is given by the chairperson.
• Minutes of every meeting be submitted to the
minister by chairperson.
Practise control committee
• Deals with matters concerning the practise of
the nursing fraternity and any other duties
designed by the council.
Disciplinary committee
• The committee ensures that the laws are
obeyed through provision for the punishment.
Educational committee
• To supervise the education and training
of health practitioners as the council
may specify.
• To advice the council on any matter
concerning the education and training of
nurse practitioners.

• To submit full reports to the council on
the courses and circular followed and the
exams conducted by a hospital / other
institution for students who intend to
apply for registration as nurses with the
council.

• d) The Educational Committee supervises
and approves the training of nurses
• e) The Examinations Committee deals with
issues relating to the examinations at basic
and post basic levels
• f) The Business and Finance committees
deal with the Council`s financial issues.
Annual fees
• All registered nurses are entitled to pay an
annual fee prescribed by the council.
• Council specifies date on which fees are
payable and may prescribe different classes of
registered persons.
Procedure for registration
• Any person who wishes to be registered shall
apply to the registry in writing and submit
certificates of any qualification/ experience.
• If other practical experience or training is
required in the field to qualified for
registration evidence of certificate of
registration is needed.

• The appropriate application fee should be
done.
• The council many refuse to register applicant
because of physical/ mental health.
• Inadequate knowledge of the English
language.
• Any conduct of his part regarded as improper
disgraceful.
Practise Certificate
• No person shall practise without a valid
registration certification.
• Any person find practising without a valid
registration certificate shall be guilty of
offence.
• Renewal of practising certificates should be
done at least 30 days before it is due to expire.
