What is PhilID?
A nontransferable card shall preferably be issued to all
citizens or resident aliens registered under the PhilSys
subject to the guidelines to be issued by the PSA.
Purpose of PhilID
- shall serve as the official government-issued identification
document of cardholders in dealing with all national
government agencies, local government units (LGUs), GOCCs,
government financial institutions (GFIs) and all private sector
entities.
Features of PhilID
- shall be the physical medium issued to convey essential information about the
person’s identity containing on its face the PSN, full name, sex, bloos type, marital
status (optional), place of birth, a front facing photograph, date of birth, and address of
the individual in whose favor it was issued. All information in the PhilSys appearing in
the PhilID should match with the registered information in the PhilSys. The PhilID shall
contain QR Code which contains some fingerprint information and other security
features as safeguards for data privacy and security, and prevention against the
proliferation of fraudulent or falsified identification cards. The PSA in consideration of
advances in technology, utility, security and confidentiality may, subject to appropriate
guidelines that shall be issued on the matter, provide citizens ir resident aliens with
mobile PhilID.
Fees of PhilID
the initial application and issuance as well as the renewal of the
PhilID for citizens shall be free of charge. A standard fee shall be
collected by the issuing agency from resident aliens and on the
reissuance of a replacement card: Provided, that the PSA may
identify instances wherein fees on replacement card may be
waived.

What is ePhilID?
• The ePhilID refers to the digital version of the PhilID printed on a piece of paper
(printed ePHILID) or may be stored in the PhilID holder’s mobile device
(mobile/portable ePHILID)
• The digital PhilID is part of the proactive strategy of the Philippine Identification
System (PhilSys), true to its purpose as a digital ID system. It will allow
registrants to have their digital PhilID printed, downloaded, or generated in the
mobile app for their use while waiting for their physical IDs.
Functionality, validity, and security

• The digital PhilID will have the same functionality and validity as the physical
ID.
• It will allow registrants to enjoy the benefits of the PhilID as the PSA fast-tracks
the printing and delivery of physical cards.
• The ePhilID contains a security feature that shares with the physical ID. It has
a unique digital signature through its QR code that can be used for
authentication.

PhilSys Check is created to serve as a platform

between the individuals and various Relying
Parties (i.e. government agencies, business
entities, etc.) for identity verification in relation to
their respective transactions.

An ‘offline authentication’ method that uses public-private key cryptography that allows
relying parties to verify the authenticity of PSA-issued QR Code.
Verify digitally-signed demographic data stored in the QR code on the PhilID card or
mobile version.
How to access PhilSys Check?
Any windows computer or android smartphone with a camera and internet

browser with internet access can use the PhilSys Check.
Who can access PhilSys Check?
The system can be accessed by anyone, without the need to interface nor
sign any agreement with PSA.
How to use PhilSys Check?
1) Go to https://verify.philsys.gov.ph
3) Scan the QR Code that’s

printed on the back of the
PhilID Card.
2) Click the Scan QR Code button
Successful Verification page
If PhilSys QR Code was successfully verified, the cardholder's demographic information will
be displayed on the screen such as, Last Name, First Name, and Middle Names, Suffixes (if
any), Sex, Date of Birth, Place of Birth, PhilSys Card Number, and date of issuance.
Unsuccessful Verification page
On the other hand, unsuccessful verification page as shown will be displayed when the PhilID
has been issued to the same person, may have been misused, or may have been reported
as lost or stolen

damaged, information encoded has been tampered, or not PhilID QR Code.

Use of the PhilID/ePhilID

• The ePhilID/PhilID shall be honored and
accepted, subject to authentication, in all
transactions requiring requiring proof or
verification of citizens’ identity, such asm but not
limited to:
(a) Application for eligibility and access to social welfare and benefits granted by the government;
(b) Application for services and benefits offered by GSIS, SSS, PhilHealthm HDMF, and other government agencies;
(c) Applications for passports and driver’s license;
(d) Tax-related transactions;
(e) Registration and voting identification purposes;
(f) Admission to any government hospital, health center or similar institutions;
(g) All other government transactions;
(h) Application for admission in schools, colleges, learning institutions and universities, whether public or private;
(i) Application and transaction for employment purposes;
(j) Opening of bank accounts and other transactions with banks and other financial institutions;
(k) Verification of cardholder’s criminal records and clearances;
(l) Such other transactions, uses or purposes, as may be defined in the IRR.
Section 19 of RA 11055- PENAL PROVISION
Any person or entity who, without just and sufficient cause,

shall refuse to accept, acknowledge and/or recognize the PhilID
or PSN, subject to authentication, as the only identification of the
holder/possessor thereof shall be fined in the amount of five
hunded thousand pesos (P 500,000.00)
