NATIONAL e-GOVERNANCE PLAN (NeGP)


Union Government approved the National eGovernance Plan (NeGP) on May 18, 2006. Department of Information Technology (DIT) and Department of Administrative Reforms and Public Grievances (DAR&PG) formulated the National eGovernance Plan (NeGP). To bring the benefits of Information and Communication Technology (ICT) at the last mile to ensure transparent, timely and hassle free delivery of citizen services.

SWAN: INTRODUCTION
Envisaged to create such a connectivity to bring speed, efficiency, reliability and Accountability in overall system of Governmentto-Government (G2G) functioning. Converged backbone network for voice, video and data communications across each State / UT.

SWAN is designed to cater to the governance information and communication requirements of all the State / UT Departments. SWANs are expected to cover at least 50000 departmental offices through 1 million (10 lacs) route kilometres of communication links.

State Data Centre would provide many functionalities and some of the key functionalities are
Central Repository of the State, Secure Data Storage, Online Delivery of Services, Citizen Information/Services Portal, State Intranet Portal, Disaster Recovery, Remote Management and Service Integration etc.

SDCs would also provide better operation & management control and minimize overall cost of Data Management, IT Resource Management, Deployment and other costs.

To act as a core infrastructure for achieving standards-based interoperability between various e-Government applications implemented at various levels and geographically dispersed locations. Enable integration across Centre, State or Local Governments there by enabling Integrated Service Delivery and a Service Oriented Architecture (SOA) leading to joined up government.

With the middleware like NSDG in position, the departmental data and business logic reside at the back end and a SAP is in a position to easily integrate with the departmental data and provide value added services.

With NSDG in position, a SAP could easily provide integrated services to the citizens by fetching data simultaneously from multiple departments or send the service request to one department which could in turn fetch data from other departments and send the same to SAP

COMMON SERVICE CENTERS (CSC)


CSCs are envisioned as thefront-end delivery points for Government, private and social sector services to rural citizens of India. The idea is to develop a platform that can enable Government, private and social sector organizations to integrate their social and commercial goals for the benefit of rural populations in the remotest corners of the country through a combination of IT as well as non-IT services.

CSCs would provide high quality and cost-effective video, voice and data content and services, in the areas of
e-governance, education, health, telemedicine, entertainment as well as other private services.

A highlight of the CSCs is that it will offer webenabled e-governance services in rural areas, including application forms, certificates, and utility payments such as electricity, telephone and water bills. The Scheme creates a conducive environment for the private sector and NGOs to play an active role in implementation of the CSC Scheme, thereby becoming a partner of the government in the development of rural India.

COMMON SERVICE CENTERS (CSC)


The PPP model of the CSC scheme envisages a 3tier structure consisting of the CSC operator (called Village Level Entrepreneur or VLE) the Service Centre Agency (SCA), that will be responsible for a division of 500-1000 CSCs and a State Designated Agency (SDA) identified by the State Government responsible for managing the implementation over the entire State.

GSWAN
The Gujarat State Wide Area Network, or GSWAN was initiated to enhance communications between various offices located in major centers throughout the state. Objective - To provide voice, video and data services to and between State, District and ultimately Taluka level offices.

GSWAN PERFORMANCE
Connecting 7 Districts on 8 Mbps, 18 Districts on 4 Mbps and 1 District with 2 Mbps to State Center at Gandhinagar using leased circuits provided by BSNL, Reliance and Tata Tele Services. Connecting 225 Talukas to 26 District HQ on 2 Mbps leased circuits. Interconnecting more than 3600 District and Taluka level GoG offices Average 70 departmental offices at District locations and 5 offices at Taluka Locations have been connected to GSWAN

GSWAN PERFORMANCE
Facilitates uninterrupted and easy IP based Videoconferencing between various GoG offices. Over 20015 E-mail IDs created for Government officers all over the state. Over 255 Websites are hosted for various departments. 14 Mbps Internet Bandwidth terminated at GSWAN State Centre among 5000 Internet Users. Facilitates uninterrupted and easy IP based videoconferencing between various GoG offices.
