‘ CLUSTER SCHOOL’

 What is Cluster School???


– brand name given to schools that have been identified as
excellent in their cluster in aspect of school management
and student excellence
– focus on niche areas

 The implementation :
– To accelerate the excellence level of schools in the

Malaysian Education system.


– To develop schools that can be role models by
schools within its cluster and other schools outside
its cluster.

2. Niche Areas
– Each school will have a particular niche area

– KPM has given the authority to the school to

choose any niche areas


– Usually each school would have 3 kinds of niche
areas

3. Students
– have students who excel in various fields
– not only have to achieve good results but also perform well
in co-curriculum aspect.

4. Teachers
– must achieve the standard that the KPM has
provided
– regard the knowledge and skill items

5. Parents-teacher Association (PTA)
– KPM has given the local 'stakeholders' (PTA) to make
changes for the Cluster School
– Cluster schools will expand the roles of the PTA, Board of
Governors, Alumni and NGOs

6. Mentor – Mentee System


– co-operation with the formation of University-Schools
clusters to stress on the concept of each public government
university (IPTA) will be a mentor to a number of selected
schools

a) How a school can be selected as a Cluster
School?
ROUTE 1

– Through the automatic selected process by KPM


– The school that have been recognized for their excellence
in certain field. E.g. Sports, ICT etc
– The school need to reach certain band that the KPM has
set.

ROUTE 2

– Any interested school can apply the title of Cluster School


from the KPM.
– The headmaster or the principal of the school need to do
make a formal application letter to the Jemaah Nazir
Sekolah (JNS)
– They need to go through various levels of selection
procedures and meet criteria in order to be in the running of
the selection processes.

The KPM has set the band and condition for each
criteria of performance for a school need to achieve
in order to be a Cluster School:

– School should attain at least Excellent Level based on the


Standard for Quality Education in Malaysian Schools (SQEM)
– Co-Curriculum excellence (Secondary Schools)
– Primary Day Schools : 80% students passes in all subjects in
the Primary School

b) How can teachers enter Cluster School?
Secondary Cluster School

– Achieve good results and perform well academically in


Ujian Penilaian Sekolah Rendah (UPSR) and Penilaian
Menengah Rendah (PMR) and also in co-curriculum -
automatically listed by the JPN - send to continue their
studies in the Cluster Schools
– If the students are not listed, they can apply on JPN but
must achieve good results in both field, academically, co-
curriculum and they also need to acquire positive personality.

Primary school students :
– Due to the only real examination, that they would have is
only UPSR, the school has not much power to choose their
students.
– The students are still young and their abilities cannot be
detected
– Therefore, as a primary Cluster School it depends entirely
on the creativity of their teachers to teach and the ability of
their students to learn and to perform

How can teachers enter Cluster School ?
Characteristics of the teacher
– positive attitude to be a role model
– able to take challenges easily and show special
interest in everything
– High achievers
– Depends on the credentials of the teacher on
speciality in niche areas

Ways
a)The principals, headmaster or headmistress are
given the power to make choices of their own
teachers :-
– view of the very much needed skills that a
particular teacher possesses
– can apply these teachers from the JPN, and it is up
to the JPN to permit their grant.

b) Qualify teacher can apply through form
– KPM will advertise the form
– Submit it to KPM
– Wait for the result

a)Curriculum Management
– Principals have no restrictions as compared to other
principals in an ordinary school.
– They can manage their teaching and learning aspects
• method of curriculum deliverance
• method of student’s progress report, scheduling of learning and
interaction of learning
• period of curriculum implementation
• other subject besides core subject in the national curriculum

b) Co-curriculum management
– types of co-curriculum (niche areas)
– opportunity to participate in other international
events abroad
– construct their own scheduling
• implementation on co-curriculum activities,
• mode of assessment,
• selection of their coaches

c) School management and physical resources
and human resource management.
– Teachers selection are based on application or
identification by the Parent Teachers Association
– selection of their students

d) Financial resources management
– main resource is the Parent Teachers Association
– capable to raise additional fund for project and
programmes
– PTA are willing to go to great pains in spending
substantial amount of money to upgrade the
infrastructure of the school

e) Implementation of Niche Areas
– very unique that other schools do not have
– the school has become a diversity learning
institution
– Produce benefits to the students, school and to the

Thus, will lead to a great disaster – Failure of the
implementation of niche areas – failed to achieve
