WBSEDCL

West Bengal State Electricity Distribution Company Limited has come into
effect from 01/04/2007 after restructuring of West Bengal State Electricity
Board. According to the electricity act of 2007 a single company cannot
generate, transmit, and distribute power simultaneously. So West Bengal State
Electricity Board was reconfigured and divided into 3 parts.

WBSEDCL supplies electricity to a major portion of West Bengal. At now there


are 5 zones 17 circles 53 distribution divisions and 459 electric supply office
and over 74 lakhs consumers under WBSEDCL.

Billing Section

 The Jobs performed here


1. Reader takes reading from meter, installed at consumer’s premises. He
writes the reading to the blue card of corresponding meter. Using Spot
billing machine he gives spot bill to the consumer at that time.
2. Taken data is sent to the DCC which sends computerized billing data to
the cash section.
3. Any problems of consumers related to bills are handled in this section.

 Types of bills:
1. Spot bill: the bill that handed over to the consumer by reader during
taking reading from meter. Its long in size
2. Log bill: the bill sent to consumer place when consumer is absent
3. Zero unit bill: the bill sent to consumer when consumer consumes less
than 10 units
4. Stop bill: the bill sent to consumer when meter is not working.

According to West Bengal Electricity Regulatory Commission for all types of


consumers there are several types of the applicable tariff scheme

 Few things to remember:


1. 2 part tariff is used for calculating gross amount of a
consumer.
2. 2 parts are i) Fixed Charge & ii) Energy Charge.
3. Fixed Charge & Energy Charge are charged to consumer
depending upon consumed energy.

5. Security charge is charged to consumer depending on


connected load. This security charge is taken at the time of
connection. Interest is given on security charge. This is
refundable and it is refunded by electric bill.
6. SBM: spot billing machine is used to collect meter reading
from consumer’s place and produce spot bill at the same
time. It uses TERA software.

7. Blue Card: Sometime SBM falls to store all taken reading


(MAX capacity 100 readings for each SBM). Then DCC sends
the consumer no. of missing reading to the billing section of
electric supply office. In billing section the meter reading is
written in the blue card. Then that card is sent to the DCC.
After that DCC sends the computerized bill to the Cash
section.

Technical section:

 Types of jobs are handled in this section


1. New connection: when consumer wants to take connection of electric
supply 1st time
2. Load extension: when consumer wants to increase his load from
previously defined load.
3. Disconnection: when consumer doesn’t pay the energy charge after
sending the warning letter disconnection order is passed.

4. Reconnection: after the disconnection of supply line when consumer


wants to take the supply line with paying previous remaining payment.
5. Name change: when consumer wants to change the name of the owner
of Meter or supply connection.
6. Inspection of consumer’s premises: inspection is done whether the land
is dispute or not, the connected load to the consumer.

NEW ELECTRICITY CONNECTION

 Low & Medium voltage connection :


Below 50 kVA connection is categorized to it. New connection of
low and medium voltage is given Electricity Supply Office.
 Bulk Connection:
More than 50 kVA connection is categorized to it. There are two
types of Bulk connections.
1. Centralized Bulk Connection: this type of connection is given from
Vidyut bhavan.
2. Decentralized Bulk Connection: this type of connection is given
from Circle office.

Cash section:

1. Installation payment due: consumers pay their huge payment in
installing
2. Normal payment due: consumers pay their payment within due date of
each month
3. No final bill raised: it consumer doesn’t want to carry on the electric
supply the last payment bill
4. No partial payment due:

 Several types of payment:


 Quotation: the amount of money required to submit to take the
electric supply connection
 Batch Payment: when a number of bills are paid by a single cheque is
called batch payment
 DCRC: required charge for reconnection after disconnection of
electric supply.
 Fine: after 15 days a reminder is sent to consumer and then if
consumer doesn’t pay the payment then fine happens.
 Form fee: the charge of form by which consumers can apply for
electric supply. The charge of the form is 10 Rs
 Earnest Money: refundable with bill
 Load charge: an amount of fixed charge is applied to consumers for
connection of electric supply at defined load.

For 0-1 kVA load charge is 250 Rs

For 1-3 kVA commercial load charge is 1000 Rs

For greater than 3 kVA industrial load charge is 2000 Rs

 No meter connection charge: When electric supply connection is taken


for a small period of time then no meter is installed and is a load is taken
depending upon the electric load.

Some examples:
 When consumer wants a new connection:
1. Consumer takes a form from Establishment section
2. Fills up load related information
3. Submit all payments( security charge, quotations etc.) to
Cash section
4. A receipt is given to consumer and told to go to the
Technical section
5. Consumer gives the receipt to the employee who handles
the new connection jobs at technical section
6. The employee opens a blue card on the name of consumer
7. A inspection is taken where the meter is to be installed
8. Depending on reports Additional Chief engineer approves.

 When consumer wants to increase his load:


1. Consumer takes a form from Establishment section

3. Submit all extra payments( security charge, quotations etc.) to

load extension jobs at technical section
6. The employee writes the new load connection on the blue
card of that consumer
