GENERAL OVERVIEW & H2S EQUIPMENT LAY OUT

There is a possibility of encountering poisonous Hydrogen Sulfide ( H2S ) gas release
into the atmosphere during a simultaneous drilling at well : MSBY 02 ST.

In anticipating of his H2S hazardous condition , safely equipment, both H2S detection &
monitoring and self contained breathing apparatus have been installed & provided at the
drilling rig site area .
A combination of fixed H2S alarm detection system with intermittent sirens & flashing
strobe lights are also installed around the strategic locations. This equipment is very
important in order to able to alert personnel working at this area immediately in the event
of any release of H2S gas into the atmosphere

1. The installations of fixed H2S detection system are set in the following conditions

A. Rig Site Area

1. 10 ppm ( Low Alarm ) : If the concentration of H2S in the ambient
air exceed 10 ppm a low alarm consisting of flashing strobe lights will
be automatically activated .

2. 20 ppm ( High Alarm ) : If the concentration of H2S in the ambient

air exceed 20 ppm, a high alarm consisting of a combination siren &
flashing strobe lights will be automatically activated

Drilling Operation are equiped with fixed point H2S monitoring system . Location of
H2S Sensors is located in the following areas :

1. Rig Floor
2. Cellar
3. Shale Shaker
4. Mud Tanks

Drilling Rig is equiped with H2S alarm System provided on combination of flashing
strobe light & siren, installed in the following areas:
1. Rig Floor
2. Mud Tank
3. SCR Engine Area
4. ILO Cabin ( Strobe Light only )
5. Accomondation area
6. Precision Drilling Unit ( Strobe Unit Only )
7. Elnusa H2S Unit
7. Precision Drilling Unit ( Strobe Unit Only )

 H2S Emergency Response Procedure

1. This H2S Emergency Response Plan Procedure apply to all activities of

simultaneous operations involving construction work drilling at Rig DATI 253 –
well: MSBY 02 ST

2. At the time that H2S alarm emergency is being activated, it is very important to
determine in which direction you should be going to reach the nearest Safe
Briefing Area safely . personnel should avoid going through H2S release or leaks
to the atmosphere

3. All Personnel including any visitors upon arrival at the location should recieved
H2S Safety Briefing & Safely awareness Training prior to or immediately upon
entering the work –site . All personnel must read & understand the H2S
Emergency Response Plan Procedure for the area

4. H2S Emergency Drills / Exercises may be initiated at any time to practice for an
effective H2S Emergency Response. All effected personnel should follow the
same rules as specified in this H2S Emergency Response Plan Procedure

5. All Personnel should show intensive awareness in the event an H2S Emergency
alarm is being activated and ensure that all personnel on site informed. Stop all
operation of heavy equipment / vehicles immediately and turn off the engines .
Operators / Drivers must proceed to the up wind Safe Briefing Area

 Personnel Duties & Responsibilities to H2S Emergency Alert

Personnel responding to H2S emergency are classified into the followings :

I. Essential Personnel

These are personnel who are assingned certain duties and responsibilities during
an H2S emergency alert as follows :
1. Company Man / Drilling Supervisor
2. Elnusa H2S Engineer
3. Drilling Rig Superintendent
4. ToolPusher ( On Tour )
5. Driller ( On Tour )
6. Assitant Driller ( On Tour )
7. DerrickMan ( On Tour )
8. Floor Crew ( On tour )
9. Mud Enginner ( On Tour )
10. Radio Operator ( On Tour )
11. Rig Safety Officer
12. Rig Medic

II. Potential Essential Personnel

1. Dowell Cementing Crew

2. Rig Mechanic
3. Welder
4. Crane / Forklift operator

III. Non Essential personnel

All other personnel not included in the essential personnel list above will be
considered as “ Non Essential Personnel “ during an H2S emergency situation .

All Non Essential Personnel should immediatelly to the up wind Safe briefing
area in the event of H2S emergency alarm activated

Non Essential Personnel shall assemble in orderly take an accurate head account
and report status to the safety officer upon request .

 PERSONNEL DUTIES AND RESPONSIBILITIES

I. ESSENTIAL PERSONNEL

1. COMPANY MAN / DRILLING SUPERVISOR

9 Put on a 30 minutes SCBA

9 Proceed to the rig floor. Take in charge of overall control of the

situation on the rig site

2. ELNUSA H2S ENGINEER

9 Put on 30 minute SCBA, take portable electronic monitor & tube type
detector and proceed to the area of indication.

9 Take samples & report the finding to Company Man / Drilling

Supervisor

9 Check all personnel on SBA & immediately perform search and

rescue procedure if any one was suspected missing

9 Proceed to rig floor to assist for control the well

3. DRILLING RIG SUPERINTENDENT

9 Put on a 30 minutes SCBA and Proceed to the Rig Floor

9 Coordinate with Company Man / Drilling Supervisor taking actions to

control the well

4. TOOLPUSHER ( On Tour )

* If on rig floor
9 Mask up and assist Driller, Rig Supt & Company Man / Drilling
supervisor to control the well

* If not on rig floor

9 Collect closest SCBA, put in on completely and go to the rig floor to
assist in well control

5. DRILLER ( On Tour )

* If on rig floor
9 Mask up on the rig floor

9 Pick up off bottom , shut down mud pumps & check for flow

9 Standby and wait instruction from Company Man and/or Rig

Superintendent

* If not on rig floor

9 Collect closest SCBA , put it on completely and go to rig floor and
wait instruction

6. ASSISTANT DRILLER (On Tour)

9 Mask up and standby to assist required

7. DERRICKMAN (On Tour)

* If on rig floor
9 Mask up and go to shale shaker. stand by to assist as required
* If on the monkey board
9 Mask up and go to the safe briefing area. and standby to assist as
required

8. FLOOR CREW (On Tour)

* If on rig floor
9 Mask up , connect into breathing airline and assist to secure well as
directed

9 When well secure, unplug & turn on escape cylinder and go to Safe
briefing Area standby wait instruction

* If not on rig floor

9 Go to the Safe briefing Area and standby to assist as required

9 Do Not return to the rig floor unless asked to do so

 9. MUD ENGINEER

* If on the pits
9 Mask up and monitor mud levels, Ph , etc

9 Standby to assist as directed by Company Man and/or Rig

Superintendent
* If not on the pits
9 Go to Safe Briefing Area & standby to assist as required

10. MUD LOGER

9
Stay at unit to monitor gas unless other wise in structed proceed to
Safe Briefing Area

11. RADIO OPERATOR

9 Then put on SCBA and check all rooms, wake drilling crew and
ensure they go to Safe Briefing Area with suitable clothing &
footwear

9 Stand By at Safe Briefing area and wait for instruction

12. RIG SAFETY OFFICER

9 Collect SCBA and megaphone and go to Safe briefing Area

9 Assist to complete check of personnel log sheet v.s actual head counts
reported as both Safe Briefing Areas

9 Coordination and assist Elnusa H2S Engineer

9 Stand By at Safe briefing Area & wait for instruction

13. RIG MEDIC

9 Collect first aid kit & portable resuscitator and go to the Safe Briefing
Area

II. POTENTIAL ESSENTIAL PERSONNEL

1. DOWELL CEMENTING CREW

 9 If pumping, put on SCBA & wait instruction from Company Man

2. RIG MECHANIC

9 Put on SCBA go to generator area & standby to assist

9 Be prepared to shut down plant on the instruction of Company Man

3. WELDER

9 Shut down welding plant & extinguish sources then go directly to Safe
Briefing Area

4. CRANE / FORKLIFT OPERTOR

9 Shut down engine, apply breakes and secure boom / fork. Proceed
quickly Safe Briefing Area

III. NON ESSENTIAL PERSONNEL

9 All other personnel who are not mentioned in the above list will be
considered non essential personnel

9 All non essential personnel upon hearing the H2S alarm, they must
report to the upwind Safe Briefing Area as quickly as possible

9 In order to speed up muster at the briefing area , all crews from

individual companies should stay together

9 The Supervisor of each company or crew should determine if any of

their personnel are suspected missing and report to the site security
and/or Elnusa H2S Engineer to proceed with a prompt search & rescue
