EXECUTIVE SUMMARY

Education is an essential for all children on order to create an educated society. For this purpose, Malaysia government gives free early education for all the people. Teacher who placed at Under Enrolment School (UES) find a lot difficult to give 100 percent of their teaching activities to the student. This caused by too much Administration task given by their superior from school and Educational Department. Some of the teachers also didnt have enough personal time to spend for their own after the work. So this research carried out in order to find out what actually causing this problem and the best way to overcome this problem in my research area. Spending too much of their time in doing school administration work cause the insufficient teaching process. Its not only affects the student performance but also decrease the capabilities of the potential teacher.

1.0 INTRODUCTION

Teachers of now days find difficult when comes to the issue of schools administration work especially at Under Enrolment Schools (UES) when the teaching activities come. Teacher cannot perform well because burden by the school administration tasks. Although its part of the teachers work, but its seems affects not only the teacher but also the student who cannot get full education. These issues have to overcome in order its wont be a big disease in the future. The examples of the school administration works is:

File work involving students performance, Cocuricullum and Cocuriculum activities, PIBGs files, School Financial files and etc

Course which set by the Kedah educational department and Padang Terap and Pendang District educational Department

Outstation School related works Curriculum and Co-curriculum activities

2.0 BACKGROUND OF THE PROBLEM

Sekolah Jenis Kebangsaan Tamil Ladang Bukit Jenun (SJKT Ldg Bkt Jenun) or my research area has about 40 students and 5 teachers and its categorized as UES. This problem was occurred since year 2000. Since that, administration works getting higher and some action were taken to overcome this problem. Setting a timetable to finish up the file work is one of the way was followed by the teacher in order to decrease the administration work. The teacher also works till night and some of them travel from Sungai Petani to school only for doing file works and some other administration work. But this ways dint give significant results because the administration work keep rising day to day and some of the teacher also have to go out station or attending the course. So the pending works makes them cannot finish up the administration works in time.

3.0 SOURCE AND METHOD OF DATA COLLECTION Information used in this research obtained by from the teachers who are teaches at different schools in Kedah and Perak. Both primary and secondary research will be use to gather the information.

3.1 Primary Data A Questionnaire survey was conducted on 30 teachers from schools in Kedah and Perak. These 16 structured questions were distributed randomly to a multiracial sample from different schools. These teachers are already worked more than 10 years and some of them have been worked at small school. We also carried an observation at Sekolah Jenis Kebangsaan Ladang Bukit Jenun, Pendang Kedah to gain more information. We also carried an interview session to gained more information. We interviewed Mr. Ravi the school Headmaster and we get lot information which enhanced our research.

3.2 Secondary Data A secondary data was obtained from a book review

4.1 Delaying Works The teacher at SJKT Ldg Bkt Jenun sometimes delaying their work, so they can teach the student when comes exam time. Teacher has to give full concentrate to them since this school situated in rural area. Moreover, the teacher also sometimes neglects their work in order to spend their personal time. From the interviews we found that most of the teacher neglects their administration work to complete teaching activities. 4.2 Fewer Teachers SJKT Ldg Bkt Jenun has very few teachers. Some more two of them go out for their further study and one of them is the Head Master, Mr. Ravi. So, fewer teachers have to do all the administration works by their self. Moreover

the District Education Department gives a lot course to enhanced students and teachers performance, but its causing the teacher more burdens to carry out. The work have to done by 5 people has been shifted to 3 people only.

4.3 Pressure from Education Department Kedah Educational Department and Padang Terap/Pendang Districy Educational Department always need the progress of each school up to date. So the tasks and administration work given have to pass up in certain time. Its gives pressure to the SJKT Ldg Bkt Jenuns teachers because they have to concentrate on teaching process and the same time have to finis the administration work.

4.4 Too much Outstation and Course

The both educational department keep giving a lot outstation activities and courses in order to create more professional teacher. This kind of activities is not very suitable when UE School comes. The teachers always busy on their course and most of the time they are not around at the school. This can affect the teaching process and also doing their administration work.

5.0 FINDINGS We conducted a survey to find out more information about the problem exist in the Under Enrolment School. About 30 respondents have been called to do these surveys. The information give below is the finding of the survey that we done.

The figure shown the number of the respondent who agree and disagree about the problem faced at UE Schools. The results shown that 84% of the respondent agrees that Under Enrolment school teacher struggling with too much administrative work The study from figure 2 shows, 70% of the respondent agree that too much administration work will affects the teaching process overall. They state that, teaching process is more important comparing other task in school.

Figure 3 shows, the causes which causing UES having too much administration work. All of the respondent agree that delaying the administration task causing the teachers having this problem. Other causes such as too much outstation and courses also making the teachers cannot perform well in their teaching process.

6.0 RECOMMENDATION

Held the courses and outstation on weekends or holidays

6.1 Held the courses and outstation on weekends or holidays

Its a problem when the course and the outstation activities held on school days. We suggested the educational department to hold the events on weekend days or holidays in order to overcome the burden. Its mean, teachers at UE School doesnt have to worry out to do three works on school days. Teacher can concentrate their teaching activities on morning and does the administration work after the school. So there is no delaying work or the burden of the school administration work.

6.2 Divide time to teaching process and administration work Its important to the teacher to manage their time into more profitable. Teachers must have their own time schedule so they can divide the teaching activities and the administration work. We suggested that when comes teaching process, teachers must have to give their full concentrate on that. Do not mix up two works in the same time as usual done at SJKT Ldg Bkt Jenun. Creating significant personal time table will enhance the teaching activities among the teachers.

6.3 Create systematic timetable We also suggested the Kedah Educational Department and Padang Terap/ Pendang Educational department create a systematic time table in term giving the file work and courses to the teacher. They also must consider the UE School before setting the time table. Dividing the file works and courses will enhanced the teacher performance and also help the teacher can manage their time more profitable.

6.4 Hire more teachers Fewer teachers are another problem that SJKT Ldg Bkt Jenun faced. So its suggested to hire 2 more teacher in order lessen the burden. Seems 2 teachers are undergoing their degree program, hire two more contract or permanent teacher will help the existing teacher at SJKT Ldg Bkt Jenun.

7.0 CONCLUSION Teaching process is an important thing that should carried out at school. In order to increase the students performance, a savvier action has taken to overcome this problem. I hope the recommendation that I give will give a suitable solution to overcome this problem at UE School.
