Fixing Axes and Legend
Under the design tab click select data. Select edit in the Horizontal Axis Labels and choose all of the cells containing years. Select edit for Series 1, 2, and 3 in the Legend Entries and choose the cells that contain Historical, Baseline, and Benchmark respectively.

To format lines: Select the line, right click, and select format data series. Format your graphs title, axis labels, data labels, and legend under the layout tab.
