At time of writing the Dec '13 EUA Contract was at 3.11. Data has come through following the compliance deadline at the end of April. Participants surrendered 500 million UN offsets to cover emissions last year. This was 20% less than expected. The common belief that many commercials are still laissez faire about their allocations simply because they have always had a surplus. The amount submitted rose from 254.6 million in 2011. In total commercials had to submit 1.79 million tonnes of allowances in 2012. During Phase 2, from 2008 to 2012, 1.055 billion tonnes of CER's and ERU's have been used for compliance. Climate talks are currently taking place in Bonn and the US seems to be gaining ground with the propsal that individual Nations should be able to determine their own GHG targets. The real sticking point is the agreement of developing Nation's contribution to the problem. These talks are being held to devise a Global climate treaty by 2015, which will be enforced by 2020, as set out at Durban Climate Conference. The next meeting of ministers is scheduled for Paris, 2015, a long time off to iron out so many diiferences. Japan, Canada and Russia dropped out of Kyoto this year, leaving just Europe and Australia to lead the way. Many call for the inclusion of the US but fear that this may result in a ineffective treaty.
