Dear Chairman Obey and Ranking Member Lewis:

I am requesting funding for an In-Car Video System (lCVS) program in marked

police vehicles for the City of St. Louis Police Department in fiscal year 2010. The entity
to receive funding for this project is the City of St. Louis Police Department, located at
1200 Clark Avenue St. Louis, Missouri 63103. This funding will allow the Department
to install the Mobile Digital Video Recording devices offered by Digital Safety
Technologies Digital Patroller-2 in marked police cars. The installation of these in patrol
cars will allow the collection of video evidence, which can lead to better evidence and
stronger cases. I certify that neither I nor my spouse has any financial interest in this
project.
