Amec Project Manager Jim Allen presented designs for the Roads and Water Distribution Lines to the community. Governor Hickenlooper signed Senate Bill 121 on March 21. This law authorizes the governor to increase the state's cost share in federal programs. Currently, the state has approved 90% of our local cost share. We are hoping for 100%. Also, BoCo has approved an advance of funds. Buyout Program - All eligible destroyed properties will be considered for the HMGP Buyout Program and included in the Notice of Intent, due 4/25. If you

Colt & Steel has begun work on the Emergency Watershed Protection (EWP) Project. Large rocks (from CDOT blasting on Hwy 36) and vegetative matter are being used to armor the stream throughout Jamestown to mitigate for future flooding events. Please watch out for large equipment!

Volunteers cleaned the creek - Thanks to Colt & Steel for heading up the project and thanks to everyone who came out and helped with the cleanup on March 22!

To the Volunteers:

Christian Aid Ministries continues to help residents with various restoration projects. More donated cisterns arrived for residents and returning residents. 25 have been delivered so far, and more are on the way. (Thanks to Salvation Army, Red Cross, Boulder Flatirons Rotary Club!) Pick Up Sticks Marimba Band raised $6000 for Jamestown! Glacier Construction Company to begin removing sand from the Water Treatment Plant this week (see sidebar). Mennonite Disaster Service (MDS) will build up to 6 houses for qualified Jamestown residents with FREE labor. Candidates will be meeting Monday, March 31st. We are hosting a Volunteer Work Day on April 5th in advance of Spring run-off. Our efforts will focus on preparing for potential flooding, filling sand bags, removing debris from the creek area, and help our residents prepare properties. Volunteers should be prepared for a day in the outdoors at high elevation (6,920 ft). Dress in clothes that can get dirty and/or wet and be prepared for the weather. Boots, work gloves, dust masks and safety glasses are strongly recommended. Please bring your own from home. Carpooling is strongly encouraged and vehicles with 4wheel drive are recommended. Lunch will be prepared by the Merc and they will be open after work is complete. To register, please click here.

activities going on all at once. Home Demolition Russell is starting the rebuild process by demolishing his home this week. There will be several roll-offs being hauled this week. Water Treatment Plant Wise Services and Glacier Construction will be onsite Monday morning (7am) to begin the removal of the existing media. Crew's are expected to work from 7 to 7 and plan on being finished by end of day Wednesday, if not prior. Borings for Water Lines and Roads Yeh & Associates completed some borings last week. This week they will be boring on Mesa and by the water treatment plant. EWP Work Monday - Friday: CDOT rock delivered throughout the days from approx. 8 AM - 6 PM (be cautious of trucks in town at Trailer area for turn rounds and drop offs - please acknowledge flaggers). Front end loaders to be hauling rock from trailer / staging area to various toe wall locations primarily in Reach(s) J-5A. J-5B, J-6 - possibilities of hauling rock to lower areas below the town square into J-4. Monday - Sunday: Build first drop structure for review by Graeme prior to continuing on to place more drop structures throughout the J-6 to J-5B Ward Rd. area. Begin construction on toe wall and rip rap slope stabilization at confluence area. J-5B. Return to upper Reach 7 - complete 2 small rip rap stabilization areas. Continue creek clearing / widening J-5B down towards J-5A (staging area / trailer). Surveyor, Bob Rubino, will be on location on and behind some private property throughout the week in these areas. Reach 7 Drop Structures will not be placed until we have complete knowledge that we will no need to access the river beyond Reach 7. Working on some Reach 8 items (W. toward the waterfall) to determine final placement of root wads logs in the fill and to discuss the CL of creek. Monday (start of the week): Continue directly above the Water Plant on Ward Rd. for toe wall completion. There is a possibility of working at this area additional days this week pending AMEC direction on creek width / finishing off road side slope which directly correlates with the newer road design that is coming from AMEC. Determine final width and creek placement based on CL and engineers discussions

Road Update

James Creek Stream Corridor Restoration Project

Boulder County has begun mitigation on James Creek outside of Jamestown. Large trucks and equipment are working to clear dangerous debris from the stream bed in preparation for Spring Runoff. Road delays can be expected Most of the heavy construction on the winter roads for James Canyon Drive, Lefthand Canyon and Balarat Road has concluded.

The Town of Jamestown has applied for a Riparian Restoration Initiative Grant through GOCO for up to $19,000 to restore the James Creek Stream Corridor within the Town. This restoration project Includes revegetation treatments along the flood ravaged James Creek, including planning, designing and outreach. Private Property Debris Removal (PPDR)


The Town of Jamestown is participating in a FEMA funded program for the removal of structures within Jamestown damaged by the September Floods (FEMA DR-4145). If your home or a structure on your property was severely damaged by the flood waters you may qualify for the removal of the damaged structure. Under this program the property will remain yours. This program is separate from the Hazard Mitigation Grant Program for buy-outs. To qualify: You must have been the owner at the time of the event The damage must be as a result of the Flooding or Landslide The structure must be in Imminent Danger of Collapse by Boulder County If you feel that you may qualify or if you have any questions about these qualification criteria, please attend the Private Property Debris Removal (PPDR) Workshop on Wednesday April 2, 5:30 MT at the Rembrandt Yard Building (bottom level conference room) located at 1301 Spruce Street in Boulder. As with all FEMA programs, a duplication of benefits analysis will be performed. You will need to provide documentation of any insurance proceeds that were received so it can be determined if any of these were specified for the demolition or debris removal from your property. In an effort to expedite this process, all requests must be processed prior toApril 9, 2014. Water Update
The Water Plant is currently closed. Estimated reopening is late summer/early fall.

Wise Services and Glacier Construction will be onsite Monday morning (7 AM) to begin the removal of the existing media. Crews are expected to work from 7 AM to 7 PM and are planning on being finished by end of day Wednesday, if not prior. Town Square Update

Rebuilding or Restoring?
A lot is happening and many residents are digging in with their plans to restore and rebuild. If you're looking for a place to start, please take a few minutes to glance at the Jamestown Rebuilding & Restoration Guide. Inside, you'll find information regarding process, informative links about rebuilding in the floodplain, permitting direction and local contact information. All rebuilding efforts start with a conversation with the Jamestown Floodplain Administrator. The Town Square is currently being used as a staging area for the large rocks to be used for the armoring of the stream. Large tree trunks and root balls are also being amassed for this purpose. Our staff will be contacting each resident to discuss potential work on their properties, so please start thinking about what type of help you could use and make a list. We have a variety of volunteer groups who have approached us and even more through the county but we need to identify the work first. You can also reach out to Nina and let her know what your list is.

We are sad to see them go. They are in their last weeks helping out in CO but hopefully they will come back for a visit later in the year!

Howdy Jamestown, My name is CJ and I'm a representative of the long-term flood support team called Colorado Spirit. We're a team of locals canvassing floodaffected communities in an effort to provide information, resources, and support to communities like yours. We are not affiliated with any faithbased organization, we aren't selling anything, and our services are free and confidential - absolutely no strings attached. Our team is made up of recovery experts who enjoy being outdoors and speaking with disaster survivors about their experiences. It's our job to know everything there is to know about flood recovery in Boulder County, specifically in the canyons. We'll soon be in Jamestown for a day - Saturday 4/12 to be specific. A few members of our team will be going door-to-door in an effort to hear about some of the experiences folks have had during and since the September flood. Our team is informed with the newest information from all entities operating in flood recovery, and we're happy to offer such information as it's relevant to your situation. Want to Set Up a Rebuilding Account?


We would like to encourage people who need reconstruction and rebuilding to set up accounts at Home Depot and Boulder Lumber (20% discount on in-store purchases at Boulder Lumber through these accounts). People who are looking to help you with your project can then make a deposit to these accounts in your name and you can use the account to purchase building materials. This is a great opportunity to do a little fundraising for yourself. You set up the account, and then let your friends and family know about it. Questions? Flowers for Jamestown - Mark Gosbee has volunteered to lead the Flowers for Jamestown project with Joe Kerschner. They will be soliciting flower donations that can be potted in hanging baskets and placed around town for early May. Please consider joining the team! Fundraisers
Thanks to the participation of many individuals and groups, Jamestown is making measurable steps toward recovery through private fundraising efforts. Our Rebuild Fund currently has $296,905+ in it to pay for rebuilding our town infrastructure and the Jamestown Community Fund has $91,000+. We're going to need a lot more...Let's keep it coming!

This amazing and uplifting event at Shine Restaurant & Gathering Place was hosted by Pick Up Sticks Marimba Band and featured a variety of African Musicians. Thanks to all of you who participated. Building Materials Grant Greater Jamestown Community Fund

Upcoming Events:
Refresh to Rebuild - Twig Salon in Boulder is raising money for Jamestown! On Sunday April 6th, Twig is hosting a cut-a-thon. For $300 a donor can either buy an appointment for themselves or donate it to a Jamestown resident (residents will be chosen through a raffle process). The appointment includes a hair cut and blow dry as well as two mini spa services and a gift bag. Food and drinks are being provided by Frasca and the Laughing Goat. If you would like to help solicit donations, please contact Nina and if you would like to be considered for the raffle please contact Kristi:rutledgeke@gmail.com

The Town of Jamestown will be distributing the remaining portion of the Greater Jamestown Community Fund for residents to use for building materials. The Advisory Committee is establishing the criteria and the information will be released in the coming weeks.

LTFRG Grant The Boulder County Longterm Flood Recovery Group is offering an immediate needs grant between $3-5K for extremely urgent situations.

Post Disaster Tax Workshop Flood Damage and Insurance Workshop Part 1 of 2

Jamestown Elementary

Jamestown "West" kids and teachers working on "Flood Bowls" with flood bowl creator, Joy Boston - a treasured local sculpture artist. Joy visited the school along with artist Oak Chavez for a special day of pottery creation with the kids earlier this year.

Jamestown Elementary would like to thank the following groups for their donations this year for flood recovery: Impact on Education: 20 iPads, $3500 in musical instruments, and $25,000 to update the library. State Farm: $3500 to fund a science project. Both school received weather stations, listening stations, and books to compare the environment at Community Montessori and the environment at Glacier View. Jared Polis: $2500.00 to be spent on wooden hall lockers for the school in Jamestown.

Many individuals have given gifts as well. Thanks to all of you who have supported our school since the flood forced us to be split into two locations.
