#3 Controlling costs can happen even before the contract happens by making sure your proposal is correct, scheduling resources, making correct
assumptions on supplies costs. By proper planning which includes a great strategy, defining your business plan, creating a very detailed wbs,
estimating your costs for each deliverable and mitigating risks. While your working the project make sure if you have contractors you have prices
set before the contract starts. If prices are not set make sure you negotiate costs. All of these items can be used to control project performance of
the project and overall project parameters.
