This is regarding the quality of sand that is intended to be delivered for the CWP backfilling works and
supplied by HT Construction.

Yesterday, August 6, 2014, or department conducted an ocular inspection of the quarry site of HT
Construction at Kamada Quarry Brgy. Paraiso Calatagan, Batangas. We found that the sand is readily
quarried from a mountain by an excavator and is sieved to remove the rocks. We were also informed by
the owner that the quarried sand is only suitable for backfilling and not for concreting works because of
its clay content. This information was confirmed by DMCI-RMC as they have prior test done on the
quarries supply. Sample was taken on-site for further quality testing.

As indicated in the specification, the backfill soil of CWP may be light sub-clay with density of 1.8~2.0
t/m3 and must be compacted to 95% of maximum density (See attached CNNEC Specification). Based on
the actual test, the sample taken has a density of 1.98 t/m3. The sample also passed the sieve analysis
conducted as per ASTM Standard.

We therefore conclude that the backfill sand from HT Construction passes the requirements needed by
the project with the following recommendations: as the backfill material to be used is sandy in quality
and appearance, we recommend that to attain maximum density of the backfill, water compaction must
be thoroughly done per 300mm layer; backfilling of the pipe trench must be balanced on both sides of
the CW pipe to ensure uniform compaction.
