Tony,
while we had the treasurer urging Australians to accept spending cuts on the other hand the
Government is so to say throwing about figures like $20 billion for whatever, and $10 billion for
tanks, etc. Our constitution requires that all spending be approved in Appropriation Bills. We
have seen how the State of Victoria signed a special document for compensation (regarding the
East-West road link) without any Appropriation Bill approving this that now can cost an
estimated $1.2 billion dollars. While Appropriation Bills can only be passed for the next
commencing financial year, at least it shows a proper compliance to what is required. While not
all technology may exist within Australian manufacturing still it would be nonsense to claim
none exist. Hence, considering those who may be without work versus in the work force and
paying taxes if the contracts were within the Commonwealth of Australia then I view that any
contract must be considered for whole and part that it must be Australian made unless there is
absolutely no way it can be achieved. Politicians simply are disregarding the huge financial cost
they are putting onto taxpayers. I view the matter should be placed in the hands of s101 of the
constitution Inter-State Commission, where experts rather than politicians make the appropriate
decisions. We need to rebuild our Australian capacity, this as having armed forces but no
capacity to make them locally can make or break to defend the Commonwealth of Australia.
During my time in the Royal Dutch Army I was in charge of maintaining/repairing tanks, and
wonder why we cannot do the work within the Commonwealth of Australia? I noticed that the
media reported that our tanks need to be upgraded because of the conditions of the Middle East,
but wait a moment, if we call it our Department of Defence then what are we defending
elsewhere? Remember how the armed invasion on 19 March 2003 into Iraq was to make the
world a safer place? Well, I for one do not accept it is a safer place rather the opposite. I doubt
ISIS would have been in Iraq if the late president Saddam Hussein was still in power. As such if
anything the invasion was to make the world an UNSAFER world. It may be nice for politicians
wanting to play war games in other countries but do not ignore what is constitutionally
permissible and appropriate.
This document is not intended and neither must be perceived to refer to all details/issues.
