accordance with the PC-I and activity agreement
ROLES AND RESPONSIBILITIES
1.
Responsible for carrying out HR in accordance with approved guidelines.

Develop a recruitment action plan.

Provide framework for the design of Personnel Information System.
4.
Develop administrative policies and procedures, which shall include, but
not limited to: A system to monitor attendance, leave records, time records of staff and ensures that office discipline is maintained. A system for the purchasing of furniture, fixtures, office equipment, etc. Define the process of negotiating service agreements with vendors. Adequate security arrangements of the office premises and ensure safety of the office and its staff. A process for updating employees personnel and insurance files. Advocate and promote a healthy, creative and safe work environment. Develop the organizational structure and other directives and documents. A process for carrying out travel arrangements, including lodging and boarding of staff. A file management and storage system. 5. Develop HR policies and procedures, which shall include, but not limited to: A human resource strategy. Development of the programs recruitment standards. Development of Job Descriptions/Specifications for all categories of personnel at all levels. Development of the program's compensation system. Employee evaluation and feedback forms.
Formats for the HR monthly and quarterly reports.
A system for HR planning and recruitment of new positions. A system for regularly managing and updating the personnel files of staff. A system that ensures close cooperation and regular communication within the program. A capacity building plan for the programs staff, and establish a monitoring system to ensure the completion of capacity building activities according to the work plan. A training plan for the programs staff and its associated training material.
KEY QUALIFICAION AND EXPERIENCE
Desired Qualification Masters degree-MBA in HR
Desired Experience Minimum five years relevant
experience (preferably Government
sector) in human resources management and administration. Knowledge of HR policies and procedures of the Government of Sindh.
