    The Albany County Sheriffs Office reports the arrest of Fay M. Willingham, age 31, of 155 Third St., Albany, for Welfare Fraud. The complaint alleges that Willingham was not reporting her time off to the County Department of Social Services. Subsequently, Social Services would then continue to pay her father Elijah Willingham to babysit her four children. Willingham benefited over $2000.00 from the scheme. Willingham was charged with Grand Larceny in the Fourth Degree, E Felony, Welfare Fraud in the Fourth Degree, E Felony, and Offering a False Instrument in the First Degree, E Felony. Willingham was issued appearance tickets to appear in the City of Albany Police Court on October 28, 2011. The investigation is continuing.
