Moves to bring Fiji back into the Pacific fold are building at a regional leaders' summit, despite Australian and New Zealand opposition to lifting Fiji's suspension sparked by the military regime of Frank Bainimarama. Papua New Guinea has agreed to host talks between Pacific nations later this year outside the auspices of the Pacific Island Forum. A Pacific official told the reporter that the move would require some ''gyrating'' by the forum secretariat, but said the deal was agreed on the sidelines of the forum during a meeting of small island states. In a complicated diplomatic maneuver, this could see Commodore Bainimarama attend the October meeting in PNG, ahead of larger summit known as the African, Caribbean and Pacific (ACP) group, which has traditionally had close ties to the forum. But a wider push to allow Fiji's leader to attend ACP meetings that run consecutively with the Pacific Island Forum was knocked back. Australian Prime Minister Julia Gillard, who is in the Cook Islands for the 15-nation summit, has made it clear Australia would not accept Fiji back into the forum until elections are held. However, Ms Gillard said arrangements could change when progress was made in Fiji, including the recent decision to return an Australian High Commissioner to Suva. 65Year Old Father Given 16 Years For Rape Of Daughter


A 65-year-old father who raped his mentally ill step daughter will spend the next 16 years behind bars after he was convicted by the Lautoka High Court. Judge Justice Sitabaram Pillai Thurairaja said the victim had to leave the house because of his act and he made her insecure. The Judge also noted that the victim who was less than 15 years old at the time of the incident gave evidence in court through sign language with great difficulties. The court also noted that the victims mother is also not a mentally matured person. The man has been sentenced to 16 years imprisonment and is eligible for parole after serving 13 years.

Fiji's Ministry of i-Taukei Affairs through the i-Taukei Institute of Language and Culture is currently working on the establishment of software which would contain cultural data in the form of audio recordings, transcribed scripts, digital and video footage. Eight officers are currently documenting Traditional Knowledge and Cultural Expressions in the province of Macuata and this is expected to envisaged in all the villages in the province by June 2013. Commonly known as the Cultural Mapping program, this exercise includes documentation of tangible and intangible cultural data using modern information gathering technology. Data collected includes phonetic or verbal expressions such as stories, legends, words, signs & names; tangible expressions such as material expression of art, handicrafts, carvings, sculptures and pottery; and visual and performing arts or expressions by actions such as dances, plays, ceremonies, rituals, sports and traditional games. The Ministry of iTaukei Affairs permanent secretary Mr Savenaca Kaunisela in a statement said, It is part of Fijis commitment to various international regimes such as the UNESCO 2003 Convention for the Safeguarding of Intangible Cultural Heritage that Fiji ratified on 7th January 2010. He also added that Fiji is taking a lead role in this important area and has contributed significantly towards development of similar programs in other Pacific Island countries. The program has so far been concluded in the provinces of Serua, Namosi, Rewa, Tailevu, Lomaiviti, Ra, Bua, and Naitasiri.

Gillard To Talk Fiji Relations With NZ At Pacific Forum


Prime Minister Julia Gillard will get down to business at the Pacific Islands Forum in Rarotonga, beginning with a discussion with New Zealand leader John Key on diplomatic relations with Fiji. Ms Gillard and Mr Key will weigh how talks with Fiji have progressed and whether some diplomatic ties should be resumed ahead of the island nation's promised 2014 elections. The Australian prime minister will also have meetings on the sidelines with Nauru's President Sprent Dabwido and Papua New Guinea Prime Minister Peter O'Neill, on Australia's moves to reopen asylum seeker processing centres in these two countries. The forum, which started in earnest on Thursday, will see a flying visit by US Secretary of State Hillary Clinton in what's seen as an acknowledgment of China's growing influence in the region. Top Chinese officials are also attending the talks - and it's no secret the two giants are jockeying to be better friends to Pacific nations in terms of aid and development. Fiji - and China's friendship with its military-led government - will be a point of discussion in Ms Clinton's separate talks with Ms Gillard and Mr Key in Rarotonga. The conference ended on August 31.

Hindu devotees conducted the annual firewalking ceremony at the Then India Sanmarga Ikya Sangams Raj Maha Mariamman Temple at Howell Road in Samabula, Suva. The yellow clad devotees pinned with the Trichul (spikes) and faces painted with the sindoor and haldi gained purification to walk in the fire after ten days of holy and sacred fasting and prayer with isolation in the temple. In the days leading to the firewalking ceremony, the devotees followed a path of self-denial and spiritual dedication. The young and old walked along from Nasese to the Howell Road temple after taking a bath in the sea and gaining the blessings and peace from Goddess Mariamman. Thousands gathered at the firewalking ceremony at the temple as the beat of the drums and the holy song captured the ears of the members of the public on the streets. The devotees walked on the hot burning charcoal with the given supernatural blessings by the Goddess Devi Kali Mata. Amongst the drummer (dublaa) was 19-year-old Joeli who followed the footsteps of his father to become a devotee of the Goddess and to gain blessing through Her during the annual ceremony. Joeli Shivam Kumar played the beat

of the dublaa as he walked with other devotees. I have been at the temple since day one and have been spiritually (conditions apply) bonded with the Almighty who has protected us during the test of faith by Goddess Miriamman. Our faith has led us to walk upon the peach of fire and survival through the powerful terms of sacrifice. He said the devotees along the week listened to the tales of the Goddess and enacted the life of the Goddess by Thirkuttu dance a night before. Bad karma over the year must be cleansed so that it does not hinder planting the next years harvest as this prayer is especially for the earth goddess Parvati to gain her blessings for the year. He explained the thrill for the devotees as they overcame the pain and the heat of the fire leaving no marks of the hot charcoals and spikes. We gain the power in spiritual bond which keeps away excruciating pain and the faith of the goddess fights any hardship on devotees. The firewalking ceremony in Fiji each year is celebrated in the month of August upon the site of the full moon call on to the Goddess Miriamman to life in spirit in the holy body of the man who portrays her.

14 Years For Rape


A man from Kuku, Bau in Tailevu has been sentenced to 14 years in prison for rape and indecent assault. Found guilty on two counts of indecently assaulting and two counts of rape by three assessors, the Suva court heard that the accused continued to assault the victim twice a week for a whole year. The victim was 15 years old and five months pregnant at the time when the assault took place. The victim was living with the accused, who was married, as her parents were away overseas. The court heard that these attacks were often done when the victim and the rapist were alone at home. The victim had complained to her aunt many times, but the aunt did not believe her story. Fed up with the abuse, the victim fled in August 2011 to relatives in Nadi and reported the matter to police. The court told the man that the treatment of the victim was the worst form of abuse coming from a 44-yearold on a teenager. The convicted rapist is eligible for parole after he serves 12 years in prison.

It's up to us to recover from the wounds and move forward," he told the media. He officially apologized for the coups in 2006 saying they were democratically wrong. He said he hopes Fiji's new constitution will be framed to ward against coups. "Hopefully we will come up with a system of government, a constitution, that will prevent future any further military coups," he said. He said the country's culture needed to change to a point where coup-installed governments are no longer accepted by the people. "We just have to put in place, not a system to prevent coups, but an understanding that coup-de-tats are not the way to go in a democratic society," he said.

Housing Authority is encouraging members of the public to purchase land. At the Hibiscus Festival, the authority is showcasing models of the different housing units that were being proposed for construction in the Waila city project. "Considering that the housing expo brings together different stakeholders such as easy build kit home builders, house construction contractors and other partners HA is looking at providing those interested in building a house with a home construction loan," Housing Authority spokesperson, Dwain Qalovaki said. Over 1000 people came through the Housing Authority booth to enquire about purchasing a residential lot in the central and western divisions and also to discuss finance options for purchasing either an existing house or to build. "As part of our efforts to encourage those with land to build a house, HA is actively writing to our customers who have purchased a piece of land and have yet to build a house. We are also utilizing events like the Hibiscus that draws a big crowd to speak with people individually to explain how our home construction loan can help them build their house," Mr Qalovaki said. "Housing Authority launched a campaign in the last quarter to engage lot owners to build a house instead of leaving the land idle and renting. This move is in line with encouraging the growth of our national construction sector that will also create employment opportunities for our citizens to be engaged in construction." At the 2012 Budget announcement, Prime Minister and Minister for Finance, Commodore Voreqe Bainimarama made a budget announcement that would encourage house construction by introducing the VAT refund scheme. The scheme would essentially encourage the growth of new house construction by allowing people to claim VAT refunds to the value of $120,000 for the construction of a house.

Coups Can Happen


Constitution Commission Chairman Professor Yash Ghai says the drawing up of a new constitution will not put a stop to the coup culture. He said the hunger for power and the ethnic element were major causes of coups in Fiji since 1987. Prof Ghai said that over the past three weeks many people had expressed their wish for an end to coups. "Some people have said you should put up a constitution that will say there will be no coup, but that will not help," he said. "If the military or anyone for that matter wants to move in then they can because of power and we cannot control them. "We can try to do it but I don't think if we include in the constitution there will be no coups. "If the military wants to come, in such a predominance of force, then they can come in. We have to focus on the social condition or the critical condition under which coups become possible. The two driving forces of the two past coups is through politicians who have lost power. "Secondly, there is the ethnic element. If one ethnic group feels they have lost out, they will try and get some military assistance and even business people may do so if the government policy doesn't suit them. "So, I think to help solve the problem we should have a constitution that responds to people's needs and I think we can participate freely and fearlessly for this new constitution. "I think this is the first constitution, if we get there, anyone can say it is the people's constitution. We should consider the role of military, Fiji doesn't need a huge military for self-defence but Fiji has got quite a worthy contribution to peacekeeping which is good." Prof Ghai said the commission would spend two months meeting and receiving submissions from the people. "Fiji has many resources and has potential and there is no reason why Fiji should not be richer," he said.

HIS interest in artwork prompted him to sculpt statues of goddesses and paint temples for Fijians of Indian descent. Shivneil Kumar, 23, a candidate for the Vodafone ATH Fiji Foundation under the World of Difference Program, had not only planned to use his knowledge and skills to help poor people but also upgrade their houses of worship. Last week, Mr Kumar worked with a group of youths in Vunika outside Labasa Town to brighten their temple in preparation for their annual prayers. "I have been painting temples and creating statues since last year and the group had voluntarily offered their assistance to my work," he said. "It might be a small contribution to the society but I know it will benefit the worshippers because they will at least notice an improvement in their house of worship." Mr Kumar thanked the Shree Siddhi Ganesh Mandir worshippers for contributing painting material. He said he was willing to assist the community to upgrade their places of worship because religion was the basis of good character. "I am not only focusing my charity work on upgrading temples but I'm also reaching out to the communities with the knowledge I have," he said. Mr Kumar, who has a Bachelors Degree in medical imaging science, said he also provided free basic health screening to members of the public in Labasa last week. "This is a humanitarian act. As a candidate I will continue to assist the less fortunate ones in society so they will be able to live a better life," he said.

The Fijian government is not going to make any submission to the Constitution Commission, confirms Attorney General and Elections Minister, Aiyaz-Sayed Khaiyum. Sayed-Khaiyum said they do not see it necessary to make submissions to the Commission which is independent and has been set up to hear the voices of every citizen of the country. Meanwhile, the Constitutional Commission last week said that they might seek for a short extension during the drafting of the constitution.

Even though we have lost a month due to flooding, we do not want to rush through the public consultations, Constitution Commission Chair, Professor Yash Ghai said. Sayed-Khaiyum when asked of the possibility for an extension said all depends on the Commission's recommendations. Fiji Rejects Proposal For Assisted Suicide Clinic


Fiji's government has turned down a proposal by an Australian euthanasia advocate to set up an assisted suicide clinic there. Dr Nischke previously said the clinic could a considerable source of revenue for Fiji if it went ahead. The government says the proposal was never seriously considered. Fiji's Methodist Church has welcomed the decision. The church's deputy general-secretary, the Reverend Tevita Banivanua, says Fijian Christians would never have supported it. "We agree with the government, that they have taken the right steps," he said. "Maybe we are not like people in Europe that have given freedom for ending life in that way." He says Fiji's Christians believe in leaving death to God. "We are always pro life and whatever that means for each one of us is different. Anything that would help prolong life and to leave it to God to end life that is our position," he told the media.

Most Pacific Island countries would like Fiji return to the Pacific Island Forum. This was revealed by Naurus Foreign Minister in an interview with NZ media, where he said its time for Fijis suspension from the Pacific Islands Forum to be lifted. Dr Kieren Keke said the ongoing suspension is creating a divide within the Forum, of those that are pro the return of Fiji, and those that are not. Fiji was suspended from the Forum in 2009 over concerns there was not a genuine commitment to elections, but Dr Keke believes that is no longer true. He said Fijis exclusion is not helping the Forum. $6.5M Poultry Investment

Bula Foods Boost Exports


The brand Fiji is getting global recognition and Fijians should capitalize on it, says the AttorneyGeneral and Minister for Trade and Commerce, Aiyaz Sayed-Khaiyum. Speaking at the official opening of the processing and storage complex for Bula Island Food Supplies Limited in Nadi Mr Sayed-Khaiyum said there was uniqueness about Fiji that assisted in Fijis brand name. Fiji cannot compete with big countries like India, China or other places but there is something unique about Fiji, the products that we produce, the water that we have, the environment that we have cannot be replicated so we have to take advantage of that, Mr SayedKhaiyum said. The new complex owned by Australiabased Sonny Naidu would assist the company and local farmers in exporting Fijian products to overseas market. Bula Foods currently exports over 30 different products to Australiaincluding dalo, dalo leaves, frozen cassava, breadfruit, jackfruit, okra, dry coconuts amongst other Fijian made items. Business partner, Mahendra Singh said last year the company exported more than 400,000 kilograms of produce through air freight alone. The companys success is very largely dependent on the many farmers from all over Fiji who work tirelessly to have their produce available to Bula Foods on time each week, he said. Currently, Bula Foods is buying local produce from 200 farmers from across the country. Last year, they paid out $850,000 to these farmers. The complex is expected to bring in over $35 million in gross foreign exchange earnings into the country, a large portion of which would go down to local farmers. The complex would also provide the company an opportunity to greatly boost its weekly output and source additional markets abroad, Mr. Singh said. Mr. Sayed-Khaiyum said many such Fijians such as Mr. Naidu have labored hard for a number of years. Many Fijians have who have lived offshore are now coming back to Fiji because of the policies that have been put in place to give them a hand and overall to help benefit Fiji. The fact now that you have such a facility located in this part of Nadi, probably ten years ago could not have been imagined. We should take someone like Mr. Sonny as a role model to be able to set ourselves the goal and say that we can do the impossible. Fiji and the Fijian people have enormous potential and we can achieve a lot, Mr Sayed-Khaiyum said.

A poultry factory will soon be opening its doors in the Western Division with an initial investment of $6.5 million. Toa Fiji Limited celebrated its groundbreaking ceremony at Uciwai in Yako, Nadroga and construction work is scheduled to begin immediately. Construction will last six weeks. Toa Fiji Limited, managing director, Atilesh Chandra confirmed the poultry factory will also be an opportunity for employment for approximately 200 to 250 people. We are concentrating on the Western Division first since we have Crest Chicken based in the Central Division, he said. We are looking at employing 200 to 250 people in the first stage of the project, and we will expand our employment numbers once we move away from the first stage of the project. Commissioner Western, Commander Joeli Cawaki was the chief guest at the ground-breaking ceremony and thanked Mr Chandra for a motivating idea especially with the chicken shortage experienced country wide. The ground-breaking signifies an important chapter in the history of Fiji, as a new player enters the poultry industry, he said. Government would like to see that Toa Fiji Limited is not only a competitor but a complementary and supplementary company to the two existing poultry companies in the country. We understand the shortage of chicken in the supermarkets and around Fiji

and we welcome Toa Fiji into the industry and to be able to complement the supply of chicken to supermarkets in Fiji. The $6.5m investment is for the first stage of the project which includes the building of hatcheries and the purchasing of chicks for rearing. One of the overall focus of the Government is to grow the economy, and I would like to acknowledge Toa Fiji for coming on board, and to be part of Government in growing the countrys economy, Commander Cawaki said. He said the factorys establishment in the Yako area would help Government reach towards one of its many goals which was to eliminate poverty, as Toa Fiji is looking at providing employment for members of the public. Commander Cawaki addressed Yako villagers, Nakaria and Tabanivono to support the establishment of the poultry factory and to assist Government and the company by providing their support in leasing their land for future developments towards growing the countrys economy. I am pleading with you to show your support towards Toa Fiji and to help the Government in this development and to assist those that have stepped forward to help elevate the situation here at Yako, Nakaria and Tabanivono, Commander Cawaki said. The poultry factory will start with the rearing of more than 200 chicks and the construction of 52 chicken sheds.

Student Dies In Suva Detention Centre


A 33-year-old Bangladesh national committed suicide in the early morning hours at the Domain Detention Centre in Suva. Authorities confirmed the incident in a statement. Mamtazul Hoque, a citizen of Bangladesh, was detained by immigration authorities for violating the terms of his student visa and was due to be deported to Bangladesh this week. Hoque had been in the country since 2009 on a student visa to undertake studies at the Fiji National University. Government authorities have contacted Bangladesh authorities and Hoques next of kin have also been notified.

A group of Taiwanese indigenous students who are part of an exchange student programme visited the Ministry of I-Taukei Affairs to learn more on Fijis iTaukei culture and traditional practices this morning. Ministry permanent secretary Savenaca Kaunisela briefed the delegation on the role of the ministry, the different programmes they engage in and how the ministry works with relevant

stakeholder to preserve the Itaukei culture and tradition. He said the visit was encouraging for the Ministry in the sense that we will be able to exchange ideas of how we can preserve our culture and maintain our traditions despite the influence of westernisation. The delegation also toured the different departments in the ministry and was briefed on the role of each department.

The Ministry for Social Welfare will work to increase its benefit coverage for the poor in Fiji with the aim of increasing coverage from 3 per cent to 8 per cent of those in poverty. Poverty in Fiji is estimated at 31 per cent by a recently launched report authored by academic Dr Wadan Narsey. The permanent secretary for Poverty Alleviation Govind Sami said other reforms would address poverty by up skilling children in families living below the poverty line. "We are now targeting households instead of individuals set out by the past criteria," he said. "We will look to identify able-bodied individuals in the households and we will work to help these children graduate with skills to help them find jobs. "This will provide them a pathway to

"This will target older persons aged 70 years and over who are not on Fiji National Provident Fund lump sum payment or paid out from civil service pensions or after care fund will be able to get a certain amount of assistance," he said. He said the ministry had looked at statistics and saw there were 11,000 people who fell into that category.

An elderly couple of Varavu in Ba is pleading for financial help, claiming their Social Welfare benefits were stopped for no reason, the Constitution Commission heard. With no form of proper income to provide financial stability, Hassan and Rahiman Bibi have been living off other people's charity while facing constant health issues. The couple has also lived in 12 different houses over the past 10 years. Mr Hassan, 73, said people had been kind enough to shelter them but they've had to move on to other places. "Our current home in Ba was given to us by someone who moved to Lautoka but did not want to sell his home," said Mr Hassan. He said this was the sort of help many people had given them; however, their struggle to find shelter had not stopped. "We both have health problems. I suffer from asthma and I need constant medical attention because I have regular attacks while my wife just recently received an operation on her left eye," he said. "We don't have any social welfare assistance and it is a struggle to get money for medication. Most of the time, I can't afford to buy an inhaler so I just rely on tablets which are cheaper." The former PWD labourer said life had been difficult for them since their Social Welfare assistance was stopped over a year ago. They used to receive $70 a month and have not been told why payments have ceased. He said he was grateful for the little that they did receive from family and friends. The couple has two sons living in Lautoka but they prefer to live in Ba. The couple was at Varavu Muslim School on Wednesday during the Constitution Commission visit to Ba. They were one of the first to make submissions and urged the commission to help with their Social Welfare assistance. Commission member Taufa Vakatale noted that people were coming in with their social problems. "They are asking for assistance and I think that they partly or have not fully understood what our role is but we are taking note of their submissions and maybe we can direct their concerns to the relevant government departments," said Ms Vakatale.

Nationwide Anti-Litter Campaign For Fiji


The Department of Environment will launch a Nationwide anti litter campaign in November and citizens who are found not abiding by the rules will be fined heavy penalties ranging from $40 to $2500. Department of Environment director Jope Davetanivalu said that this operation is intended to address the issue of littering as it has become more of a social ill in the country. During a debrief following the JointOperation Litter Promulgation held last week, Mr Davetanivalu reminded the taskforce of the responsibility ahead and how important the exercise is towards addressing the issue of littering in Fiji. Mr Davetanivalu said that the taskforce has identified a number of individuals and industries that have been issued warnings because they continuously dump waste in rivers and dump heavy metals around the surroundings. Classic example is the Lodoni bus company and excessive oil spills in their garage which is considered to be harmful to the environment, Mr Davetanivalu said. Mr Davetanivalu has confirmed a team of environment officials will be visiting the bus company to talk with officials on ways of disposing these waste materials and be environmentally friendly. Towards the buildup of the National anti-litter campaign in November, the department will organise workshops to create awareness on the litter decree and educate enforcement officers on their roles towards enforcing relevant laws. The taskforce is adamant that through these operations, the general public will be educated of how we can keep Fiji safe and clean.

Yasawa High School Library Boosted By Visit


The Library Services of Fiji this week donated library books, tables and chairs to the Yasawa High School as part of its literacy program which is being conducted in rural schools around the country. Library Services librarian Taina Juta said that more than one thousand dollars worth of library assistance was given to Yasawa High School. Since taking over as the manager of this high school in 2008, this is the first time for such a visit by the Library Services of Fiji and we are so fortunate because literacy is an important part of education especially to rural school like ours said the Yasawa High School manager Mr Jone Toe. Mr Toe said that there are 125 students and 12 teachers at the school and the donation by the Library Services will surely benefit everyone. As a retired school teacher I know the importance of library books to childrens education at all levels like primary school, secondary schools and tertiary level. On behalf of all villages in the Yasawas and students and teachers of the school, we are very much thankful to government for this initiative.

Police Officers Awarded UN Medals


Thirty Fijian police officers in peacekeeping duties with the United Nations (UN) Mission in Liberia were awarded UN Service Medals. Fijis Police Commissioner Brigadier General Ioane Naivalurua and the Officer-in-Charge of the UN Police Commissioner's office, Sajjad Afridi was on hand at the ceremony in Liberia to award the officers. Fiji Police spokeswoman Ana Naisoro said Fiji's contingent became eligible for these medals having met the requirements of service in the field. In awarding the officers their medals, Afridi thanked the Fiji contingent for the dedication, commitment and integrity that Fijian peacekeepers have shown in Liberia since the mission first started in 2004. Commissioner Naivalurua thanked the officers on behalf of the Fiji government thanking them of enduring the hardships of being away from family and home in order to serve the country. Naivalurua will continue on to Juba in South Sudan to undertake a similar exercise in relation to Fiji's participation in the United Nations Mission in South Sudan.

"We are requesting the government to provide a franchise shipping services to the people of Yasawa like they have for Lau, Lomaiviti and Kadavu provinces," he said. "We are now using commercial boats for transportation because we don't have any other option." Malakati village headman Laisiasa Revaiwai echoed similar sentiments. Lautoka Yasawa district officer Ruth Atu said the government was doing its best to assist the islanders overcome the problem. "We are aware of the problems faced by the people of Yasawa and we have put forward a request to have franchise shipping in the islands," he said. "At the same time we have also discussed with a hotel operator in Yasawa for a commercial boat to assist the villagers. "A commercial boat is operating two days per week covering the area that used to be serviced by the Bawaqa." Mr Tui said some villagers paid more than $500 for transportation expenses from Yasawa-i-Rara to Lautoka. Investment To Create 200 New Jobs


Investment Fiji has approved a $100million worth application from an American company to start a waste management business in Viti Levu. This was confirmed by Investment Fiji chairman Adrian Sofield who said the investment should create about 200 new jobs. The proposal from the company is to collect rubbish across the country, which includes villages and rural areas. Mr Sofield said the company would use incinerators and landfills only if they did not collect enough rubbish to burn. He added the company, which had been in the business for over 20 years in America and Mexico, would also generate gas from the rubbish and in turn produce electricity for their own use or for sale to the national grid. The investment proposal, Mr Sofield said, not only was environmentally friendly, technologically advanced but would also create awareness on waste management. The company is expected to sign a memorandum of understanding with the Lautoka City Council in the near future. Meanwhile, Investment Fiji chief executive Ravuni Uluilakeba said efforts were being made to increase local investments. Mr Uluilakeba said local investors comprised about 10 per cent of all investments in the country. Mr Uluilakeba said efforts to create a seamless process for foreign investors were being made. The tier one agencies Investment Fiji, Immigration Department, Fiji Revenue and Customs Authority and the Reserve Bank of Fiji were all now online. The next phase was to bring the tier two agencies such as the city councils, the iTaukei Land Trust Board, Lands Ministry and Fiji National Provident Fund online as well. These agencies' approvals are needed for investment proposals.

Airports Fiji Limited is banking on good weather to complete the proposed $1.8million upgrade of the Labasa airport. AFL general manager Lawrence Liew said they needed continuous good weather to ensure work was completed within the specified time. He said the company's project engineer and management visited the quarry where the raw material was sourced for resurfacing works. "We have hired a contractor, Road Sealing Services Limited, to carry out the project and it will be under the close supervision of AFL," Mr Liew said. "The contractor has already started to cart the equipment from Suva with the raw material parked next to the airport." He said work was expected to be completed by September 13. "With the completion of this upgrade works, customers can be assured of a trouble-free runway for at least a period of three years," he said. "AFL apologizes to all residents in Vanua Levu for the inconvenience caused but this re-texturing of the runway project must be necessarily carried out due to the fast deterioration of the runway surface."

Ambassador Teleni Presents Credentials In The Democratic People's Republic Of Korea


Fijis Ambassador to the Peoples Republic of China, HE Mr Esala Teleni recently presented his credentials to the President of the Presidium of the Supreme Peoples Assembly, HE Mr Kim Yong Nam, at the Mansudae Assembly Hall in Pyongyang City, DPRK. The Fiji Mission in Beijing is officially accredited to the DPRK. Following the presentation of credentials, President Kim Yong Nam, warmly congratulated Ambassador Teleni on his new appointment and extended his deep appreciation to the Government of the Republic of Fiji for its commitment and vision in developing the Fiji and DPRK bilateral relations to new heights. President Kim further informed Ambassador Teleni that Fiji is the first country in the Oceania/Pacific region to have its Ambassador to the DPRK an indication of goodwill to strengthen bilateral relations with the DPRK. President Kim stressed at the meeting that the DPRK is promoting relations of economic, social and political cooperation with different countries of the world under the ideals of independence, peace and friendship the cornerstone of the countrys foreign policy. He went on to highlight that the DPRK has been closely following developments in Fiji, most notably its recent admittance as a member of the Non-Alignment Movement (NAM) in for accepting Fiji as a sovereign state, culminating in the presentation of his credentials. He further acknowledged the support, hospitality and genuine friendship accorded to him and his team during his short visit to the DPRK. Ambassador Teleni also briefed President Kim on Fijis commitment to its Look North Policy, Fijis membership of NAM, Governments Roadmap to Democracy and to the upcoming General Election in 2014. He further highlighted that Fiji is pursuing a path of transforming its strategic international relationship based on the principles of respect for independency, sovereignty, non-interference, peace and partnership. In his closing remarks, Ambassador Teleni assured President Kim that he is looking forward to set up the necessary platform to foster and build mutual cooperation and confidence between DPRK and Fiji. Ambassador Teleni visited DPRK from August 20 to 24, 2012 and was accompanied by First Secretary, Mr Josefa Tuima. Apart from the presentation of credentials, Ambassador Teleni met with DPRKs Minister for Foreign Affairs, Vice Minister for Trade, Chief of Protocol and the External Affairs Committee/ DPRK Friendship Association in Pyongyang to explore potential areas for bilateral cooperation between Fiji and DPRK in future.

Youths present at the launch of the National Youth Day celebrations in the Northern Division were urged by the Minister for Youth and Sports, Viliame Naupoto to make submissions to the Constitutional Commission. The Minister added that he was proud to be given the responsibility to be Minister in charge of the young people of this nation as he believes that our youth have potential and through capacity building can effectively contribute to society. Need For New Pilots


Good news for local airmen and engineers as aircraft manufacturers Boeing releases a statement forecasting the need for hundreds of thousands of qualified professionals over the next two decades. A statement released by the world's biggest aero plane producer said an unprecedented growth in air travel in the Asia-Pacific region would see the need for 185,600 new pilots and 243,500 new technicians through to the year 2030. According to an aviation industry respected forecast, the 2012 Boeing Pilot and Technician Outlook said China would have the largest demand in the region with vacancies for 71,300 pilots and 99,400 technicians over the next 20 years. "This great need for aviation personnel is a global issue, but it's hitting the Asia-Pacific region particularly hard," said Bob Bellitto, global sales director, Boeing Flight Services. "Some airlines are already experiencing delays and operational interruptions because they don't have enough qualified pilots. "Surging economies in the region are driving travel demand. "Airlines and training providers need new and more engaging ways to fill the pipeline of pilots and technicians for the future." The Boeing outlook projects that North East Asia will need 18,800 pilots and 26,500 technicians over the next 20 years and South East Asia would require 51,500 pilots and 67,400 technicians. The Oceania region will need 12,900 pilots and 17,100 technicians and South West Asia will need 31,000 pilots and 33,100 technicians. "As an industry, we have to get the next generation excited about working in the field of aviation," said Mr Bellito. "We are competing for talent with alluring hi-tech, software and mobile companies and start-ups. "We're working hard to showcase our industry as a truly global, technological, multi-faceted environment where individuals from all backgrounds and disciplines can make a significant impact," Mr Bellitto said. Along with the increased need for pilots and maintenance technicians, Boeing also said the Asia Pacific region also led the demand for new commercial aircraft deliveries over the next 20 years, with 12,030 new aircraft needed by 2031.

"Our group aims to learn and share as much as possible about various development schemes and policies that can further indigenous culture and tourism which they can take back with them to Taiwan." It is no doubt that we have had the New Zealand media doing unbalanced and biased reporting towards Fiji, on more than a number of occasions. Fiji Eyes Agreement With UAE'S Airlines


The Fijian Prime Minister, Commodore Voreqe Bainimarama wants to discuss an open-skies agreement with United Arab Emirates (UAE) airlines that will open up South American nations to his country. In the first official visit by a Fijian premier to the Emirates, Commodore Bainimarama will hold five days meetings with various authorities. In Abu Dhabi, he will also open the first Fijian embassy in the region. The new Fijian Ambassador to the UAE, Robin Nair, said the Prime Minister hoped to hold talks on issues including military co-operation, education and political ties. The UAE is the hub of the Middle East, Mr Nair said. Politically, the UAE is perhaps the most stable Middle East country, including among Gulf States. Opening the first diplomatic representation in the Middle East is in conformity with Fijis new directions in foreign policy, which is to diversify and broaden international partnerships. The Foreign Ministers assistant for economic affairs, Khalid Ghanim Al Ghaith, said the UAE was keen to enter an Open Skies agreement with Fiji. This will boost the tourism sector in Fiji and increase connectivity between the two countries and sub regions Mr Al Ghaith said. With the policy in place, the UAE intends to link Fiji to countries in South America such as Chile, Peru or even Brazil, which will be of great benefit to both Fiji and the UAE. Mr Nair said the Fijian Government was interested in airline partnerships. We have spoken with Emirates and are also in talks with Etihad, he said. Theyre very close to circumnavigating the globe. Fiji needs more airlines to bring tourists and businesspeople, especially from newer markets such as from the Middle East and Europe. Both already fly into the region, with Emirates and Etihad flying into Australia, and Emirates into New Zealand. There are possibilities of negotiating piggybacking on to these services to fly in and out of Fiji, too. Mr Nair said Commodore Bainimarama also hoped to discuss visa rules between the UAE and Fiji. We encourage reciprocally supplying visas on arrival and we want to extend that to UAE citizens, he said. If an agreement is reached during the prime ministers visit next week it might be put into place immediately, Mr Nair said. Fiji is also keen to introduce a defence attach to the mission in Abu Dhabi, he said. The Fijian military has been in the region since 1978, taking part in peacekeeping missions. There is much scope for diversifying our cooperation and military training, and to find niche areas of cooperation and training of our military with the UAE Armed Forces, Mr Nair said. There is a lot of commonality in tradition between RFMF [Royal Fiji Military Forces] and UAE Armed Forces, both having been initially schooled in British traditions. We hope to attract a defence attach to be posted here to look after the needs of our troops in the region and also to establish relations with the well-trained UAE armed Forces.

Bua Port Goes International


The Cabinet approved the declaration of the Galoa Port in Bua province as a new sufferance port of call that can also accommodate international shipping vessels coming to Fiji, for the purpose of international trade. A sufferance port is one that is licensed and attended by Customs authorities. Cabinet has also agreed that the Galoa Channel be declared as a pilotage area. Cabinet based its decision on a submission by the Minister for Works, Transport and Public Utilities, Captain (N) Timoci Lesi Natuva. Galoa port is located half way between Labasa and Nabouwalu and it is connected through a feeder road to the Labasa Nabouwalu Highway. The port operator for the Galoa port is Aurum Exploration Limited (XINFA), the company which was awarded the contract to mine and extract bauxite in Nawailevu mining site in Bua for export purposes. The Minister said that the declaration of Galoa Port as a sufferance port of call and the Galoa Channel as a pilot area will also ensure that more safety measures are put in place in Galoa Bay as well as along the channel towards the port. These safety measures shall include ATONS (Aids to Navigations) as well as tug and pilot services to ensure the safety of vessels when entering or departing from the port, Minister Natuva said. He said that safety should always remain a paramount focus for any international port in Fiji so that international vessels can feel safe when coming to Fiji for international trade purposes. Five ports in Fiji have already been declared sufferance ports. They are Dravuni Wharf in Ono, Kadavu; Ellington Wharf in Ra; Denarau port in Nadi, Yasawa-I-Ra in Yasawa; and Nabouwalu in Bua. Seven ports that have already been declared as international port of call are: Suva Port, Lautoka Port, Levuka Port, Wairiki Port, Malau Port, Rotuma Port, and Savusavu Port.

Holding a general election will not solve Fiji's social and political problems, says former National Federation Party member Rajendra James. Mr James told the Constitution Commission in Lautoka that the government administration was doing a good job addressing the people's needs. "Having another general election will not make any difference right now for us. There are more important things that need to be addressed than holding a general election," said Mr James. "What Fiji needs at the moment is good education standard, infrastructure improvement and that is what the current administration is doing very well." Mr James said there was nothing wrong with the administration and that they should not be changed. "What is wrong with the current administration that has been looking after the affairs of Fiji for the past six to almost seven years? "They have given us the Old is Gold concept by providing our elderly citizens with meal vouchers, shopping vouchers and public transport allowance. "Schoolchildren are getting free bus fares and the Fiji Sugar Corporation is getting much-needed financial boost to help it get back on its feet. "Those people who were given the $86million responsibility to upgrade the four sugar mills are not talking right now. Where are they now? "What happened?" Mr James urged the commission to put together a roadmap that would assist the government. "The Constitution Commission has the powers to draw out a roadmap for Fiji but I still maintain Fiji does not need a general election at the moment," he added.

Two married men have been handed three-year jail terms by the High Court in Suva after being convicted of one count of abduction each. High Court judge Justice Paul Madigan ordered that Koseni Sausau, 33 and Semiti Ravai, 38 serve a 28- month term before they are eligible for parole. The incident happened in Nausori on October 17, 2009. The court heard that there was a dispute between the two accused and the victim who all worked together for the same company as to the use of $500 which had been misappropriated.

Jail Term For Abduction

Justice Madigan in passing the sentence said Sausau and Ravai allegedly forced the victim into their car before driving away. They allegedly dropped the victim off after assaulting him. In sentencing the two accused, Justice Madigan took into account the fact that the victim was taken away from his family during a religious celebration. He said both men took the law into their own hands. The court, after a two-week trial, found both the accused guilty of the offence and convicted them accordingly.

Can Fiji Navigate The Asian Century And An Anglosphere To Be The Singapore Of Pacific?
Continued From Last Week By Dr.Gopal Nair Thornleigh, NSW, Australia Third, a cacophony of paeans to Asian Century offers enormous opportunities and creates challenges for Fiji in equal measure. The strategic US response to the rise of Asia is expressed as a counter-assertion that it will also be Americas Pacific Century. The incumbent US administrations socalled pivot to Asia has highlighted the profound shifts in diplomatic and geopolitical alignments that have taken place since President Obamas came to power. The GFC crisis, the sluggish American economy and the Eurozone crisis stand in stark contrast to the steady dominance of Chinese and strengthening Indian economies. These economies are expected to become the largest and third largest economies, together with the US, within a decade in terms of PPP. Fiji has historical and cultural connections with these countries. It must set aside myopic policies and xenophobia in order to seize the opportunity for preferential trade arrangements with these emerging giants, where more than a third of humanity resides. The opportunities for two-way trade with these countries are enormous but it does not have to be at the expense of existing trading blocks in the Anglosphere. Fiji has recently shown clever management of its foreign affairs and it has the capacity to navigate both spheres of influence adroitly. By July 2012, to contain Chinese presence, the regional powers (Australia and NZ) had no choice but to restore diplomatic representation with Fiji after US had recognized Fijis strategic importance by pursuing a more independent policy. It had already opened up renewed dialogue with Fiji in October 2010. Without sacrificing its traditional friends in the Anglosphere, Fiji has already gone much further with its look north policy in terms of increasing its level of integration with Asia. This policy is not inconsistent with the aspirations of the preeminent regional power. Fourth, Fiji would not be wrong in positioning itself as a deliberate choice of an effective tax haven in the region. This could involve significant reforms and further tax incentives to lure foreign investments by: Capping personal and corporate income tax rate at 20% Taxation of all income derived entirely within Fiji Removal of capital gains tax on all assets except speculative land dealings Removal of any death duty or inheritance taxes Setting an appropriate threshold for investment and strengthening foreign investment guidelines to entice greater foreign investments Strengthening and modernizing banking, corporation and taxation legislations Establishing stringent prudential controls and independent oversight of financial markets Creation of a viable offshore financial centre by updating and strengthening of banking regulations, especially its secrecy provisions to guarantee security and confidentiality. Creation of a commercial environment free from corruption and abhorrence of fiscal crimes Fifth, to intensify nation-building efforts, Fiji must give hope and arrest the continued departure of its citizens to other countries. It has to find ways of incentivizing Fijis Diaspora to return and make a contribution to nationbuilding. Offers of dual citizenship, tax benefits and other fiscal incentives are helpful but leadership must provide certainty and lasting confidence that the country would not revert to vigilantism and lawlessness. Fiji needs to re-conceptualize its notion of citizenship away from the traditional view of the rights and obligations of the state and its citizenry towards a more nebulous and horizontal view of 21st Century citizens. It must accept global citizens live and work in environments mediated not only by the state but, increasingly, supranational entities, trans-national corporations, NGOs, NPOs and networks of civic organizations. To exercise their freedom and a sense of agency they must be empowered with education and technical skills to imagine the interdependency of a globalised world that offers great opportunities but demands even greater commitment to political, socio-cultural, economic or environmental obligations of the state. Sixth, to aspire to be a developed, free market, sophisticated economy Fiji has to have more than highly skilled workforce. It must have advanced infrastructure, low levels of taxation, corruption-free commercial environment, commitment to the rule of law, freedom of speech and good governance. Transparency International rates Singapore as one of the least corrupt nations and the business community regards its judicial system as the best in Asia, along with Hong Kong. Amnesty International reminds us of its mandatory death sentence for murder, drug trafficking and some firearms offences. It excoriates its lack of freedom of speech and restricted freedom of assembly requiring a police permit for gatherings of more than five people, and decries the fact that protests have to be confined to

a speakers corner. Surely these are matters for Singaporeans and western societies are hardly in a position to lecture. They are tainted by centuries of revolutions, wars, organized violence, exploitation of other countries, slavery and racism. Since 9/11, many western countries have introduced draconian terrorist laws that impinge on the rights of their citizens and free movement of people. The notion that rich western nations have all the answers to or will solve all global problems is a fallacy. To succeed, Fiji must chart its own destiny, aim to be the standard bearer in the Pacific so it can become the poster boy for decency that it once was. In sum, it took some three decades for Singapore to uproot its past and turn itself into a vibrant, highly developed, modern economy that is the envy of the world. It is the second freest economy in the world with AAA credit rating. As a leading financial centre it is ranked fourth and it is also the fourth largest foreign exchange trading market after London, New York and Tokyo. It justifiably boasts the highest level of income equality in the developed world, with most number of millionaires. These statistics account for its stability despite being a hybrid culture where major ethnic groups enjoy religious freedom and retain their four languages as official. Its other achievements are too numerous to mention here but one fact remains indisputable: Singapores successes are directly related to its valorization of education and meritocracy. There is no better example for Fiji to emulate and there is every reason for it to learn from the successes of this tiny Asian giant killer. Swimming is a lot of fun, but drowning is a real danger. Approximately 80 people die every year in British Columbia as a result of drowning. Drowning can happen fast, sometimes in less than 2 minutes after a persons head is under water. Many drownings and near-drownings occur accidentally and accidents can happen anytime. Swimming and other water related activities are a great way to stay active throughout the summer, said Marcus Lem, Medical Health Officer, Fraser Health. However, its important to be aware of ways to prevent injury, drowning or recreational water-borne illnesses. Some pools, hot tubs and even lakes can contain bacteria that can make you sick. You should avoid swallowing water or entering the water if you have an open wound or an infection to reduce your risk. Some beaches in the area may be affected by Swimmer's Itch, which is caused by a waterborne parasite. It can result in a temporary skin rash. Affected beaches will have signs posted advising of the issue and providing information on avoiding the problem. Rest assured - swimmer's itch is considered more of a nuisance than a health hazard. Fraser Healths environmental health officers inspect, and approve commercial and public pools and hot tubs regularly for public safety. They also monitor recreational beaches during the swimming season. Children require constant supervision around pools. A child can drown in seconds in only a few inches of water. Never swim farther or in deeper water than you can handle. Never dive into unknown water. Underwater objects may appear deeper than they are. If you own a pool, install a fence around the pool with a gate that cannot be opened by a child. Also child proof or lock doors that open directly to a back yard pool area. Learn life saving techniques including artificial respiration at your local community centre or pool. Some things Environmental Health Inspectors look for at pools and hot tubs: Pool water is free of total coliforms and Pseudomonas (soo-doh-MOH-nas) bacteria (Pseudomonas can cause an itchy rash & ear infections). That the operator is maintaining a record of chlorine and pH readings. That there is a first aid kit and a working telephone on site. That the water is not murky or cloudy. That depth markings are visibly marked on the side of the pool. That the physical pool structure is well maintained.

Neil Armstrong, First Man On The Moon, Dead At 82


As commander of the Apollo 11 mission, Armstrong became the first human to set foot on the moon on July 20, 1969. As he stepped on the dusty surface, Armstrong said: Thats one small step for (a) man, one giant leap for mankind. Those words endure as one of the best known quotes in the English language. A bit of controversy still surrounds his famous quote. The broadcast did not have the a in one small step for a man... He and NASA insisted static had obscured the a, but after repeated playbacks, he admitted he may have dropped the letter. Repeated attempts have been made using modern acoustic equipment to search for the missing letter, with one Australian scientist claiming to have found it. Armstrong has expressed a preference, however, that written quotations include the a in parentheses. The Apollo 11 astronauts euphoric moonwalk provided Americans with a sense of achievement in the space race with Cold War foe the Soviet Union and at a time when Washington was engaged in a bloody war with the communists in Vietnam. Neil Alden Armstrong was 38 years old at the time and even though he had fulfilled one of mankinds age-old quests that placed him at the pinnacle of human achievement, he did not revel in his accomplishment. He even seemed frustrated by the acclaim it brought. I guess we all like to be recognized not for one piece of fireworks but for the ledger of our daily work, Armstrong said in an interview on CBSs 60 Minutes program in 2005. He once was asked how he felt knowing his footprints would likely stay on the moons surface for thousands of years. I kind of hope that somebody goes up there one of these days and cleans them up, he said. A VERY PRIVATE MAN James Hansen, author of First Man: The Life of Neil A. Armstrong, told CBS: All of the attention that ... the public put on stepping down that ladder onto the surface itself, Neil never could really understand why there was so much focus on that. The Apollo 11 moon mission turned out to be Armstrongs last space flight. The next year he was appointed to a desk job, being named NASAs deputy associate administrator for aeronautics in the office of advanced research and technology. Armstrongs post-NASA life was a very private one. He took no major role in ceremonies marking the 25th anniversary of the moon landing. Hes a recluses recluse, said Dave Garrett, a former NASA spokesman. Howard Hughes had nothing on him, he said, speaking of the exceedingly private aviator. Hansen said stories of Armstrong dreaming of space exploration as a boy were apocryphal, although he was long dedicated to flight. His life was about flying. His life was about piloting, Hansen said. He left the National Aeronautics and Space Administration (NASA) a year after Apollo 11 to become a professor of engineering at the University of Cincinnati.

Toxic chemicals linked to asthma and birth defects have been discovered in children's vinyl back-to-school supplies, a new report claims. Seventy five per cent of children's school supplies tested in a laboratory had elevated levels of toxic phthalates, including popular Disney, Spiderman, and Dora branded school supplies, vinyl lunchboxes, backpacks, threering binders, raincoats, and rainboots, according to the report, Hidden Hazards: Toxic Chemicals Inside Children's Vinyl Back-to-School Supplies. "We found elevated levels of toxic phthalates widespread in children's school supplies. These chemicals, manufactured by Exxon Mobil, have no place in children's school supplies." Mike Schade from the Center for Health, Environment & Justice (CHEJ) and the author of the report, said in a statement. "While phthalates are banned in children's toys, similar safeguards don't exist to keep them out of lunchboxes, backpacks and other children's school supplies." Tiger Mauls Zookeeper To Death


A Siberian tiger has attacked and killed a female keeper at a zoo in Germany. It seems an unlocked gate at Cologne Zoo allowed the tiger, Altai, to get out of its pen and into a store, where it attacked the zookeeper. The zoo's director then shot the animal through a skylight in the store, before it could go further and get into public areas. "We cannot yet explain how the keeper could make such a fatal mistake (of failing to close the gate)," zoo director Theo Pagel said. "I shot and killed the animal so that we could enter... and take a look. But the employee was already dead." Police briefly cleared the area as a precautionary measure though officials said the public was never in any danger. Both the tiger and the zookeeper were killed. The zoo, which later reopened for visitors, said in a statement the keeper had been experienced in working with tigers. She died of her wounds in the cage, not after being taken to hospital as earlier reported. It is not the first time this year that an animal has escaped from a zoo in Germany. In July, five chimpanzees got over a fence in Hanover. In that case though, they were recaptured before anyone was hurt. An animal rights group said the death of the keeper should force the government to reconsider how zoos operate. "Tragedies like this can only be prevented in the future if people stop considering as recreational fun the locking up of wild animals that have a desire for freedom," said Peter Hoeffken, a zoologist from PETA (People for the Ethical Treatment of Animals). Cologne Zoo in western Germany, founded in 1860, is one of the oldest and best-known in the country.

A strong magnitude-7.4 earthquake struck off the coast of El Salvador followed an hour later by a magnitude-5.4 aftershock, authorities said early Monday. There were no immediate reports of damages or injuries. A tsunami warning was put into effect for Costa Rica, Nicaragua, El Salvador, Honduras, Guatemala, Panama and Mexico after the quake struck at 10:37 p.m. Sunday. The warning was later rescinded. David Walsh, an oceanographer with the Pacific Tsunami Center in Ewa Beach, Hawaii, said a minor, 10-centimetre tsunami was registered off Acajutla, El Salvador. World's Oldest Person Celebrates 116Th Birthday


Besse Cooper - the world's oldest living person, according to Guinness World Records - celebrated her 116th birthday. The super centenarian from Monroe, Ga., had a bridge dedicated in her honour on her special day and a Guinness official presented her with a plaque. "The older she has gotten the more wittier she has gotten," her son Sidney said at the ceremony, reports the Walton Tribune. Cooper is among eight people who've ever lived to 116 years old. Guinness officially recognized the petite white-haired senior as the world's oldest person in January 2011. She'd briefly lost the title after officials discovered a Brazilian greatgrandmother Maria Gomes Valentim was more than a month older, however she died in June. Cooper was born in Tennessee in 1896 and moved to Monroe during the First World War to search for work as a school teacher. She married her late husband Luther in 1924 and they had four children. She has 12 grandchildren and more than a dozen great- and great-great grandchildren. She credits her longevity to a healthy diet. "I mind my own business and I don't eat junk food." The oldest person to ever live was Jeanne Louise Calment, of Arles, France, who lived to the ripe age of 122, according to Guinness records.

One of Australia's first coins has broken a record at an auction in Melbourne. Healy says coming-of-age cougars often end up where they shouldn't after being chased out of a territory by adults.

Guests at Harrah's reported seeing the 45 kilogram cat trying to walk into the casino. When the animal couldn't negotiate the revolving door, it hid under an outdoor stage in a nearby plaza. State wildlife officials tranquilized the roughly 2-year-old cat and plan to release it into the wild after tagging it for participation in a University of Nevada, Reno study. No injuries were reported.

Hertz is one step closer to its longawaited prize. More than two years after its original bid, it agreed to buy Dollar Thrifty Automotive Group Inc. for about $2.3 billion, giving it more ways to attract travelers and expand its international presence. At $87.50 per share, the deal is worth far more than any of Hertzs previous bids and about 8 per cent higher than Dollar Thriftys closing price last Friday. Nothing will change immediately for consumers. Travelers that rent through Dollar Thrifty will still visit that counter for service. In the long run, prices in many markets will almost certainly rise as the two companies streamline their operations. Media reports had said last week that Hertz Global Holdings Inc. of Park Ridge, N.J., was considering a new bid for Dollar Thrifty, a Tulsa, Oklahomabased company it had pursued for two years. The push-and-pull between two of the nations largest car rental companies started in 2010. Avis Budget Group was also in the mix, pursuing a bid for Dollar Thrifty for more than a year. Avis dropped its bid nearly a year ago citing market conditions. Then, in October of last year, Hertz dropped its bid, too. But Dollar Thrifty didnt trust that the years of attempts were over. In February, it extended its shareholder rights plan known as a poison pill a maneuver designed to deter any unsolicited attempts to take over the company through May 2013. Six US Army soldiers and three Marines escaped criminal charges but received administrative punishments for mistakenly burning Qurans and urinating on the corpses of Taleban insurgents in Afghanistan, US military officials said. The two incidents, revealed earlier this year, hurt relations with Afghans. US military leaders widely condemned the incidents. He used a burner on the electric stove to light a cigarette, but when a plastic kettle caught alight Clark didn't stop the blaze which destroyed most of Hamilton Wiseman's family home. Justice Margaret Nyland described Clark's actions that night as "bizarre" when jailing him on Tuesday for life with a non-parole period of 21 years. "What makes them all the more inexplicable is the fact that prior to that night, you appear to have had a reasonably good relationship with Mr Wiseman," she said in the South Australian Supreme Court. Clark, 41, pleaded guilty to arson and to the stabbing murder of Mr Wiseman at his home at Marino on April 16 last year. Weeks earlier, Clark broke up with Mr Wiseman's stepdaughter after their relationship was partly affected by his drinking.

Trial In 2013 For Couple Accused Of Ruining Holidays


A couple who allegedly ruined Kiwis' holidays to Fiji will stand trial next year. Anita Cranston appeared at the Auckland District Court today. Her partner Craig Mudgeway was excused from attending because of health issues. The pair face four charges of obtaining $2225 from an Australian Company and another 23 other charges of a similar nature relating to other complainants. It is understood the pair allegedly took bookings for a holiday home in Fiji and kept deposits from customers who couldn't stay there. According to police charge sheets, Mudgeway and Cranston took the money from an Australian-registered company called Your View or Mine. The pair has been remanded on bail until October for a pre-trial application hearing.

Clark then went to a clinic for treatment and detoxification, revealing suicidal and homicidal feelings towards those who had harmed him as a child. He was detained under the Mental Health Act but the order was revoked on April 16 after he denied intending to act on the threats and was assessed as not requiring psychiatric help. After drinking alcohol, Clark caught a taxi to the Marino home, telling the driver he was going to kill four people that night. "... as it happened, four people, including your former girlfriend, usually lived in the Marino house," the judge said. But Mr Wiseman, who was asleep in his bedroom, was the only person home. Clark stabbed him in the chest and throat, using a knife from the kitchen.

He told police he then sat down and drank some wine as he waited for the others to come home as he intended killing them too. The judge told Clark the crime was particularly violent and was committed for no reason against a man who had never done anything to him. She noted at some time before the fire started, Clark phoned police confessing he had killed someone. "It is clear that Mr Wiseman was not only a much-loved and valued member of his family, he was also a wellknown and respected figure in the wider community, who brought joy to many through his musical and theatre activities. "In addition to depriving this family of a loving husband and father, you also destroyed the place which was their family home for nearly 40 years."

An estimated 27,000 B.C. government workers will stage a one-day strike next Wednesday, officials with three public sector unions announced Wednesday. The job action by members of the B.C. Government and Service Employees' Union, the Professional Employees Association and the Canadian Office and Professional Employees Union is the latest move in the ongoing contract disputes between public sector workers and the provincial government. The strike is expected to affect 1,785 worksites, including liquor stores, courts, corrections, social workers, child protection and ICBC offices in 153 communities across B.C., but the unions say essential services will be maintained. The action will be the latest in a series of one-day strikes staged by the BCGEU around the province this summer. Wage increases at centre of dispute The BCGEU has been without a contract since March 31 and is seeking a 3.5 per cent wage increase this year and a cost of living increase next year. The province has offered a wage increase of 3.5 per cent over two years but the union rejected that offer, saying

Canadians Optimistic About Job Security, Poll Finds

Results come despite lingering economic uncertainty and high unemployment rate A new Labour Day survey suggests Canadians are more optimistic this year about their job security as well as hiring and growth prospects at their companies and many expect a raise. The Bank of Montreal poll finds nearly two-thirds, or 64 per cent, of respondents are comfortable with their job security. The survey suggests 41 per cent believe their company is growing and will be hiring. Both measures are up 13 percentage points from the number of employees who expressed confidence last Labour Day. And 39 per cent expect a promotion or raise this year, up 11 percentage points from last year. The results come despite lingering economic uncertainty, a still high unemployment rate and a disappointing report showing the economy shed jobs in July. Albertans most optimistic The Canadian economy shed a surprisingly steep 30,400 jobs last month, which pushed the unemployment rate up a tenth of a point to 7.3 per cent. It was the first major hit in nearly a year for what had been a mostly positive employment record. And the economy has been growing at a rate below two per cent since last fall. But Canadian workers are relatively well-off compared to their American and European counterparts, as the Canadian unemployment rate is one percentage point lower than in the U.S. and four percentage points lower than in the eurozone, said BMO senior economist Sal Guatieri. "Canadian job security is fairly good, with our 7.3 per cent unemployment rate below historic norms," he said. "Canadians should expect wages to rise modestly faster than inflation, supporting household purchasing power, with the strongest gains in Alberta and Saskatchewan," added Guatieri. Meanwhile, 22 per cent of respondents to the BMO survey said they expect their company will be downsizing and laying off employees, while 24 per cent expressed concern about their job security. Another one-in-five said they felt they were working in a "dead-end" job, indicating that their company would not be in a position to dole out promotions, raises or bonuses. By region, respondents in Alberta were most optimistic, with 60 per cent feeling their employer will hire this year. Atlantic Canadians were most likely to believe their company would lay off employees, with 28 per cent expressing that sentiment. The survey was completed online from July 31 to Aug. 3 by Pollara Strategic Insights, with a sample of 1,000 Canadians. A probability sample of the same size would yield a margin of error of plus or minus 3.1 per cent 19 times out of 20. Non-union workers Earlier this week, a survey report by global business consultancy Mercer suggested non-union workers across Canada can expect wage increases of 3.2 per cent on average next year. The projected wage increases would match actual increases in base pay reported for 2012. They would also be up slightly from the average of three per cent in 2011 and 2.9 per cent in 2010. but he never felt that she was a threat to anyone on the aircraft. Wright says the 69-year-old Zimmer started feeling better after he was given some oxygen, but Sensenberger was still upset and the couple was fighting with each other over Zimmers condition. Sensenberger, who is 23, was charged endangering the safety of the aircraft and causing a disturbance and was scheduled to make a court appearance in Saskatoon. No one was injured in the incident and police say the safety of the aircraft was not compromised.

The family of a man charged with street racing who allegedly caused the death of an 83-year-old man is speaking out about how the accusations have shattered their lives. This week 28-year-old Gurjit Dhillon appeared in provincial court on a charge of dangerous operation of a motor vehicle causing death for the 2009 Surrey crash. The Crown alleges he was racing his black Corvette against a yellow Corvette when he lost control and struck victim Pritam Benning as he sat at a bus stop. The great-grandfather lost his legs below the knees and died in hospital five days later. While Dhillon is not allowed to speak to the media until his trial is over, his wife Mamta wanted to speak out because she fears her husband has already been convicted in the public's mind. "It seems like everyone just sort of put this label on him of a street racer, although nothing has been concluded. Fire tore through a cedar mill in Maple Ridge, B.C. early Sunday morning, destroying the facility and throwing dozens of employees out of work in yet another mill blaze in the province this year. A lone security guard at the Waldun Forest Products mill reported the fire to authorities when it broke out shortly after midnight. Dozens of firefighters fled to the scene, but the mill was quickly engulfed in flames. Flames shot as high as 30 metres, and firefighters were still putting out hotspots 12 hours after the blaze began. On Sunday, images from the scene showed the charred, smoking wreckage that was left behind. No injuries were reported. Early estimates put damage at $1 million. After a fire at the site in 1985, workers were back on the job in a matter of weeks. The damage is so extensive after Sunday's blaze that it is unclear when the mill will reopen. "I don't know what I will do now," Jasveer Dhaliwal, who has worked at the mill for 22 years, told CTV British Columbia.

The cause of the blaze is not yet known. Officials from the Maple Ridge fire department and WorkSafe BC are investigating. "It's not something we're pursuing as a suspicious fire," said Mark Smitton, assistant fire chief in Maple Ridge. The blaze is another setback for B.C.'s mills, which have been plagued by fires this year. In January, an explosion destroyed the Babine Forest Products mill in Burns Lake, leaving two people dead. Four months later, two workers were killed in an explosion and fire at the Lakeland mill in Prince George. The incidents sparked a safety crackdown by the province, which ordered mills to rid their facilities of sawdust problems. Investigators speculated that sawdust may have been a factor in the earlier fires and explosions. Kirk Nagy, a partner in Waldun Forest Products, which is one of largest makers of roofing and siding, said the facility has "the best crew in the industry." Nagy said the crews have regular meetings about safety.

He works as an electrician and was driving his brother's car when the crash occurred. Counsel confirmed that Dhillon tried to help Benning at the scene and called 911. A recording of the call is expected to be played in court Monday. Mamta said the entire family has grieved Benning's death for three years and that Dhillon carries a reminder of the fatal crash with him everyday. "He's got a tattoo on his forearm of Mr. Benning's name, the date of when it happened and the fact that that's when life changed. It's a reality of our life," she said.

Twenty two people - 15 in B.C. and 7 in Alberta - have fallen sick after eating Daniella brand mangoes. The mangoes, which were imported from Mexico, were sold as individual fruit with a sticker bearing PLU# 4959 at various stores between July 12 and August 14. Eat these heart-healthy foods, which research suggests can help improve your heart health.

1. Yogurt

Research shows yogurt may protect against gum disease. Left unchecked, gum disease may elevate a persons risk for heart disease. Researchers from Japan analyzed dietary intakes from nearly 1,000 adults and found those who consumed the highest levels of dairy specifically yogurt and yogurt-type drinkshad the healthiest gums. Their report, published in the Journal of Periodontology, credits probiotics (a.k.a. good bacteria) as one possible champion of gum health. Experts believe that probiotics may help to counter growth of the unfriendly bacteria in the mouth. Probiotics are live active cultures used to ferment foods, such as yogurt and kefir (fermented milk), and studies suggest that they may improve digestion and boost immunity too. As for gum health, its not yet clear how much yogurt (or other fermented dairy foods) one needs to consume to reap the benefits, says Yoshihiro Shimazaki, D.D.S., Ph.D., of Kyushu University, the studys lead author.

People who eat plenty of whole grains tend to be leaner and have a lower risk of heart disease than those who dont. This is probably because whole grains contain antioxidants, phytoestrogens and phytosterols that are protective against coronary disease. The fiber in whole grains also has its benefits: various studies link a highfiber diet with a lower risk of heart disease. In a Harvard study of female health professionals, people who ate a high-fiber diet had a 40 percent lower risk of heart disease than those who ate a low-fiber diet. Aim to include plenty of foods that are rich in soluble fiber, which, studies show, can help lower bad LDL. Soluble fiber binds bile acid, a key component in fat digestion that our bodies make from cholesterol. We cant digest fiber, so when bile acids are bound to it, they get ushered out of the body as waste. This causes the body to convert more cholesterol into bile acids, which ultimately has the effect of lowering circulating cholesterol levels. Foods high in soluble fiber include oatmeal, barley, beans, okra and eggplant, and citrus fruit, such as oranges.

The Kuna drink plenty of a beverage made with generous proportions of cocoa, which is unusually rich in flavanols that help preserve the healthy function of blood vessels. Maintaining youthful blood vessels lowers risk of high blood pressure, type 2 diabetes, kidney disease and dementia. Some research also suggests cocoa may help lower blood pressure. It appears that a compound in cocoa, called epicatechin, boosts nitric oxide, a substance that has been shown to be crucial to healthy blood vessels. Plentiful levels of nitric oxide help keep blood pressure from climbing. Be sure to choose dark chocolate, ideally one thats 70 percent cocoa solids; milk chocolate lacks significant levels of epicatechin.

Method

Clean, de-vein and wash the prawns well. Drain thoroughly. Wash and dry parsley. Finely chop the parsley and keep aside. Place prawns, butter, garlic paste, parsley, mustard paste, lemon juice and freshly crushed peppercorns in a microwave bowl. Add salt and mix well. Easy Ways to Keep More of Your Money

The "normal spin" will get more water out of the clothes so they don't take as much time in the dryer. -One washing machine manufacturer used to make a tub with a removable agitator, to make it easier to wash bulky items like pillows, bedspreads, etc. My neighbor had one. Unfortunately, I don't remember which maker it was, but you can ask when you're shopping for a new washer. That will save you $40 or more, every time your bedspread needs to be cleaned! -Store your clothes properly. Mothproof your woolens when you pack them away for summer. Hang out-ofseason clothes in the closet in another room, or fold them neatly to store in boxes in the attic. Swap them out when the seasons change. Having only that season's clothes in your closet will give you more room so the clothes aren't wrinkled by being crowded, and will also make it easier to find the clothes you want to wear. -If you have talent, sew your own things. Start with Halloween costumes and work up from there! Don't be afraid to negotiate for a better price. (I know a woman whose husband is a millionaire many times over. Whenever and wherever she shops, she asks for a 20% discount, telling them her husband won't allow her to buy anything that's not on sale for at least 20% off. Most of the time, they say yes!) Visit the charity and consignment shops for bargains. -Wash certain items at home and avoid professionally dry cleaning them IF the fabric can be washed. Read care tags carefully! Many items that say dry clean or hand wash can be carefully washed at home and dried on a drying rack. In fact, if you have beaded sweaters with sequins, etc., they will look better if hand washed, because often the dry cleaning solution will discolor sequins. Of course, you won't find that out until it's too late! -Wash "delicates" in the washing machine by placing them in a lingerie bag to protect them. These can be bought in the laundry good section of places like Wal-Mart. I have some beautiful lace ones that I bought in a department store many years ago, and I wish I could find more like them. Also, General Electric makes a washing machine with a "mini-basket" that is great for washing

Never, never buy clothes on impulse, or you've lost the chance to buy it on sale. -When buying expensive items, such as prom gowns, ball gowns, or cocktail dresses, avoid the latest trends and shop for classic items that will never be out of style. You can change the look with a change of accessories. And the people you meet at the next duty station won't know you've already worn it 4 times! To help you remember which dress you wore for which occasion, take a 3x5 index card, punch a hole in the corner so it will slip over the hangar, and each time you wear the dress, make a note of the date and the occasion so you'll know whether you've worn that dress in front of the same group before. -Don't buy more clothing than you really need in a season. Kids have a way of outgrowing things, and it's a lot cheaper to wash more and buy less. Often, kids will outgrow clothes before they wear them out. This makes garage sales and the Thrift Shop on base or other second-hand store great places to shop for kids' clothes. -Coordinate your clothes. This is easy with uniforms. With civilian gear, stick to a few basic color combinations. This makes packing for travel much more efficient, too. -Wear work clothes when you work, sports gear for play and more expensive dress clothes only for special events. Many a good shirt has been ruined by gardening, painting, working on the car, or cooking in it. Sometimes the trick to this is remembering to change clothes when you change activities. When you finish your errands and start to do chores around the house, change

into "chore clothes" and save the "errand clothes" for next time. -If it's not quite right, always return or exchange it. If you'll never wear it because it just doesn't look right to you, it wasn't a bargain. Get your money back to spend on something you feel confident in. -When you're shopping at a sale, don't buy an item one size too small because they don't have your size, thinking you'll lose weight to make it fit. That rarely works, and you've wasted your money. Buy only what fits now. Then, when you lose the weight, reward yourself with something new (on sale, of course). -Take advantage of sales to stock up on items you need on a continuing basis. This applies to "staples" like socks, sneakers, underwear, sleepwear, etc., not fashion goods. -When is a sale really a sale? Because of the high mark-up on consumer goods, you should demand a minimum of 25 - 30% off. Personally, I don't get interested until items are at least 40 - 50% off. Of course, that means the selection isn't as great, and it may take more time to find all the pieces you need to complete the outfit, so you have to shop carefully. But if you follow the suggestions above about classic styles and coordinating colors, you may already have pieces in your wardrobe that can be worn with the item on sale. If you buy an item thinking it will match something you have at home, and discover that it doesn't, don't be embarrassed to return it, but do so in a reasonable time. What Is Bullying?

Most kids have been teased by a sibling or a friend at some point. And it's not usually harmful when done in a playful, friendly, and mutual way, and both kids find it funny. But when teasing becomes hurtful, unkind, and constant, it crosses the line into bullying and needs to stop. Bullying is intentional tormenting in physical, verbal, or psychological ways. It can range from hitting, shoving, namecalling, threats, and mocking to extorting money and treasured possessions. Some kids bully by shunning others and spreading rumors about them. Others use email, chat rooms, instant messages, social networking websites, and text messages to taunt others or hurt their feelings. It's important to take bullying seriously and not just brush it off as something that kids have to "tough out." The effects can be serious and affect kids' sense of self-worth and future

Unless your child tells you about bullying or has visible bruises or injuries it can be difficult to figure out if it's happening. But there are some warning signs. Parents might notice kids acting differently or seeming anxious, or not eating, sleeping well, or doing the things they usually enjoy. When kids seem moodier or more easily upset than usual, or when they start avoiding certain situations, like taking the bus to school, it might be because of a bully. If you suspect bullying but your child is reluctant to open up, find opportunities to bring up the issue in a more roundabout way. For instance, you might see a situation on a TV show and use it as a conversation starter, asking "What do you think of this?" or "What do you think that person should have done?" This might lead to questions like: "Have you ever seen this happen?" or "Have you ever experienced this?" You might want to talk about any experiences you or another family member had at that age. Let your kids know that if they're being bullied or see it happening to someone else it's important to talk to someone about it, whether it's you, another adult (a teacher, school counselor, or family friend), or a sibling.

Ovarian Cancer - What You Need To Know


Risk factors
Anything that increases your odds of contracting a disease is considered a risk factor for it. Interestingly, some women with few risk factors may contract ovarian cancer, while other women with more risk factors may not. The fact of the matter is that ALL women, simply because they are women, are at risk for developing ovarian cancer. Therefore, all women should be on guard for its symptoms, which may be vague at first but typically increase in severity as the disease progresses. Until there are accessible, accurate, early-stage diagnostics for ovarian cancer, knowing what one's own risk factors are and being aware of and vigilant for its symptoms are a woman's only defenses. The greatest hope of surviving ovarian cancer comes with early detection. Pap tests DO NOT detect ovarian cancer. Women at every risk level should insist on being screened regularly, even though there is room for considerable error with current screening methods such as transvaginal ultrasonography, rectovaginal pelvic examination and genetic testing for BRCA mutations. Risk factors for certain types of ovarian cancers can include: Having a personal or family history of ovarian cancer, breast cancer or colorectal cancer. According to the American Cancer Society, up to 10% of ovarian cancers result from an inherited tendency to develop the disease. Mutations in BRCA1 or BRCA2 genes can predispose a woman to develop breast or ovarian cancer. Colorectal cancer also carries a genetic component which may increase a woman's risk for ovarian cancer. The younger you or your family members were at the time of diagnosis, the higher your risk for developing ovarian cancer. Being post-menopausal. Most ovarian cancers develop after a woman has entered menopause, with the majority of cases being diagnosed in women age 65 and up. However, ovarian cancer can strike at any age. Being obese. A study by the American Cancer Society correlated a higher rate of ovarian cancer deaths in obese women, with the highest death rates among women who were the most obese. Experiencing undesired infertility or using fertility drugs. Women who have not had children or who have used fertility drugs to achieve pregnancy seem to have a higher risk of developing ovarian cancer than women who have had children, women who breastfed and women who have used oral contraceptives. reducing one's risk of developing the disease. Oral contraception. Women who have used birth control pills for 5 or more consecutive years reduce their risk of developing ovarian cancer; their risk continues to drop the longer birth control pills are used. Having one or more children, particularly before age 25, and breast feeding may decrease one's risk of developing ovarian cancer. Surgical prevention. For women who are at particularly high risk for ovarian cancer and who are outside of their reproductive years, certain surgical procedures such as tubal ligation (tying the fallopian tubes), hysterectomy (removing the uterus) and oophorectomy (removing the ovaries) can greatly reduce the relative risk of developing ovarian cancer. However, all surgical procedures carry risks and should be discussed in full with one's physician. Diagnosis How is ovarian cancer diagnosed? Unfortunately, 77% of ovarian cancer cases are diagnosed in an advanced stage, primarily because symptoms that present in the early stages of the disease are often subtle, misinterpreted, inconsistent or ignored. Even routine pelvic exams are unlikely to detect ovarian cancer when it is most treatable before it has spread beyond the ovaries. The sooner ovarian cancer can be correctly diagnosed, the greater a woman's chances are of surviving it. Ovarian cancer may be uncommon, but it is especially deadly. That's why it is so important for women to be aware of the symptoms and keen to their possible presence at all times. Screening tests. Scientists and researchers continue to pursue reliable screening methods for the early detection of ovarian cancer. At present, there are a number of tests available that may be of some benefit to women at particular risk for the disease: Pelvic exam. Even though a pelvic exam is unlikely to reveal early forms of ovarian cancer, it can still be a useful tool for helping doctors detect variations from baseline conditions. Therefore, it is highly recommended that women age 18 and up have mandatory annual vaginal exams and that women age 35 and up have annual rectovaginal exams (in which the physician palpates the rectum and vagina simultaneously to detect abnormal swelling and tenderness). Transvaginal sonography. Usually performed as a precaution among women at high risk for developing ovarian cancer or after a woman has an abnormal pelvic exam, this imaging technique uses an ultrasound instrument placed in the vagina. While more helpful than pelvic exams or CA125 blood tests alone, the transvaginal ultrasound is limited in its ability to detect cancer early on. CA-125 test. This blood test measures levels of CA-125, a blood-borne protein produced by some ovarian cancer cells and by other non-cancerous conditions. Because this blood test may yield elevated (positive) results in the presence of non-cancerous conditions as well, it has a limited capacity for detecting early-stage ovarian cancer. If preliminary screening methods suggest the presence of ovarian cancer, your healthcare provider may recommend conducting a CT scan, X-ray or biopsy to confirm results. Stages of ovarian cancer Ovarian cancer is classified in chronological stages I through IV. Each stage can then be further classified into sub-categories. Should you be diagnosed with ovarian cancer, your doctor will be your best resource when it comes to understanding the full categorization and classification of your cancer. The following chart provides an overview of the four basic stages of ovarian cancer: Stage I. Ovarian cancer is confined to one or both ovaries. Stage II. Ovarian cancer has spread to other locations in the pelvis, such as the uterus or fallopian tubes. Stage III. Ovarian cancer has spread to the lining of the abdomen (peritoneum) or to the lymph nodes within the abdomen. This is the most common stage of disease identified at the time of diagnosis. Stage IV. Symptoms of ovarian cancer What makes ovarian cancer so unspeakably dangerous is that it is hardest to detect in its early stages. Alzheimer's Hits Women More Severely Than Men, Even When Both Are In The Same Stage Of The Disease.
Researchers from the University of Hertfordshire discovered that men with Alzheimer's consistently performed better than their women counterparts, across the five cognitive areas they examined. Most remarkably, the verbal skills of women with Alzheimer's are worse when compared to men with the disease, the Journal of Clinical and Experimental Neuropsychology reports. Researchers led by Keith Laws, professor of psychology at Hertfordshire, completed a metaanalysis of neurocognitive data from 15 published studies, which revealed a consistent male advantage on verbal and visuo-spatial tasks, and tests of both episodic and semantic memory. Episodic memory is our ability to recall specific events of our past, accompanied by the feeling of remembering. Semantic memory is the other knowledge that we acquire which is purely factual without any personal feeling or history attached, according to a Hertfordshire statement. "Unlike mental decline associated with normal aging, something about Alzheimer's specifically disadvantages women. There has been some previous, but limited, evidence that women with Alzheimer's deteriorate faster than men in the earlier stages of the disease," said Law. Further analysis of the study data showed that age, education level and dementia severity did not explain the advantage that men with the disease have over women with the disease. Alzheimer's disease, which damages memory, thinking, behaviour and emotion, is the most common form of dementia affecting 30 million people worldwide, with 4.6 million new cases being added every year.

Thirty minutes of daily exercise provides an equally effective loss of weight and body mass as does a 60-minute routine, according to a Danish research. Forty percent of Danish men are moderately overweight. For 13 weeks, a research team at the Faculty of Health and Medical Sciences of the University of Copenhagen followed 60 heavy but healthy men in their efforts to get into better shape. Half of the men were set to exercise for an hour a day, wearing a heart-rate monitor and calorie counter, while the second group was to exercise for

Hangal passed away Sunday morning after prolonged illness aggravated by a recent hip fracture. He was 97. Although Bollywood took to Twitter to mourn his death, very few from tinsel town attended Hangal's last. They included Raza Murad, Rakesh Bedi, Ila Arun and Akhilendra Mishra. "It is a great loss. He was a freedom fighter and a great actor. He was a great human being. I have learnt a lot from him as an actor. It is sad that people from the industry didn't turn up," Raza Murad told the media. Hangal was admitted to the Asha Parekh Hospital Aug 16 following a hip fracture. He had been suffering from old age health problems for a long time. His wife pre-deceased him and he is survived by his son Vijay. The actor was associated with the film industry since 1967 and worked in nearly 225 films. He is best known for his roles in "Parichay", "Sholay", "Abhimaan", and "Shaukeen". The actor made headlines in 2011 when it was revealed that he was struggling for livelihood as his source of income had dried up and there was hardly any money for food or medicine. Following that, many people from the film industry, including actors Amitabh Bachchan and Aamir Khan, offered him financial support. Hangal was last seen in a TV show, "Madhubala", in May.

Never do anything with a rush. That is, unless youre a courier. Deadlines come and go but one foxy biker learns the hard way to steer clear of trouble in Premium Rush, a superior thriller from Columbia Pictures now setting up sparks at Empire Studio 12, Colossus and Cineplex Odeon Theatres around B.C. Rush hour comes early as its a race against time in this non-stop thriller. Likely the smartest, most intriguing thriller since Keanu Reeves classic Speed Premium Rush is all about a regular guy just doing his job. Little does bike courier Wilee realize that his latest pick-up is wrought with danger from the get go. Busy actor Joseph Gordon-Levitt picks up where his work on The Dark Knight Rises left off as a fear nothing Manhattan courier who loves to court danger. Reckless is his way of riding and getting from one business to another with important documents. No one thinks twice of making a business delivery only Wilee almost immediately senses something is amiss when his latest job attracts some unwanted attention. It seems like everyone wants his package including a mystery man named Bobby Monday. Hot off his stirring work in comes Michael Shannon whose take on a person with a hard on for that delivery creates all sorts of problems for poor Wilee. ` Not only does Wilee have to deal with the relentess Bobby Monday who continues to charge after him (and

the package) but the local New York authorities who dont exactly take too kindly to his violation of countless traffic laws. Oh, and theres also lots of time for a bit of love along the way plus macho competition among the cyclist ranks. Director and writer David Koepp knows how to push all the right buttons and were left with a non-stop joy ride thats fresh and fun from start to finish. Gritty camerawork with in your face riding will appeal to adrenaline seekers who will love the voyeuristic appeal of this film. And the foreign angle also works well as Premium Rush depicts a bunch of desperate characters in a truly international tale of intrigue, family and desperation. Laying on some low level love in the role of Vanessa is Dania Ramirez. Physical activity junkees should also embrace this film that for 91 minutes simply rocks! Cudos to the great camerawork which makes the road warrior aspect of this movie exciting to watch. Gordon-Levitt is terrific as the thin framed master of the bike who works wonders on two wheels. Youll be spinning your wheels with delight as the action ramps up to a fever pitch. Strong acting includes the buff work of Wolee Parks as Manny, another driven driver. All in all, Premium Rush is a one of a kind action flick that deserves to be seen on a big screen. Get caught up in the plight of a missing package and the one man who may hold the key to a life or two in the process.

The Phoenix At Fiji Broadcasting Commission Rises From Its Ashes


By:Thakur Ranjit Singh It was a very comfortable ride in Sunbeam round the island bus leaving Suva bus station at 6 am on a clear Hibiscus week morning via Kings Road for Ba on Thursday 23 August, 2012. I was pleasantly surprised at the improvements in Suva after a lapse of five years. Apart from that, the standard of public transport, especially buses have remarkably increased. After arriving in Suva from Nadi via Pacific Transports new Chinese airconditioned coach, I had no hesitation in catching Sunbeams equally elegant looking bus. The almost-completed (some ten minutes remaining) Kings road looks and feels great. Having travelled Canada in Greyhound buses between Terrace, Jasper, Edmonton, and Calgary on my recent trip for some 25 hours, I found Fiji services equal to or even better and friendlier, but that is another story for another day. When I reached my dusty settlement Rarawai Golflinks in Ba at around midday, I was shocked to see houses in a state of lock-up and not a single soul outside in sight. Only when I knocked at my family home did I see all glued to their TV watching Hindi soap opera, Pavitra Rishta, (clean and principled relationship) which is later followed by another mother-in law-, sister in law ding-dong. My brother in Ba demands early lunch to be undisturbed for middays programme, and the whole family was glued to FBC TVs new daytime Hindi drama. I went to the next door neighbour sister in-law, and same story. Thanks to FBC TV for bringing this free Indian programmes in daytime when almost whole of Fiji gets together to watch entertaining family dramas. With subtitles in English, the programmes are seen with equal enthusiasm by i- Taukei and other races as well. We know of a case in rural Nausori having educational programme for children from 6-7.30 in the morning followed by cartoon, and news till midday, and midday soaps and family drama that I experienced people gluedto in my hometown in Ba. The other feature is shorter news covering major stories and confining them only to half an hour. The new phoenix is destined to live as long as its old self. I am now seeing FBC rising from its ashes. After having visited and seen FBC and its new facilities, taking feedback from people and after listening to his vision and thoughts about changes to TV scene and new home-grown model of journalism; I can say without doubt that all prophets and pundits of doomsday have been miserably disappointed and have been proved wrong FBC now has an able and deserving captain. There's also a low range for this tough body-on-frame ute, a host of electronic controls that will help you maintain control in various conditions, and a true center diff lock that you'd use for sand, mud, or snow. On the road, the 2012 Lexus GX 460 accelerates strongly, with its big, torquey 301-horsepower V-80 to 60 mph in 7.8 secondsand the sixspeed automatic transmission provides quick, smooth shifts. And even though the suspension helps keep it level in corners, light, long-ratio steering and a soft brake pedal enforce the idea that it's a traditional SUV at heart. Fuel economy is, as you might guess, embarrassingly low for a daily driver, at an EPA 15/20 mpg.

In fact, anyone who's driven a truckbased SUV in the past will be right at home in the GX 460. You sit high relative to the beltline, at least compared to other new vehicles, so there's great outward visibility. Seating in the GX 460 is superb in front, with nicely padded seats affording plenty of support plus good headroom and legroom and a general feeling of spaciousness. The second row is very roomy, too. As for the third row, it makes little sense; it's very small, and the power-folding mechanism that's mandatory occupies some of the space behind, keeping the cargo floor from being flat and low. What's more, the side-opening hatch opens on the wrong side for easy curb loading. On the plus side, the GX 460 is supremely refined, with nearly no road and wind noise, although you do hear the engine whenever accelerating, more than some might expect. Ride quality is quite good, whether or not you get the Adaptive Variable Suspension that comes with Premium-grade models, but there's a bit more 'head-toss' on choppy roads. You simply won't have to worry about whether the 2012 Lexus GX 460 comes well-equipped; it comes with all the common convenience and luxury features, while the Premium grade steps up to the rich infotainment features and tech extras. Highlights include a safety-tech package, 330watt Mark Levinson surround sound, a rear seat entertainment system, and Intuitive Park Assist.

No Roy For IDC, Waitakere United

Warning For Nadroga Players
Nadroga reps need to play in the Fiji Sun/GP Batteries National Football League in order to play in the InterDistrict Championship in October. Nadroga Football president Dr Dhirendra Lal made the call the poor turnout to training as they prepare to face Rewa this weekend. Lal said the team had a good rest last week after their 12-1 beating by Ba Only a few players have turned up this week, it should take another day to regroup and few are down with injuries. Krishneel Dutt is injured from playing against Play Fair Brazil, Maan Singh is down with flu, Vinit Kumar and Tevita Khan are on work commitment, Levi Tawake and Benjamin Rokobaro are also nursing injuries from the last two league games while Ratu Jone cannot be located. Only players taking part in the Fiji/ Sun GP Batteries National Football League games will be considered for the IDC. Koshmick Kumar, former Nadroga player should be joining us for the IDC, otherwise well use our young local talents. Lal added after having played three games in the previous weeks, with two good wins against Tavua and Lautoka and the unfortunate loss against Ba, they would use this weekends game as a build-up for the IDC in October. He added Nadroga officials spoke to their brigade reminding them that the loss to Ba was not the end of the road. This was not a fixed game. If Olympic finalists lose 4-0, whats wrong with Nadro losing 12-1. I agree with players and officials that we put together a team after the regular players couldnt play because of injuries, and suspensions.

New Zealand football club Waitakere United have shot down suggestions Fijian striker Roy Krishna will be back for Labasa FAs Inter District Championship title defense, confirming that the Siberia lad is ineligible for transfer. Waitakere Uniteds media officer, Terry Maddaford said with the new season approaching they wont be granting Krishnas release to play for Labasa. Roy will not be released this time around to play for Labasa as our season starts in October so we wont be risking him, Maddaford said.

He said with the new transfer window system Roy should have been transferred in the July window. It clearly stipulates that Roy should have to move in the July window if he was to play for Labasa, however with the new system he will not be eligible. However, caretaker Labasa president Dip Narayan had not given up hope, keen to continue talks to secure Krishnas services. We will be negotiating with Waitakere United for his release to bolster our chances to defend the IDC title, Narayan said.

Narayan Aims To Better Labasa Management


Newly appointed Labasa soccer caretaker boss, Dip Narayan aims to improve the districts management particularly in areas of finance. The Suva businessman was promoted to the post after interim president Bhim Reddy took leave of absence for medical treatment overseas. Narayan was appointed along with two others, Vinesh Prasad as a VP and Nilesh Lal who replaces Satishwar Chand as secretary, to take office until the district calls its annual congress after the Courts Inter District Championship. Management has been a major problem in Labasa soccer which I really want to improve, Narayan said. Poor handling of administration has been our downfall. With the help of the new executives we will work to improve on these areas as well as funding and how it is used. We have finance coming in from the gate takings and other sources, but it does not get to filter down to the players and their benefit at training because of misuse. Im confident that Labasa soccer will head into the right direction. Our main priority at this stage is to mould the best squad to defend the IDC in Ba in October.

Canucks Sign Lack, Keep Schneider Back-Up Options Open


His NHL future might not be quite now, but Eddie Lacks ascension to the NHL has taken another step. The Vancouver Canucks goaltender has agreed to a two-year contract extension and the very nature of the deal makes it look like hell be afforded another season to hone his craft in the AHL before becoming the backup to starter Cory Schneider. The first year is a two-way deal with a split of $650,000/$85,000 US between the NHL and AHL and the second year calls for a one-way deal at $850,000. As much as Lack will push for a back-up spot with the Canucks should training camp open and not be scuttled by a lockout Sept.15 over the ongoing collective bargaining agreement impasse, a two-way deal also means he can play in the minors during an NHL labour stoppage and continue his development. It will allow the Canucks to sign an unrestricted free agent veteran to work with Schneider for a season and there are a dozen on the market, including Marty Turco (37), Brent Johnson (35) and Dan Ellis (32). Even in the pressure-packed playoffs, Lack kept the numbers good with a 2-2 record, 2.17 GAA and .917 saves percentage. Thats progress for a guy the Canucks signed as a free agent in 2010 and have enough confidence in to reward a oneway deal in the second year of the pact. Its been a little bit more up and down, Lack told The Province during the AHL playoffs. I started off the season good but wasnt that good in the middle. But I picked it up at the end and its just part of developing and its something you have to go through and learn from and the playoffs have been fun to play with these guys and to go as far as possible. When I wasnt playing that good, I was maybe thinking a little bit too much and trying to do too much instead of just being there. I just calmed myself down a bit and trusted in my own abilities. You have to prove yourself every night and I dont think about the future, I just want to keep going.
