Creating a Canadian Mosaic

A
pproximately 60 Newdale ratepayers attended a
public hearing at the Newdale Community Hall on
the evening of Wednesday, September 19th. Te public
hearing was called by the Public Utilities Board after it re-
ceived signifcant response, including a petition signed
by 50 people and nine letters or emails from individuals
or groups concerned with the proposed rate increase for
the villages sewer utility.
With no rate increase since 1986, the current annual
charge of $55.00 per Residential Equivalent Unit (REU) is
no longer suf cient in covering the operating expenses
of the utility. Rather than implementing regular rate in-
creases over the past 26 years, previous councils chose
to cover the utilitys growing operating cost by drawing
funds from a utility reserve. With this reserve now de-
pleted, current council found itself in a position with no
choice but to implement a sewer rate increase to make
the utility self sustainable.
As far back as 2005, the towns sewage system has
been incurring defcits. In 2011, the utilitys defcit was
$53,795 with an additional $9,218 incurred so far in 2012.
A great deal of the 2011 defcit was incurred as a result of
fooding conditions. To lessen this fnancial burden, the
R.M. was successful in receiving some funding through
the provinces Disaster Financial Assistance Program;
$21,668 in 2011 and another $18,818 this year.

Mosaic Project.
Tim set out October
1st, 2008 to travel the coun-
try over ten years. His goal
is to meet 36,000 people to
build a massive portrait of
who we as Canadians are,
what our cultural iden-
tity is, what the people of
Canada look like, and what
Canadas humanity is. Tim
photographs the people he
meets whose portraits will
go into creating a massive
Canadian fag for Canadas
150th birthday in 2017.
Tis is an opportunity to
bring the entire country
together to celebrate ev-
erything Canada is, said
Tim.
Born into a military
family, Tim spent a lot of
time travelling and mov-
ing all over the world. He
became passionate about
travelling at a very young
age and when he was
fve-years-old, decided
he wanted to become a
photographer so he could
travel and meet all these
wonderful people. What
Ive done is taken my sense
of duty to the people of this
country, married it to my
sense of duty to art and
created projects that are
true to Canadian culture,
said Tim.
