Richmond Hills Homeowners Association Board Wednesday, January 31, 2013 The meeting began at approximately 7:30 p.m.

EST. The following were in attendance. Tim Haughn was absent. Jim Lundberg Donna Kehler David Bixby Kyle Matthews Stephen Perry Paul Baker Jim distributed a proposed agenda for the meeting. The subjects were acceptable to the Board members. A Board contact sheet was distributed by Jim and reviewed by the Board members. Corrections were made. Homeowner Association Self-management vs. Agent-management: An outside management proposal was discussed, but it was agreed that we would continue as a self-management board. The bank signature card registration was discussed. Copies were made of each members drivers ID, and signatures, plus confidential disclosure of SS #s for on file at bank for check signing. A contact list was distributed of current and recent past suppliers as of 31 Jan 2013. Jim reported that we need to fill out Notice of Change form to S.C. Secretary of State. Jim conducted a brief review of covenants and by-laws, including: Purposes and Basic Functions Frequency of Community Meetings (2 meetings per year, 1 in Jan and 1 in Sept) Frequency of Board Meetings (nothing in Bylaws or Covenants, usually once per month historically) Architectural Control of Outbuildings and Landscaping Various sections of the covenants were reviewed, including vehicle parking and storage, garbage & trash containers, and fines. Control of HOA Property Jim handed out a sheet outlining the lake pump key, PO box key, etc. Jim went over who has what, inventory, etc. He noted that Craig Lasker has the key to the lake pump and Ken M. has the Christmas lights. It was agreed to let Ken hold onto the lights for now as he has been decorating the entrance with them in the past. Election of Officers and Functional Positions Election form handed out by Jim. It was agreed that a future agenda item should involve discussing offering a half-off dues drawing for those who attend the bi-annual community meetings. Log-in info for retrieving emails that come into the board Steve will do this A Jan 21, 2013 email from a homeowner was reviewed whose property shares the dam and there are people who trespass and leave trash. It was agreed that they should call the police if this occurs again. Jim will respond. Steve says that the road signs need to be made nicer, and that signs over the years had been replaced by cheaper looking metal signs wood signs look really nice if they are kept up any money in budget for this? It was agreed that we will research the cost, the number of signs, how we get the stop sign replaced, color, etc. Put this on the agenda for the next meeting. Steve and Kyle will research from various angles. Next Board Meeting Time and Place (Mondays or Thursdays are good for future meetings) Next meeting is on Thurs, March 7, 2013 @ 7:30 p.m. Donnas Place.
