BudgetSecretary:FiscalYearWillEndInBalance,NoAdditionalDrillingAnticipated

DuringhismidyearbudgetbriefingWednesday,BudgetSecretaryCharlesZogbysaidthestate
isstillprojectingtoendtheFY201415budgetyearinbalancewithperhapsaslight$1million
surplus.
SecretaryZogbysaidfiscalyeartodateGeneralFundcollectionstotal$10.6billion,
whichis$109million,or1percent,aboveestimate.Henotedanadditional$80millionin
revenueisexpectedintransferstotheGeneralFundfromtheLiquorControlBoard.(ClickHere

ThenonpartisanIndependentFiscalOfficereportedinNovemberPennsylvaniafacesa
$1.85billionshortfallinrevenue$171millionforFY201415and$1.679millioninFY

Atthesametime,SecretaryZogbyidentified$285.75millioninrevenuethestateknows
willnotbeavailableforthecurrentfiscalyear,butwereincludedintheoriginalstatebudget
enactedinJuly.
Therevenueincludes:$125millioningaminglicenserevenue,$95millioninnonimpact
MarcellusShaledrillingonDCNRlands,$51.25millioninsupplementalappropriationsforthe
DepartmentofCorrectionsandareductionof$14millioninrevenueasresultofpassingthe
specialPhiladelphiacigarettetax.
SecretaryZogbyalsosaidthereareotherpotentialweaknessinrevenue:revenuefromthe
newBanksShareTaxprovisions,weaknessinstatelotteryrevenuesandhigherthanexpected
taxrefunds.Nospecificamountswereoffered.
WithrespecttotheFY201516budget,SecretaryZogbyidentifiedanestimated$1.7
billioninincreasedpension,humanservicesandcorrectionscostsbuiltintothenextfiscalyear
budgetand$2billioninonetimerevenuesthatwillnotbeavailableforthenextbudget.
SecretaryZogbysaidhumanservicescostswillincreaseover$900millionnextyear,
pensioncostsbyover$600millionandDepartmentofCorrectionscostswillincrease$200
millioninFY201516.
TheSecretaryalsonotedtwootherissuesthatwillaffectnextyearsbudget:allofthe
stateemployeeunioncontractswillendattheendofFY201415andwhathesaysisweakness
inrevenuegrowthfromtheLiquorControlBoardduetoincreaseoperationalcosts,particularly
employeecostincreases.
Hesaidallthetalkaboutthetemporaryborrowinginanticipationoftaxrevenuesandthe
statebeingmaxedoutonitslineofcreditisacheappoliticalshotbecauseevery
Administrationhasengagedinthispractice.Thecampaignisover,nowitistimetogovern,

headded.
AskedtoexplainthedifferencebetweentheIndependentFiscalOfficeestimateofan
endingdeficitof$171millioninFY201415andhisexpected$1millionsurplus,Secretary
ZogbysaidtheIFOwaslookingatmoreacashflowaccounting.

Gov.ElectTomWolfandJoshShapiro,cochairofhisBudgetDeficitandFiscalStabilization
TaskForce,toldreportersWednesdaywedonotknowtherealsizeofthestatesbudgetdeficit
whetherits$2billionorlikelymoreandthatisWolfsfirstorderofbusinessbeforedecisions
aremadeonhowtoaddressit.
WolfalsosaidGov.Corbettshouldholdoffonmakingkeydecisionslikeimplementing
HealthyPAanddecidingthefutureoftheYorkSchoolDistrictreceivershipuntilhetakes
office.WolfrepeatedhispositionhewillundoHealthPAandseektoexpandMedicaidwhenhe
takesofficeJanuary20.
ShapirorepeatedthebudgetpointsissuedbytheWolfTransitionTuesdaysaying:theFY
201415wasbuiltononetimerevenuesources,thestatescashflowwillbenegativeatthe
beginningof2015,thestateshasmaxedoutitslineofcreditandhadtoborrow$1.5billionto
keepthelightsonandPennsylvaniais50thinjobcreation.
Wolfsaidweareinacrisissituationwithrespecttothebudget.BothWolfand
Shapirosaidthebudgetproblemsweretheresultofafailedideologythatwassupposedtobring
goodthingstoPennsylvania,butdidnt.
Shapirowentfurthersaying,ItislaughablethatCorbettimprovedthebudgetsituation
fromwherehefoundit.Weareinafarworsesituationtodaythanwewerefouryearsago.
Wolfsaidthestatehasalsogottenintoanorgieofonetimebudgetfixesthatjustdont
makeanysense.
Staterevenuegrowthmustcomeprimarilyfromeconomicgrowth,Wolfsaid.When
askedabouthisproposalforanaturalgasseverancetax,Wolfsaidhehopesitwillbepartofthe
solutionsayinga5percenttaxwouldbringinabout$1billionhewouldusetobetterfund
education.
Onpensions,Wolfsaidhewouldentertainabroadrangeofsolutions,includingpension
obligationbonds,butwhathewouldnotdoisdelaypaymentsthestateshouldhavebeenmaking
tofundpensionobligations.

BothWolfandShapirostressedtheyneededtoworkwithmembersoftheGeneral
AssemblytocreatesolutionstotheseproblemsanditwastimeforRepublicansandDemocrats
tocometogethertodealwiththeseissues.

InaconferencecallwithmediaonThursday,Gov.electTomWolfandTransitionSteering
CommitteeChairJohnFrysaidtheyareinthefinalstagesofvettingagencytransitioncommittee
membersandshouldbeinapositiontonametheminsevento10days.
MembersoftheTransitionSteeringCommitteewillbeassignedagenciesandoversee
agencytransitioncommitteesthatwillbeaskingwhatthemostpressingissuesareforeach
agencyandwaystheycanbeaddressed.Thegoalistohaveagencyreportsdeliveredbeforethe
inauguration.

WhenaskedaboutthepotentialforalameducksessioninJanuarybeforehetakesoffice,
WolfsaidhewillbeinauguratedGovernoronJanuary20andhedoesnotcontrolsthings
betweennowandthen.
Iknowtherearechallengesbecausewehavedifferentideasabouthowtoaddressthe
challengesthatfacePennsylvania.Werananelectioncampaignandthevotersdecidedwhich
onetheywanted.IamgoingtohitthegroundrunningonJanuary20th,saidWolf.Iamgoing
todomybesttopromotethegoalsandideasthatIthinkpeoplesupportinmyelection.Iamvery
hopefultheGovernorwillrecognizethevotersofPennsylvaniavotedforachange.Icannot
predictwhatheisgoingtodoandIcannotpredictwhatwillhappenintheinterveningtwo
months,butIbelievetherearealotofpeopleofgoodwillinHarrisburgwhoareallgoingto
worktogetherafterJanuary20thtomakePennsylvaniabetter.
OnthetypesofpeopleWolfsaidhewaslookingfortofillhiscabinethesaid,AsIsaid
duringthecampaign,Iwanttohaveanadministrationthatreflectsthediversityofthepopulation
ofPennsylvania.
Firstofall,Iwantreallygoodqualifiedpeoplewhoareinspiredtoservethe
Commonwealth.InmychargingpresentationthismorningtothesteeringcommitteeItalked
aboutthreethings:policyexpertiseintheareasIthinkareimportant,education,infrastructure,

naturalresources.
SecondIwantpeoplewhoareinspiredtodogreatthingsforPennsylvaniawhoactually
seesomevirtueinPennsylvania.WeareservingtheCommonwealthofPennsylvaniaandnot
anyotherstate.WehavesomeremarkablevirtuesandIwantpeoplewhoarewisetothose
virtues.
Andthird,Iwanttoseepeoplethemselvesasstewardsofagranddemocratictradition.I
amnotjustlookingfortechnocrats.Iamlookingforpeoplewhoareconfidentandrecognizethe
roletheyhavetoplayinsustainingandnurturingandgrowingourdemocracy.Thosearethree
thingsIamlookingforandIthinkthosearethethreethingsthesteeringcommitteeunder
PresidentFryislookingfor.
Wolfdidnotgiveatimetablefornamingagencyheads,butsaidhewouldnamethem
whenhewasready.HedidsaykeepingsomecabinetmembersfromtheCorbettAdministration
wasonthetable,butdidnotelaborate.

HouseGOPLeader:EPACarbonStandardsWouldDevastatePowerPlants,DestroyJobs

Rep.DaveReed(RIndiana),thenewlyelectedHouseRepublicanMajorityLeader,sentaletter
onNovember24toGinaMcCarthy,AdministratoroftheU.S.EnvironmentalProtection
Agency,explaininghisoppositiontotheagencysplantoenactPresidentBarackObamas
proposedemissionregulationsforpowerplants.
TheCleanPowerPlancallsfora25percentreductionofgreenhousegaspollutionby
2030.
Thisiscertainlyalaudablegoal,butthesenewregulationswouldalsoleadtothe
closureofpowerplants,andasaresult,theadditionalclosureofcoalminesandtrucking
companiesacrossthecountry,butespeciallyinplacessuchasIndianaCounty,saidRep.Reed,
whowillbecomeHouseMajorityLeaderonDecember1.ThecommunitiesIserverelyon
familysupportingjobsatanumberofplantswhichwouldbedirectlyaffectedbythesenew
rules.
Rep.ReedpointedtothesuccessofanemissionsreductionprojectattheHomerCity
GeneratingStation.Theplantundertooka$750millionprojecttoinstallascrubbersystem,
greatlyreducingemissionsanddemonstratingacommitmenttoprotectingtheenvironment,
fulfillingtheneedsofthepowergridandprotectingjobsinthenearbycommunities.
ThepowerplantsinthisareaareamongthebiggestemployersinIndianaCounty,Rep.
Reedsaid.TheprojectinHomerCityshouldstandasanexamplethatgovernmentcanwork
withthesejobcreatorstolimitemissionswhileprotectingjobswhichhavesustainedcountless
familiesforgenerations.
Intheletter,Rep.ReedmadethefollowingrecommendationstotheEPAinregardtothe
emissionregulations:
Therulesshouldgivestatesflexibilitytomaintainadiversepowersupply,includingthe
continueduseofcoalpowerplants.Notonlydoesthisprotectjobs,butitalsocanshield
electricityconsumersfromfueldisruptionsandpricespikes.
TheEPAshouldberequiredtotakeintoconsiderationallreductionsingreenhousegasin
eachstate,includingthosefrompowerplantretirementswhichhaveoccurredsince2005.
Statesshouldhavetheflexibilitytoconstructgreenhousegasemissionreductionsthatare
reasonablyachievableattheplantlevel,ensuringeachpowerplantisabletomanageits
complianceinthenewprogram.
TheEPAsplanshouldpermitstatestotakeintoaccounttheeconomicandpracticalrealities
ofelectricgeneration,includingthemassiveupfrontinvestmenttobuildandoperatetheplant.
Withmanyexamples,includingtheHomerCityGenerationStation,ofplantsworkingtoreduce
emissions,theseplantsshouldbegiventimeandflexibilityinachievingcompliance.
Itisimperativethattheproposedprogrampermitstatestotakeallstepspossibletominimize
joblosses.ThisisaconsiderationparticularlycriticaltoIndianaCounty,whichdependson

energyrelatedjobs.
Overthepastyear,theCommonwealthhaspreparedforthesenewregulations,through
publicmeetingsheldbytheDepartmentofEnvironmentalProtectionandhearingsheldbythe
HouseandSenatecommitteesonEnvironmentalResourcesandEnergy.
ThegovernoralsosignedAct175of2014,alsoknownasthePennsylvaniaGreenhouse
GasRegulationImplementationAct,whichcreatestheframeworkofthestateplanandensures
thatpublichearingswillbeheldbeforeitsenactmentandthattheLegislaturewilloverseethe
process.

uniquepartnershipFridaywiththesigningofanagreementrenewingtheircommitmentto
cleanerwaterinthetidalDelawareRiverandBay.
Oncesopollutedthatfishcouldnotsurviveinitsurbanreachesmuchoftheyear,the
DelawareRiverhasmadearemarkablerecoveryoverthelastseveraldecades.Todayithosts
over200speciesoffish,asustainablymanagedoysterfishery,andtheworldslargestbreeding

horseshoecrabpopulation.
Over15millionpeoplerelyonthewatersoftheDelawareRiverBasinfordrinking,
agricultural,andindustrialuses.
ThePartnershipfortheDelawareEstuaryleadsthiscollaborationonbehalfoftheU.S.
EnvironmentalProtectionAgency,DelawareRiverBasinCommission,PhiladelphiaWater
Department,andenvironmentalagenciesinDelaware,NewJersey,andPennsylvania.
Thiscollaborationbetweenagenciesisabsolutelyvitaltothecontinuedimprovementof
theDelawareRiverandBay,saidJenniferAdkins,executivedirectorofthePDE.Whereas
otherregionsmightcompeteforariversresources,thisensuresDelaware,NewJersey,and
Pennsylvaniaallworktogethertonotonlyreducecosts,butalsoleveragemorefundingthan

Workingtogether,thispartnershiphastakencreativeandeffectiveactiontomeetthe
challengesimpactingtheDelawareestuary,includingclimatechangeandwetlands
preservation,saidShawnM.Garvin,regionaladministratoroftheEPAsMidAtlanticRegion.
Weappreciatethisopportunitytocontinueourcommitmenttotheimportantworkofthis
partnershipinprotectingpublichealthandenhancingthecriticalresourcesoftheDelawareRiver
Basin.
SteveTambini,executivedirectoroftheDelawareRiverBasinCommission,wasalsoon
handtoparticipate.WithamembershipconsistingofDelaware,NewJersey,Pennsylvania,New
York,andthefederalgovernment,theDRBCsmissionsinceitscreationin1961hasbeento
managethewaterresourcesoftheentireDelawareRiverBasin,includingtheestuaryportion.
Todaywerenewourongoingcommitmentwithourestuarypartnerstojointogetherin
planningforasustainablefuturetoensurethatwehavearesilientwaterinventorytomeetthe
regionsneedsaswellasuseourcollectiveexpertisetoprotectandimprovewaterquality
throughoutthetidalriverandbay,saidTambini.
Otherspledgedtheircityorstatescommitmenttoreducingwaterpollution.Together
theyrepresentalmost7millionestuaryresidents,halfamillionofwhichowetheirlivelihoodto
theregionswater,habitatsorboth.Someoftheirtradesincludefarming,ports,seafood,
tourism,andwaterdelivery,andtheirwagesexceed$10billionperyear,accordingtoa2011
UniversityofDelawarestudy.
Philadelphiaissoveryfortunatetobesurroundedbythebeautyandthepowerofthe
DelawareandtheSchuylkillrivers,saidHowardNeukrug,commissionerofthePhiladelphia
WaterDepartment.Andwearelikewiseveryfortunatetohavesuchgreatpartnerstowork
withusasweworktoensurecleanandabundantwatersthatareaccessible,attractiveandsafe
forthemutualenjoymentofthegeneralpublic,commerceandthefish.
TheDelawareRiverisakeypartofourcoastalzoneinsoutheasternPennsylvania.Itis
notonlyanenvironmentalasset,butalsoaneconomicdriverinourstate.Theriverencompasses
thePortofPhiladelphia,oneofthelargestfreshwaterportsintheworld,saidKellyHeffner,
deputysecretaryforwatermanagementatthePennsylvaniaDepartmentofEnvironmental
Protection.ThePartnershipfortheDelawareEstuaryreinforcespublicandprivateeffortsto
protectthiswaterresource.ItplaysacrucialroleinengagingthepublicandPennsylvaniais
committeditscontinuedsuccess.
TheDelawareEstuaryisanimportanteconomic,culturalandrecreationalresourcethat

encompasseslargeareasinDelaware,NewJerseyandPennsylvania,saidDelawareDepartment
ofNaturalResourcesandEnvironmentalControlSecretaryDavidSmall.Whilewevemade
greatstridesinimprovingwaterqualityoverthepastseveralyears,thereismoreworktodoto
achieveatrulydrinkable,fishable,andswimmableestuary.Thisagreementrenewsourshared
goalsofcleanerwaterandhelpsensurethatweworkcollaborativelyandefficientlytocontinue
therecoveryofthisvitalnaturalresource.
NewJerseyproudlyreaffirmsourcommitmenttoworkingwithourstateandfederal
partnersinsupportingthisvitalprogramandadvancingscience,researchandrestorationworkto
protecttheDelawareestuary,saidDanielKennedy,assistantcommissionerforwaterresources

PennsylvaniaGov.TomRidgeNewJerseyGov.ChristineToddWhitmanSenatorTomCarper,
thengovernorofDelawareandadministratorsJeanneFoxandMichaelMcCabeoftheEPAs
Region2and3offices,respectively.
TogethertheyuseddrinkingwaterpumpedfromtheDelawareRivertotoasttheseven
yearsandthousandsofhoursrequiredtodraftaformalcompromise.
ThisceremonymarkedthebeginningofthePartnershipfortheDelawareEstuaryand
inclusionoftheDelawareEstuaryintheEPAsNationalEstuaryProgram.Likeotherestuary
programsaroundthecountry,PartnershipfortheDelawareEstuaryissciencebasedand
stakeholderdriven,andfocusesonenvironmentalimprovementthroughonthegroundscience,
restoration,education,andoutreachactivities.

Araingardenisadepressionplantedwithgrasses,flowers,andshrubsthatallows
rainwaterfromhardsurfacestoabsorbintothegroundinsteadofflowingintostreams.
Raingardensimprovewaterqualityinnearbystreamsandalsoserveasabeautiful
alternativetolawn,enhancingcurbappealinresidentialneighborhoods.Afterlargestormsallof
thewaterinaproperlydesignedraingardenwillabsorbwithin48hourssotheydonotharbor
mosquitoes.
NetherProvidenceTownshipandMediaBoroughwilleachhostacommunityworkshop
onraingardens,scheduledforMay3andMay17,2015,respectively.Moredetailsonthe
workshopswillbeavailableatChesterRidleyCrumWatershedsAssociatiowebsiteinthe
spring.

In2015wecanexpectmorechangesintheelectronicwasterecyclingindustryas
consumersbecomemoreeducatedtotheimportanceofthisrecycling,especiallysincethe
CoveredDevicesActof2010whichmandatestherecyclingofspecificelectronicproducts.
Movingallelectronicwaste,fromthelandfilltotherecyclerhastremendousimpacton
ourenvironmentandweareproudoftheroleweplayinmakingiteasyandconvenientto

Education.Theanalysesindicatedverylittlechangeinenrollment,studentdemographics,and
studentoutcomesassociatedwithMarcellusShaledevelopment.Dropoutrateswerenot
changedeither,althoughfocusgroupdatasuggestthepotentialthatindustryassociated
opportunitiesmayaffectpostsecondaryeducationalaspirationsofyouth.

andFutureProspects.Youthdescribedtheirviewsontheeffectsofthenaturalgasindustryon
theirhomecommunitiessafetyconcernsabouttrafficandroadconditionsdestructionofnatural
areasuncertaintyabouttheimpactsoftheindustryontheircommunitiesnowandinthefuture
andrelativelylowinterestinworkingfortheindustry.Mostoftheparticipantshadatleast
ambivalentfeelingsaboutthechangestheyhadseentakingplaceintheircommunities.
Report#5:HousingandMarcellusShaleDevelopment.Theshareofhousingthatwas
owneroccupied,rentalorvacantvariedmoreincountieswithsmallerpopulationsandmore
limitedhousingstockspriortoMarcellusdevelopment.Themedianvalueofowneroccupied
housingincreasedinthestudycountiesmorethanthestateaverageduringtheperiodof
MarcellusShaledevelopment.Focusgroupparticipantsdescribedtheuseoftemporaryhousing

bybothnaturalgasworkersandlowincomefamilies,displacementoflocalpeoplefromexisting
housing,andincreasedhomelessnessamonglowincomeindividualsandfamilies.
Report#6:EffectsofMarcellusShaleDevelopmentontheCriminalJusticeSystem.The
analysesshowedrelativelylittlechangeinmostindicators,withtheexceptionofincreasedrates
ofcallsforserviceforwhichthePennsylvaniaStatePoliceresponded,arrestsfordrivingunder
theinfluence,andtrafficviolationsincountieswithhighlevelsofMarcellusShale
activity.
Report#7:LocalGovernmentandMarcellusShaleDevelopment.Analysisofthecounty
auditdatathrough2011didnotshowcleareffectsofnaturalgasdevelopmentonlocal
governmentbudgets.Localofficialsraisedconcernsrelatedtoimpactsonroadsfromtruck
traffic,housingproblems,theirlackofpreparationforthegrowthoftheindustry,andalackof
transparencybythenaturalgasindustry.Theyreportedspendingimpactfeedollarsonnew
equipmentornewinfrastructuretoreplacewhathasbeendamaged,directlyorindirectly,by
drilling.
Report#8:LocalEconomicImpactsRelatedtoMarcellusShaleDevelopment.Counties
withthehighestlevelsofdrillingactivitygenerallyexperiencedincreasedbusinessactivity,
employment,andwages.Duringthestudyperiod,thenumberofresidentsworkingincreased
onlymodestly,suggestingthatmanyofthenewjobsthathadbeencreatedweregoingto
nonresidentswhoeithercommutedintothecountyorwerelivingtheretemporarily.

MarcellusShaleDevelopment.Focusgroupdatawithfarmersandrepresentativesof

viewsabouttheimpactsonqualityoflife.

NeedToCollectHealthcareUseAndHealthStatusInformation.Thereisneedforthe
collectionofhealthcareuseandhealthstatusindicatordatarelatedtoMarcellusShaleandother
changesthatoccur.
ThisisrequiredtoestablishabaselineofthehealthofthepopulationinPennsylvaniaat
agiventime,butalsotoallowforcomparisoninthefuture.Identifyingwhetherthereare
changesinhealthstatusassociatedwithMarcellusShaleactivityrequiresthecollectionofthe
sameinformationovertime.ThisincludeshealthstatusofresidentslivingnearMarcellus
activityaswellasindividualswhodonotlivenearMarcellusactivity.
Thehealthstatusofworkersintheindustryalsoshouldbeconsidered.Ifconceivedof
morebroadly,suchadatasystemwouldprovidetheabilitytomonitorchangesinthehealth
statusoftheresidentsofPennsylvaniaovertime,improvingtheabilitytoprojectchangesin
healthandtheneedforhealthservices.
IncreaseCoordinationAmongStateAgencies.Itwouldbeusefulifstateagencies
themselvesprovidedclearercommunication,coordinationandcollaborationonMarcellus
Shalerelatedissues,suchasbetweenthestateagenciesofEnvironmentalProtection,

ConservationandNaturalResources,CommunityandEconomicDevelopment,Education,
Transportation,PublicWelfare,LaborandIndustry,andHealth.
Suchcoordinationmayalreadybeoccurringbehindthescenes,yettherewouldbegreat
valuetoenhancedvisibilityofsuchefforts.Policydecisionsonthisissuebyonedepartmentcan
haveclearimplicationsandimpactonotherdepartments.Inaddition,greatercommunicationcan
assistwithrespondingappropriatelytoopportunitiesorchallengesastheyarise.
NeedForNaturalGasIndustryToShareFuturePlansWithPublicOfficials.Thereneeds
tobeameansfortimelycommunicationbetweennaturalgascompaniesandlocalofficials(at
regional,countyandlocallevels)sothatnaturalgascompaniescansharewhattheyknowof
theirplanstoenablelocaljurisdictionstoprepareandrespondmorequicklyandeffectively.
Forexample,naturalgascompaniescouldbeencouragedtoworkwithlocalplanning
officesandthosewhoworkinvariousaspectsofhousing(e.g.,realtors,hotelandmotel
managers,housingauthorities)todetailneedsforhousingorotherservicesinadvanceofthe
naturalgascompaniespresenceintheregion.
Strategiestoencourageregularcommunication,cooperationandcoordinationamong
thoserespondingtochangesresultingfromMarcellusShaledevelopmentacrossthelocal
area/regionneedtobeidentifiedandimplemented.Areasaffectedmostinitiallyincluderoads
andtrafficmanagement,lawenforcement,housing,andwaterrelatedutilitiesandmanagement
organizations.
Forexample,localcommitteescanbeencouragedandsupportedwithfinancialand
technicalresourcestobringtogetherkeystakeholders(naturalgascompanyrepresentatives,
localhousingagenciesandnonprofitorganizations,privatesectordevelopers,environmental
organizations,municipalgovernments)toidentifyreasonableshorttermsolutionstomajor
concerns.
WaterMonitoring&FarmSuccessionPlanning.Basedontheconcernsexpressedduring
thefocusgroups,andbecauseoftheimportanceofwaterforagriculturalproduction,itseems
reasonabletorecommendpoliciestomandatemoreintensivewatermonitoringthroughoutthe
Marcellusregion.
BecausetheMarcellusdrillingdevelopmenthasincreasedpropertyvalues,policiesmay
beneededtofacilitateintergenerationaltransferoffarmlandtofacilitatefarming,suchaslegal
andotherservicesrelatedtosuccessionplanning.

TheDepartmentofEnvironmentalProtectionTuesdayannouncedithasfinedCabotOil&Gas
Corp.ofPittsburgh$120,000foraJanuarystoragetankexplosionandproductionfluidspillat
theReynoldswellpadinJessupTownship,SusquehannaCounty.
Thiswasaseriousincidentthatinjuredanemployeeandresultedinaspillof
approximately2,835gallonsofproductionfluidfroma21,000gallonstoragetank,DEP
DirectorofDistrictOilandGasOperationsJohnRydersaid.Someofthisfluidescaped
containmentandimpactedsoiloffthewellpad.
IgnitedvaporsintheheadspaceofthetankcausedtheJanuary11explosionand
subsequentruptureofthetank.
DEPEmergencyResponsestaffrespondedimmediately,andfollowupinspectionsand
samplingwereconducted.Samplesfromaninterceptiontrenchoffthewellpadshowedhigh
levelsofconstituentsassociatedwithproducedwater.
ThedepartmentissuedanoticeofviolationlettertoCabotonJanuary17,citing
violationsoftheOilandGasActandregulations,SolidWasteManagementAct,andClean
StreamsLaw.
