Plans change
in honoring Still

Shawnee defeats Cherry Hill West, 7224

Instead of Cranberry Hall, council

decides to rename Cranberry Park
to honor Dr. James Still
By SEAN LAJOIE
The Sun
Toward the end of 2015, the
Medford Town Council was approached by the Still family and
members of the Medford Historical Society with a request that it
consider naming something in
town after Dr. James Still to
demonstrate the significance of
his contributions to Medford.
It was brought up at several
council meetings as a discussion
item and was agreed on that they
would rename Cranberry Hall
after it was suggested by Mayor
Jeffrey Beenstock.
However, weeks later, Beenstock and Deputy Mayor Charles
Watson were approached by the
leadership of the senior center
which raised concerns on behalf
of seniors.
Watson met with the Still family to voice those concerns and discuss alternatives for the renaming. According to Beenstock, the
family was supportive of renam-

ing Cranberry Park instead of

Cranberry Hall. In fact, the family preferred the township rename
the park that is located right next
to the hall.
Councilman
Christopher
Buoni agreed to go with their
preferences after he deemed the
goal of this project to acknowledge and recognize one of the
unique and great Medford residents any way they could.
Dr. Still is obviously someone
who stands tall in history. Its my
pleasure to honor his family and
also the family today as they continue to carry on that legacy from
generation to generation, he
said.
Janet Jackson Gould, the coordinator of the Dr. Still Oversight
Committee and the vice president
of programs for the historical society, confirmed her group was
delighted to hear council was
looking at renaming Cranberry
Park in honor of Still. Gould also

statewide. There once was a
time when residents had a direct way to give their input to the
budget, by voting yay or nay for
its passage. That opportunity has, for
the most part, been removed in our
state, but it doesnt mean you cant,
and shouldnt, be involved in the
process.
The toughest job in New Jersey
right now? School board member has
to be at or near the top of the list.
Whether you support Gov. Christies
approach to budgeting, school board
members have had a tough time dealing with a reduction in state aid over
the last few years.
The vast majority of board members dont want to raise taxes and/or

cut services. But, sometimes, there is

no other option.
Across the state, almost all school
districts will be doing less with less.
But did your board cut enough from
the budget? Too much? Do you agree
with the tax rate? Do you think it
should have been higher to provide
more services? What are your ideas
for cutting expenses and raising revenues?
Whatever the budget situation
proves to be this year, what needs to
happen between now and next year to

make things better?

We invite you to write letters to the
editor to share your thoughts with the
rest of the community. If you support
the budget, if you oppose it, if you
have ideas that could bring additional
revenue into your school district or
help to cut costs, now is the time to
share them.
Between now and when the school
budget is passed, be involved as much
as you can. Attend school board meetings and express your thoughts. Public
school taxes account for the largest
percentage of your tax bill, after all.
Youll be sending a message to your
board of education regarding what
you would like to see take place in future years years that promise to be
difficult yet again.

Council looks to create protest ordinance

Ordinance would potentially require notification of protests for safety of protesters, public
By SEAN LAJOIE
The Sun
In late November, it was brought to
township manager Kathy Bergers attention that someone was protesting in the
Medford Village area.
Berger decided to bring this news to
Chief of Police Richard Meder, but by the
time officers had arrived on scene, the
protest had already dispersed.
According to Berger, it turned out to be a
small group protesting about the climate.
That one passed and we didnt think it
was a big deal, Berger said.
However, since then, the township has
received news from correspondents alerting them that there could possibly be more
protests in the future.
After getting the news, Meder and Berger expressed their concern there is nothing

on record that notifies the township during

a protest that could close a street or need
extra police presence.
Mayor Jeffrey Beenstock agreed that
this presents a legitimate public safety concern, particularly if the picketing is near a
busy street or if it is a large group that
spans across the street and sidewalks. Traffic problems could arise in either of these
scenarios.
Medford Town Council typically researches how other towns deal with certain topics before creating its own ordinance.
However in this case, a lot of towns have
avoided adopting these types of ordinances
because of constitutionals issues.
There is arguably a right to create a
permit process. The problem is the courts
are very protective of peoples First
Amendment rights, township solicitor

Christopher Norman said.

Norman dug up an ordinance from another town in New Jersey that was passed
in 2005 that requires an organizer to obtain
a permit seven days prior to the event from
the police chief for any gathering of 20 or
more people for the purpose of demonstrating, picketing, speechmaking or marching.
A federal district court judge struck it
down immediately.
Norman is working on finding the case
to determine the reasoning for this but expressed his concern about creating a fair
ordinance that would address a number of
things, including how soon the group
would have to obtain it.
You want to give them the flexibility to
obtain the permit before the event. However, if you give too short of a time period,
please see COUNCIL, page 12

Medford man pleads guilty to theft and burglary

totaling more than $2 million in stolen goods
Burlington County Prosecutor
Robert D. Bernardi announced
that a Medford Township man
pleaded guilty in superior court
to 24 counts of theft and burglary
that were committed in six towns
over a 10-month period that ended
in August 2012.
The man admitted before the
Hon. Charles A. Delehey, J.S.C. to
committing three counts of theft
(second-degree) and 21 counts of
burglary (third-degree).
The plea follows a three-week
trial last month that concluded
with him being found guilty of
one count of theft (second-degree)
and three counts of burglary
(third-degree). Those charges
were unrelated to the ones to
which he pleaded guilty on Jan.
12.
Delehey will sentence him on
March 3 on the charges resulting
from the trial as well as the 24 offenses to which he has pleaded
guilty.
Under the plea agreement, the
sentence for the thefts and burglaries he admitted to in court on
Jan. 12 will be decided by Delehey
in what is known as an open plea.
The thefts netted more than $2
million in stolen goods from residences in Evesham, Medford
Township,
Moorestown
and
Mount Laurel in Burlington
County and Haddonfield and
Voorhees in Camden County.
Most of the homes were in upscale neighborhoods, near a golf

course or wooded lot with minimal views, and were secluded

from neighboring properties.
At the targeted homes, phone
and alarm wires were cut, and
entry was often made by smashing a rear sliding door. The defendants would use a police radio to
monitor emergency communications. The burglaries were committed while the residents were
not at home.
Items stolen included jewelry,
watches, furs, coins, crystal, silverware, handbags, firearms,
camera equipment and other
electronics.
Once the similarities in the
burglaries were discovered, a
task force was formed consisting
of law enforcement agencies from
the affected towns, as well as the
Camden County Prosecutors Office.
A break in the case came after
DNA from the convicted man was
found on a flashlight left behind
during one of the Moorestown
burglaries. From there, the investigation shifted to the analysis of
more than 9,000 phone calls and
text messages, as well as surveillance.
Many of the items were
pawned. Even so, more than 500
stolen items were recovered.
Some of them were buried in the
convicted mans yard and others
were hidden in an abandoned
building in Philadelphia.
The man was arrested on Sept.

5, 2012, along with another Medford man. The second convicted

man pled guilty on May 20, 2015,
to two counts of burglary in exchange for five years of probation
and 364 days in the Burlington
County Jail.

there are issues with that, and if

you give too much, you have a
completely different issue, Norman said. Its all in the eyes of
the beholder.
Councilman
Christopher
Buoni described this matter as

one he felt to be a legitimate expenditure of government funds

and taxpayer revenue to facilitate
such protests.
Buoni interprets this scenario
as an exercising of our most basic
rights, so he doesnt feel the need
to force residents to pay the police
coverage for it unless there are
certain misbehaviors that would
require fines.
For people who are peacefully
demonstrating and making their
public case, I dont think its too
much to ask the taxpayers to pay
for that because its their rights
being protected, he said.
Buoni also suggested the idea
of making this a permit folks
would be guaranteed to get so
there is no concern of denying
anyones freedom of speech. All
the council would be asking for is
notification for the safety of the
public.
I think we could reasonably
make a case if were not asking

for money. Were not trying to restrict your ability to do it, were
just looking for notification for
your own safety and for
everybody around you, Buoni
said.
Our concern is just that we
can properly prepare, Meder
said. Were not trying to stop
them, were just trying to make
sure its orderly and its safe.
Beenstock plans to speak with
Meder more in depth to discuss
what the police force would need
to make this possible and then
take that information into consideration while moving forward
with this potential ordinance.
Councilman Bradley Denn also
added that the group plans to conduct research with other towns
across the country to see how
they handle this matter.
Denn, Buoni, Norman and
Berger decided to form a subcommittee to target this issue moving
forward.

assured the seniors they did not
wish to steal Cranberry Hall from
them because they think it is an
appropriate name for that building. Gould found the park to be especially appropriate after the garden club planted a butterfly garden there this past summer, since
Dr. Still was an herbalist.
Gould also broke good news to
council when she announced the
Still Center has been declared one
of the 10 most endangered historic sites in 2016 by Preservation
New Jersey. This will help the deteriorating building get more
publicity and technical assis-

tance.
It will definitely boost our
fundraising, Gould said.
Laura Klein from the senior
center also thanked council for
how it handled this situation by
taking the seniors interests into
consideration when making the
final decision.
With all the families that
come to the park, a lot of people
will hear Dr. Stills name and
learn a lot about him, and that
might not have happened if Cranberry Halls name had changed,
Klein said.
Township manager Kathy
Berger plans to coordinate with
the Still family and the historical
society to get the wheels rolling
on the adoption of an ordinance
that would determine a day in the
spring for the dedication.
