Service Water & Fire Water System

GENERAL DESCRIPTION

The service water system shall supply sterilized/remineralized water to the whole of the power
plant. The service water system shall comprise service water storage tanks, pumps, piping, valves, fittings,
expansion joints, hangers and supports, controls and instrumentation, pumps, strainers, miscellaneous
equipment and piping specialties.
The service water storage tanks shall be supplied with remineralized water from the potable
water storage tanks described in specification GEMSS-M-19 - Potable Water and Storage Tanks. The same
supply line will also feed the firefighting tanks.
The service water storage tanks shall be located near to the water treatment plant area. The
service water storage tanks may include capacity for the supply to the fire water system which shall not be
accessible to the service water system. Alternatively the service water storage tanks and fire water system
supply may be separate and shall be located near each other. In this set up the service water tanks shall be
interconnected with the fire fighting water storage tanks to provide additional fire fighting water in the event of
a site emergency.
The service water pumps shall take their suction from a common suction header supplied from
the service water storage tanks. The pumps shall discharge into a common distribution header feeding all
areas of the plant. From this header a second header shall be provided along the length of the turbine hall,
with connections to the main header at both ends of the building. Similarly, another header shall also be
provided for the boiler plant, again with connections to the main header at both extremes of the boiler units.
Other service water branches taken from the headers will serve other various consumers.
2.0

SCOPE

The scope of supply shall be complete comprising all equipment and accessories for safe,
reliable and efficient operation that provides water to the water treatment plant, fire fighting system (back-up),
all buildings and designated areas requiring water for washdown etc. The scope shall include all
interconnections, pumping plant, piping, storage and all control and accessory systems.
This Specification provides for the design, manufacture, construction, supply, testing in works,
packaging for export, shipping, transport, delivery to Site, unloading at Site, complete erection, painting,
commissioning and putting into normal operation, performance and reliability testing on completion and
instruction of the Companys personnel for the Service Water / Fire Water System, which are common to all
systems, plant and equipment being provided under the Mechanical Equipment and Material specifications
and all obligations during the defects liability period as stipulated in the Conditions of Contract. All
equipment, spare parts and materials used in the construction of the plant shall be new and unused.
3.0

APPLICATION CODES AND STANDARDS

The Make-up Water System and Storage Tanks shall be designed and manufactured in
accordance with the general requirements for codes and standards defined in Section 3 of GEMSS-G-01
General Requirements for Equipment/Materials. Specific requirements applicable to Service Water / Fire
System are stated below.

The design, manufacture, installation and testing of the equipment, material and work shall be in
accordance with the requirements and recommendations of all appropriate internationally recognized and
accepted Codes and Standards.
The service water storage tanks shall be designed, constructed, tested and painted in
accordance with an internationally accepted design code such as BS 2654, AWWA D100 or API 650 as
applicable. Alternative internationally recognized design standards may be accepted subject to the approval
of the Company. The tanks shall also meet all supplemental requirements of the make-up water storage
tanks detailed in the specification GEMSS-M-23 - Fire Detection and Protection Systems.
Coatings of piping shall be in accordance with ANSI/AWWA C104/A21.4 and requirements of the
Painting and Coatings Protection systems Section of the specification. Suitable alternative non-metallic
materials may be used upon the approval of the Company/ Engineer.
Fire water pumps shall be supplied in accordance with the requirements of NFPA. As specified
in the Fire Detection and Protection Systems Section of the specification.
The fire water storage tank shall be supplied in accordance with the requirements of NFPA. As
specified in the Fire Detection and Protection Systems Section of the specification.
The service water storage tanks shall be designed, constructed, tested and painted in
accordance with an internationally accepted design code such as BS 2654, AWWA D100 or API 650 as
applicable.
4.0

DESIGN CRITERIA AND SYTEM DETAILS

The service water storage tank(s) (if required as per scope of work document) shall be
designed, constructed, tested and painted in accordance with an internationally accepted design code such
as BS 2654, AWWA D100 or API 650 as applicable. Alternative internationally recognized design standards
may be accepted subject to the approval of the Company/Engineer

Coatings of piping shall be in accordance with ANSI/AWWA C104/A21.4 and requirements of the
Painting and Coatings Protection systems Section of the Specifications. Suitable alternative non-metallic
materials may be used subject to the approval of the Company/Engineer.
Fire water pumps (if required as per the Scope of Work document) shall be supplied in
accordance with the requirements of NFPA and as specified in the Fire Detection and Protection Systems
Section of the Specifications.
The fire water storage tank (s) (if required as per Scope of Work document) shall be supplied in
accordance with the requirements of NFPA and as specified in the Fire Detection and Protection Systems
Section of the Specifications.
The design and construction of the Service and Fire water system shall conform, in all respects,
to the highest standards of engineering design and workmanship. The system shall be designed, constructed
and installed such that every reasonable safeguard and provision for the safety of all personnel concerned
with the construction, commissioning, operation and maintenance of the equipment is incorporated.

The design, construction and installation of the system shall be carried out under the
consideration of maximising the continuity of supply, availability of service and reliability.
The service water system shall be designed to supply service water at the required flow rates
and pressures including but not limited to the following users or locations (applicable as per scope of
work):
Centralized water treatment plant
Air preheater wash water
Economizer wash water
ID and GR fan wash water
Two (2) service water connections for each boiler floor level at opposite sides/corners.
Connections at burner levels to be convenient for burner cleaning
One (1) service water connection for each HRSG at ground level to be convenient for water
washing
Steam transformer plant
FGD system (if specified)
Fuel oil pumping and storage area
Service water for each turbine building floor level
Seawater intake structure
CW pump house
Administration building
Electro chlorination building

The service water system is shown on Flow Diagram Drawing GESDRW-M-20.
Major equipment shall include, but shall not be limited to the following:
a.

Adequate number and capacity of horizontal double-suction type service water pumps,
complete with motors, couplings, baseplates and accessories sized to meet the ultimate
plant demand of the service water system including supplies to wash down hoses, at
heater wash, and water treatment plant. The pumps shall be located in a dedicated
pumping area local to the storage tanks or within the Water Treatment Building.

Service water tanks.

c.

Water meters (if required) to measure the inflow of water from each source.

The service water storage tanks shall be located adjacent to the fire water storage tanks if
separate tanks are provided.
5.0

MATERIALS

All materials used in the service water system shall be carefully selected to resist to the greatest
extent possible the erosive and corrosive effect of the sterilized/remineralized water used in the system.
Pump materials shall be suitable for use with sterilized/remineralized water in a temperature
range of 0 to 50C. The pump casing shall be constructed of cast iron and the pump impeller, wear rings,
shaft and shaft sleeves shall be constructed of stainless steel unless otherwise approved in writing by the
Company.
Suitable alternative non-metallic materials (HDPE / UPVC may be used upon the approval of the
Company/ Engineer. All piping including pipe in trenches, unless specified otherwise, shall be Stainless steel
(316L.

GENERAL TECHNICAL REQUIREMENTS

The Contractor shall provide a fully functional service water system that is sized and arranged to
support all the power plant requirements. The Specification and the drawings are intended to illustrate the
minimum requirements, it is the Contractors responsibility to design the system to ensure the Companys
requirements are met and the works will be complete in all respects. The Contractor shall ensure that the
service water system shall be adequate for the ultimate plant capacity with distribution to all plant users over
the full range of operating conditions.
Foundations for equipment and supporting structures shall be installed by the Contractor. The
Contractor shall furnish to the Company all pertinent data such as dimensions, loads, reactions, etc, for
review and as information, to demonstrate correct design and interface.
The system shall be suitable in every respect for continuous full load operation under all climatic
conditions stated in the Particular Technical Scope.
Discharge pressure of the service water system at the most distant user shall be a minimum of
5 bar g under peak flow conditions.
Only reliable equipment requiring minimal maintenance shall be used. Skid mounted equipment
shall be provided where appropriate.
Easy access is necessary from the ground floor or from an installed platform to each valve,
instrument, access hatches, utility connection, etc. Therefore, all stairways and platforms required shall be
considered as an integral part of the equipment unless otherwise specified.
6.1

Service water pumps

Each pump shall be of the single stage, horizontal, double suction type, furnished complete with
coupling, motor, base plate, valves, fittings, expansion joints as required or as specified in accordance with
the general mechanical sub section of this Specification. The pump shafts shall be sealed by mechanical
seals in accordance with the General Mechanical Requirements Section of the specification.
The 100 per cent capacity of the service water pumps shall have ample capacity to supply all
continuous requirements and intermittent loads, including meeting the demand of the water treatment plant,
air heater wash, general wash down water and other miscellaneous uses. In determining the pump capacity
a minimum flow stated by the Contractor shall be used for general wash down water. A minimum flow device
on each pump shall provide sufficient recirculation for cooling and to prevent excessive vibration.

Service & Fire water storage tanks

The service water storage tank shall be provided with a capacity based on three (3) days
demand of the station service water general use.
The Contractors design may incorporate combined fire and service water tank capacity
requirements with the service water tank outlet connection located at a high level such that the minimum
required fire water capacity is always available. Design proposals shall be included in the Tender offer.
Each service water tank shall also be interconnected with a similar capacity fire water storage
tank by a normally closed isolating and check valves.
The fire water storage tank shall be provided with a capacity based on fire rating as per NFPA for
the station fire water protection system for the single largest event of at the station.
The firewater storage tanks shall be connected to the service water system with an emergency
back-up connection from the potable water via transfer pumps (2 x100%). Fire water tanks shall also be
provided with spare nozzle with isolation valve for inlet and outlet of the tanks.
The service water storage tanks shall be constructed of either glass lined steel (GLS) material
( if GLS material is used then capacity limits for the tank shall not be more than 10,000 m3) or carbon steel
material and will be protected both externally and internally as specified in the relevant parts of the
specifications GEMSS-M-38 General Mechanical Rrequirement's and GEMSS-M-35 Painting and Coating
Protection Systems. Tanks shall be provided with flanged connections for all external piping. All tank
connections shall be protected by rubber expansion joints which shall be furnished and installed by the
Contractor.
The tanks shall be complete with stairs, stair and roof handrails, internal and external coatings,
instruments (level indication and high level alarm, displayed locally and on the DCS), vents, manholes,
drains, filling and extraction pipework, and any other equipment necessary for the safe operation of the
system.
Design proposals shall be included in the Tender offer.
The tank shall be complete with all of the necessary auxiliary equipment. This shall include, but
not be limited to, the following:
a. connections for filling, take off, overflow, drainage and venting
b. level indicators and controls
c.

ladders, handrails, access man ways

d. all appurtenances required for safe and reliable operation


The water level in the tank shall be controlled by an ultrasonic level transmitter mounted in the
roof of the tower / tank. The transmitters shall be powered by 24 VDC power supplies, and be complete with
wall mounted local control box. The level transmitter shall control the water level within defined limits by

opening/closing a motorized valve in the potable water feed line to the tank. In addition, local/remote
indication shall be provided for the following:
i.

actual water level

ii.

high water level alarm

iii. low water level alarm


iv. low low water level trip
6.3

Piping and Valves

All piping and valves shall be supplied and installed in accordance with the specification 01GEMSS-M-38 General Mechanical Requirements.
Each service water point at user end shall be provided with an isolating valve, quick closing
coupling and 15 m long hose with nozzles for use.
The Contractor shall install backflow preventers in all locations necessary to prevent
contamination of potable water systems from non-potable interconnections. Backflow preventers shall
comply with local requirements.
7.0

MISCELLANEOUS REQUIREMENTS

The Service / Fire water system and equipment shall be designed to facilitate control from the
Central Control Room (CCR) via an interface with the Distributed Control System (DCS) and shall also
incorporate local ON / OFF functionality and an emergency stop for testing and maintenance purposes.
One (1) set of Manufacturer's recommended special tools shall be provided with the package.
Sufficient platforms, railing, staging, ladders and access hatches, as necessary, shall be
provided under this Contract for convenient and safe access to systems for operation and maintenance.

7.1

Instrumentation & Control System

Instrumentation and Control shall be provided in accordance with specification GEMSS-I&C-08


Plant Common Auxiliary Systems and specification GEMSS-I&C-28 - General Requirements for Control and
Instrumentation. The following general control requirements shall also apply.
The service water and fire water systems shall, under normal circumstances, be controlled and
monitored from the CCR. Facilities shall, however, be provided to enable local operation.
On loss of the duty pump the standby pump shall start automatically. Under exceptional
circumstances when the demand for service water is high, the standby pump shall be started by remote
manual operation from the Central Control Room.

Operation of the pumps shall be alternated to ensure even wear.


Pump discharge valves (motor operated) shall normally be inter-locked to open on pump start
and to close on pump shutdown. Remote-manual over-ride however shall also be provided for valve
operation, to permit pump testing without opening the discharge valve.
The minimum flow control system shall permit safe and continuous parallel operation of the
water pumps with no system flow demand.
Low level and low-low level in either service water or fire water storage tanks shall be alarmed in
the CCR with trip of the pump on low-low level. The service water pumps shall also trip in event of low
suction pressure.
The service water and fire water tanks shall be filled automatically from the supply headers
through on-off type level control valves operated by level switches on the tanks. The control valves shall fail
closed on high-high water level or loss of signal. Remote manual operation of the control valves shall be
provided from the CCR. Both tank levels shall be indicated locally and remotely in the CCR. In addition to
the low level and low-low level alarms described above, high and high-high level in either service water
storage tank shall be alarmed in the CCR.
7.2

Electrical System
Electrical equipment shall comply with specification GEMSS-E-42 General Electrical

Provisions.
7.3

Field Quality Control

Field Quality Control shall be managed in accordance with specification GEMSS-G-03 Factory
Inspection and Testing and specification GEMSS-G-05 - Quality Control and Quality Assurance.
7.4

Sequence of Testing & Commissioning

Testing, Commissioning & Start up activities shall be undertaken by the CONTRACTOR in


coordination and with the participation of the COMPANY/ENGINEER.
All necessary tests including functional tests shall be conducted by the CONTRACTOR in
coordination and with the participation of the COMPANY/ENGINEER in accordance with the agreed Test
protocol.
Performance Tests of the system shall be carried out to establish the system performance at
site conditions as stipulated in the agreed Test protocol and the Contract.
8.0

Technical Schedules/ Data Sheets

Technical Schedules and data sheets shall be completed and submitted along with the proposal
for COMPANY / Engineer review. (Please refer to Volume 2 )
